continuation of construction management services for the widening of N.

Section 551.087: Deliberation regarding economic development negotiations. The City
Council may discuss or deliberate regarding commercial or financial information received
from a business prospect that the city seeks to have locate, stay, or expand in or near the
city and which the City is conducting economic development negotiations; or to deliberate

Section 551.089: Deliberation regarding security devices or security audits. The City
Council may discuss or deliberate regarding security assessments or deployments
relating to information resources technology; network security information as described
by Section 2059.055(b); the deployment, or specific occasions for implementation, of
security personnel, critical infrastructure, or security devices; or results of security audits.
Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related
criminal activity and involving emergency response providers, their staffing, contact
information and tactical plans; 2) that relates to the risk or vulnerability of persons or
property, including infrastructure, to an act of terrorism; 3) that relates to the assembly of

property from an act of terrorism. The Texas Disaster Act specifically requires that a tape
recording of the closed meeting be made.
Section 418.106(d) & (e): Local meetings to discuss emergency management plans
regarding pipeline safety_ The City Council may discuss emergency management plans
involving pipeline safety and/or security of pipeline infrastructures or facilities when those
plans or discussions contain such sensitive information.

Executive Chamber Board member Justin Lewis provided a Southlake Chamber of
Commerce update.

Director of Human Resources Stacey Black presented the volunteer service awards to
volunteers who met established volunteer service requirements.

Mayor John Huffman recognized the Southlake Lady Dragons Lacrosse team for making
it to the state championship with a proclamation. The Mayor and Council took a group
photo with the team on the front steps of Town Hall.

elevation to be replaced with a similar type of sign located as indicated in the May
11, 2021 staff report — noting that the sign will be located on the upper story of the
building; permitting a maximum letter height of 18 inches/11 inches (double stacked
letters); permitting a maximum logo size of 20 and a maximum sign area of 42
square feet. Also noting the sign with be a LED halo lit sign and the requirement
on the original sign variance for this building (SV20-0007) that that any additional
signage on the first floor will not be allowed without returning to the Sign Board
and City Council for variance approval remains in place.

- The applicant is requesting an attached building sign with larger than permitted
individual internally illuminated channel letters. Backer plate is denied as requested.
- The approved Nordstrom Rack sign variance (SV09-006) for this lease space
permitted a 24-inch "Nordstrom" letters, 54-inch "r", "a", and "c" letters, and a 93-inch
letter "k". The proposed sign will have internally lit white faced channel letters with 18-
inch "Nordstrom" letters, 70-inch "r", "a", and "c" letters and a 96-inch ("k") with a 11'-
2 1/8" inch by 22'- 4 1/8" grey backer plate (250 sf). The City's Sign Ordinance no
longer permits backer plates and the MSP for Shops of Southlake does not specifically
allow them.
- Applicant is given flexibility with color, and to work with staff relative to reverse channel
lite. Sign type must meet the ordinance, except as amended here.
