attached hereto and incorporated herein. Executive Session may be held,
under these exceptions, at the end of the Regular Session or at any
time during the meeting that a need arises for the City Council to seek

Section 551.071: Consultation with city attorney.
a. Seek advice of the city attorney regarding legal issues related to
legislative items.

CONSENT AGENDA: All items listed below are considered to be routine by the City
Council and will be enacted with one motion. There will be no separate discussion of
items unless a Councilmember or citizen so requests, in which event the item will be
removed from the general order of business and considered in its normal sequence.
4. Consent:
A. Approve minutes from the September 21, 2021, regular City Council
meeting.
B. Cancel the December 21, 2021, regular City Council meeting.
C. Approve Toshiba copier service expenses in an amount not to exceed
$180, 000.
D. Authorize annual landline and wireless telecom/internet from OneSource,
Verizon Wireless, Mitel, and Frontier, as well as cable from Spectrum in an
amount not to exceed $300,000.
E. Approve the purchase of new computer workstations in an amount not to
exceed $227,500.
F. Approve the proposal from Ford Audio -Video Systems, LLC designed to
overhaul and expand the camera coverage in the remaining areas of Town
Square, DPS Headquarters, Parkwood Training Center, and Legends Hall
in an amount not to exceed $1,900,000.
G. Authorize expenditures with Corporate Floors for various commercial floor
installation services at all City facilities as needed, in an amount not to
exceed $150, 000.

H. Authorize expenditures with Weatherproofing Services for providing
preventative and corrective maintenance on all City facilities as needed, in
an amount not to exceed $165,000.
Authorize expenditures with Waukesha -Pearce Industries, Inc. (WPI) for the
purchase of generator equipment and for the preventative and corrective
maintenance services of all City facilities back-up generators in an amount
not to exceed $115, 000.
Approve an annual purchase agreement with Regent Services (Southlake
Leasing) for janitorial services for all City facilities through an Interlocal
Agreement (ILA) with the City of Grapevine in an amount not to exceed
$325,000.
K. Ratify expenditures with Wildstone Construction LLC. for an emergency
water leak repair on the 30-inch Alta Vista transmission main, at Bear Creek
and Austin Street, in an amount of $102,856.

Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related
criminal activity and involving emergency response providers, their staffing, contact
information and tactical plans; 2) that relates to the risk or vulnerability of persons or
property, including infrastructure, to an act of terrorism; 3) that relates to the assembly of
an explosive weapon, the location of a material that may be used in a chemical, biological
or radioactive weapon, or unpublished information pertaining to vaccines or devices to
detect biological agents or toxins; 4) that relates to details of the encryption codes or
security keys for a public communication system; 5) that relates to a terrorism -related

regarding pipeline safety_ The City Council may discuss emergency management plans
