Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related
criminal activity and involving emergency response providers, their staffing, contact
information and tactical plans; 2) that relates to the risk or vulnerability of persons or
property, including infrastructure, to an act of terrorism; 3) that relates to the assembly of

Section 418.106(d)(e): Local meetings to discuss emergency management plans
regarding pipeline safety. The City Council may discuss emergency management plans
involving pipeline safety and/or security of pipeline infrastructures or facilities when those
plans or discussions contain such sensitive information.

Director of Economic Development&Tourism Daniel Cortez provided a video showcasing
Great Harvest Bread Co., a local Southlake business.
4. 2021 ART IN THE SQUARE PRESENTATION
Mayor John Huffman introduced Councilmember Kathy Talley who then introduced the
Art in the Square committee members to provide an overview of the event taking place
from Friday, September 24 through Sunday, September 26.

5. WATER SAFETY PRESENTATION - DR. VISHNU RUMALLA
Mayor John Huffman recognized Dr. Vishnu Rumalla, who shared his family's story with
the City Council and Southlake community, and provided a check in the amount of
$50,000 dollars.
6. HONORS AND RECOGNITION: PROCLAMATION FOR 9/11
Mayor John Huffman recognized the 20th anniversary of 9/11 and invited the public to
attend the 9/11 ceremony that will take place on Saturday, September 11, starting at 7:46
a.m. Mayor Huffman also invited them to sign the banner located at the gazebo.

Motion was made to approve Item 9B, SV21-0016, Sign Variance for EECU located at
1460 W. Southlake Blvd., subject to Staff Report dated August 31, 2021, and granting the
following:
- Allow a letter size (24") for an attached building sign with illuminated channel letters.

Senior Director of Planning and Development Services Ken Baker presented Item 9C and
answered questions from Council.
Motion was made to approve Item 9C, MSP21-0003, Master Sign Plan Amendment for
Chapel Crossing located at 245 W. SH 114, subject to Staff Report dated August 31,
2021, and noting the following:
- Moving the allowable upper story signs from the south side of the building to the east
side provided that any new signs on the east façade meet the location, size and
material criteria presented this evening. Approving the "Smile Rehab" sign as
presented on the east facade. Nothing with this approval the maximum number of
upper floor signs on this building is four and no additional building facade signs are
allowed. Finally, allowing the monument signs as previously approved.
