Minutes of Regular Meeting
Town Council, Town of Southlake, Texas
' September 12, 1958
Pursuant of the call of the mayor and to notice given to all members regarding
time and place of the mmbting, the regular meeting of the Town Council, Town
' of Southlake, Texas was held at Carroll School on September 12, 1958. The
following members of the Council were presented constituting a quorum.

Councilmen:. A. Casey
H. X. Gilbert
C. M. Gordon
W. C. Cummings
Also present were Attorney George P. Gleeson, Marshal J.;f. Richardson, and
' Judge Graves.
The mayor pro-ten opened the meeting and the minutes of the previous meeting
' were read and approved. The marshal then gave his report.
Discussion of the marshal's report brought out a question regarding building
' permit violations and zoning. The need to get together with Frank Denton
and check over some recently constructed buildings in Southlake was brought
out.
' The Ordnance annexing twenty acres of land belonging to Robert G. Goode was
brought up. C. M. Gordon made a motion that we adopt the Ordnance Vhich is
Ordnance No. 116. W. C. Cummings seconded. The vote was three ayes and
' one abstaining. Mr. Gilbert abstained . The motion carried.
Judge Graves brought up the matter of a location for the corporation'court.
' The Council recognized that it was inconvenient and not good policy to
continue to held court in Judge Graves' home. The school gym or lunchroom
were mentioned as possible locations. Further discussion was then tabled
until the status of the marshal could be discussed.
W. C. Cummings made a motion that the Council appoint J.GI, Richardson as
regular marshal of the Town of Southlake at a salary of $45 per month.
' C. M. Gordon seconded the motion. Mr. Gilbert opened the discussion by
asking if Mr. Richardson were a resident of Southlake. He was told that
Mr. Richardson is a resident of Grapevine but is seeking a place to lii[e
in Southlake. Mr. Gilbert then asked for a public meeting to determine
what the people wanted to do about a marshal. Mr. Gordon stated that the
regular council meeting vas a public meeting and anyone wishing to attend
and state their opinions could do so. At this point, a vote vas called for
by the mayor pro-tea. In the vote, C. M. Gordon, W. C. Cummings, and
J. J. Carlile voted for the notion, H.;%. Gilbert voted against, and
. A. Casey abstained. The motion carried by majority vote.

W. C. Cummings made a motion that the Town Council authorize expenditure of
money from the treasury to pay for a marshal's and a deputy's badge and an
amount not to exceed $15 for decals for the marshal's car. C. M. Gordon
seconded the motion. In the vote, C. M. Gordon, W. C. Cumtings and
J. J. Carlile voted for, H..'. Gilbert voted against and g. A. Casey
abstained. The motion carried by majority vote.
Mr. Gleeson was then asked his opinion on a meeting place for the corpora-
tion court. He suggested that the mayor contact the president of the
school board to obtain permission to hold the corporation court on school
property.
No further business coming before the Council, the meeting was adjourned.
