D. Ratify final concept and contract with artist Hunter Brown, DBA Innovative
Sculpture Design LLC, in an amount not to exceed $110,000 for public art
to be installed at Park Village.
E. Approve the expenditure for website design services with Civic Plus for an

F. Approve an Encroachment and Joint Use Agreement for Whistle Britches
Chicken, LLC's outdoor paver patio within the City right of way of Main
Street for the development located at 1230 Main Street.

H. Ratify expenditures with Smith Pump Company Inc. for the complete
replacement and inspection of the pump and motor at Pump Station #2
located at T.W. King Road in an amount of $53,537.
Approve Supplement Agreement No. 1 with Halff Associates, Inc. (Halff) to
provide additional survey and engineering services for storm drain and
sidewalk improvements near the intersection of North Peytonville Avenue
and Raven Bend Court in amount not to exceed $41,000.
J. Approve a variance to Section 4.01 1 of the Subdivision Ordinance No. 483,
as amended, regarding "Expiration of Plats" and approve a one (1) year
extension of the validity of Case ZA20-0004, Plat Revision for Lots 1-11,
Block A, Hawkwood Addition on property described as Lots 1R and 2R,
Block 1, Baker Estates, an addition to the City of Southlake, Tarrant County,

Section 551.087: Deliberation regarding economic development negotiations. The City
Council may discuss or deliberate regarding commercial or financial information received
from a business prospect that the city seeks to have locate, stay, or expand in or near the
city and which the City is conducting economic development negotiations; or to deliberate
the offer of a financial or other incentive to a business prospect as described above.
Section 551.089: Deliberation regarding security devices or security audits. The City
Council may discuss or deliberate regarding security assessments or deployments
relating to information resources technology; network security information as described
by Section 2059.055(b); the deployment, or specific occasions for implementation, of
security personnel, critical infrastructure, or security devices; or results of security audits.
Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related
criminal activity and involving emergency response providers, their staffing, contact
information and tactical plans; 2) that relates to the risk or vulnerability of persons or
property, including infrastructure, to an act of terrorism; 3) that relates to the assembly of
an explosive weapon, the location of a material that may be used in a chemical, biological
or radioactive weapon, or unpublished information pertaining to vaccines or devices to

property from an act of terrorism. The Texas Disaster Act specifically requires that a tape
recording of the closed meeting be made.
Section 418.106(d) & (e): Local meetings to discuss emergency management plans
regarding pipeline safety. The City Council may discuss emergency management plans
involving pipeline safety and/or security of pipeline infrastructures or facilities when those
plans or discussions contain such sensitive information.

Mayor Hill introduced Alliance for Children CEO Julie Evans and presented a
proclamation recognizing Child Abuse Prevention Month.

Sculpture Design LLC, for art to be installed at Park Village noting the City Manager
has conditionally approved the contract due to the short project timeline.
- Item 4K— Ordinance No. 1239 — appointing Lindsay Kinzie as the Associate Judge of
the Municipal Court of Record and authorizing the Mayor to execute an agreement
with the Associate Municipal Judge.
- Item 4L —Approve the 2020 Comprehensive Annual Financial Report.

answered questions from Council.
Motion was made to deny Ordinance No. 480-740 (ZA18-006), 1st Reading, Zoning
Change and Concept/Site Plan for Creekside Point (formerly known as Southwest
Meadows) on property described As Lot 1 R1 R2, Block 1, Sabre Group Campus Addition,
an addition to the City of Southlake, Tarrant County, Texas and located at 1901 W.
Kirkwood Blvd.

Nays: Hill, Smith, Williamson
Approved to DENY: 4-3
