Consent: A. Approve minutes from the December 1, 2020 regular City Council meeting. B. Approve an expenditure to Davison Construction in an amount not to exceed $55,000 to retrofit the front desk area of the Police Department lobby with protective glass. C. Approve an Engineering Services Agreement (ESA) with Halff Associates, Inc. to provide engineering design and bidding services to replace roadway crossings at Kirkwood Branch and South Fork Kirkwood in an amount not to exceed $542,800. D. Authorize expenditures with Johnson Controls, Inc. for various efficiency, controlling and automation HVAC services and solutions in City facilities in an amount not to exceed $65,000. 5. FINANCIAL LITERACY PROGRAM CREATED BY NOAH KANN Mayor Laura Hill introduced Mr. Noah Kann, who provided a review of his financial literacy program. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Mayor Hill reviewed the items on the consent agenda.
