MINUTES - REGULAR PIT-TTING - NOVFTIBER 9, 1957
TOWN COUNCIL, TOe,'N OF SOUTHLAKE, TEXAS
Pursuant to the call of the Mayor and to notice given to all members
of the City Council, stating; time, p)_ace and purpose of the meeting,
the regular meeting of the Town Council, Southlake, Texas, was held
Saturday November 9, 1957 at Carroll School. The following members
were present constituting a quorum:

W. C. Cummings
J. E. Douglas, Jr.
C. M. Gordon
J. E. Quinn
The meeting was called to order bS7 the Mayor, and the minutes of the
previous meeting were approved as read.
A_ letter from Texas Power and Light Company, regarding their current
Gross Receipts Revenue Tax, recently received, and the methods of
arriving at said amount, was passed among the members of the Council.
The Mayor called for the Financial Report, which was as follows:

The Secretary also announced that Mrs. F. 0. Doudy had agreed to act
as Reporter for the Town of Southlake to the Grapevine Sun - and that
Mrs. Ted. Kasper, Jr. had agreed to act as Reporter for the Tot,m of
Southlake to the Dallas News.
The Mayor announced that he and Mr. Anderson had got together with
Texas Power and Light Company after they volunteered to make a Survey
of strategic spots where street lights might be helpful inside the
City Limits.it

'Phr Mayor read a letter from that Power Company, setting forth the
operation cost, per month, for various numbers of street lights:
The Power Company to pay installation and upkeep costs, except
light globes. The Power Company to maintain the operation of lights.
During discussion it was questioned if they are necessary at all and
whether a 300 watt light would be any protection from accidents. It
was brought out that possibly blinker lights would slow traffic
better at the dangerous crossings, since there is no foot traffic in
the Town and the crossings are few and far apart, Mr. Gleeson
suggested that we would need the nnproval of the State to put any type
of light on a State Highway, and also that possibly the Highway Depart-
ment would install a blinker for the town at the intersection of
Hwy 111 and Keller Road - decidedly the most dangerous crossing - either
at their or our expenzk?. It was thought better to probably postpone
installing street lights until we have more revenue,
The Mayor announced that the Southwestern States Telephone Company had
further contacted him, and that Mr. Fsslinger and his Company Attorney
visited him ten days previous to this meetingg. He said that they
mentioned an installation telephone cost of .x)$00. a mile. The Mayor
told them that would be unsatisfactory and if they wished to be
Franchised some better arrangement must be made. Mr. Fsslinger also
stated at that time that if Franchised, they would buy out Southwestern
Bell and any other Comna.nies operating inside the City Limits and that
Southwestern States could not provide any toll free service to Ft. !%Torth,
only to Grapevine. The Mayor then said that Southlake is not yet
ready for a Franchise, that maybe in five years' time we would be.
Mr. Gleeson suggested that we might approve the Telephone Company
suggested rates and encourage them to work toward a Franchise, trying
meanwhile to improve their service.
There was discussion regarding the effective date of the new rate ,
schedules, and Mr. Carlile announced that he is now on a ten-party
line. It devel oned that probably many others are also on ten-party
lines. There has been no discussion at all from the Telephone Company
regarding rates on anything more than a four-party line, none of which
now exist in the City limits. It was suggested we ask for a reduced
rate on ten-party service. Mr. Denton brought out that the Telephone
Company may not raise rates now without the approval of the Council.
Mr. Gleeson said that this is correct, Mr. Quinn asked if we may pass
an Ordinance so there can be no more than eight parties on one line.
Mr. Gleeson said that he would look it up. He also stated that inside
an incorporated area the law may -provide for less than eight to one line.
It was decided to table any further action until we get clarified as
to existing telephone service rates. Moved by Quinn, seconded by
Gordon, this Motion passed unanimously.
It was asked why we have received NO Gross Revenue Tax at all from
Southwestern States Telephone Company. Mr. Gleeson stated he sent them
a copy of the Ordinance in this regard previously, but that they must
have lost it. He will now send another copy of this Ordinance
Registered Mail.
The Mayor stated that Mr. D. A. "arry had expressed willingness to
act as Town Secretary-Treasurer. On Motion of Carlile, Seconded by
Cummings, said motion passed unanimously.

The Mayor called for the Marshalts Report. He submitted a schedule
of traffic fines approved by surrounding cities. He also stated
that he now has the tickets in his possession. The traffic fine rates
met the approval of the Council.
The Mayor announced that Mr. Albert Graves had veen vid ting the
ai Corporation Courts in Ft. Worth, and was getting ready to set up
his office.
Also present at this meeting besides the Council and the City Attorney
were r. Ken Anderson, Marshal, Mr. Albert Graves, Recorder of the
Corporation Court, Mr. and Mrs. Frank Denton, and Mrs. F. 0. Doudy,
Reporter for the Grapevine Sun.
No further business coming before the Council, the meeting was
adjourned.
