deliberate the deployment, or specific occasions for implementation of security personnel

Section 551.087: Deliberation regarding economic development negotiations. The City

Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)

criminal activity and involving emergency response providers, their staffing, contact
information and tactical plans; 2) that relates to the risk or vulnerability of persons or
property, including infrastructure, to an act of terrorism; 3) that relates to the assembly of
an explosive weapon, the location of a material that may be used in a chemical, biological
or radioactive weapon, or unpublished information pertaining to vaccines or devices to

Motion was made to approve Item 6A, Ordinance No. 1234, 2nd Reading, Tax Levy
Ordinance, and noting the following:
- Part of the tax rate, $0.075 (18.5%) per $100, pays for the retirement of debt that
is due during the 2020 budget year. The remainder of the tax rate, $0.33 (81.5%)
per $100, is used to support General Fund operations of the City.
- On July 25th, the Tarrant and Denton Appraisal District certified the appraised
values of all properties in Southlake at a total taxable value $7,768,644,007 (net
of TIF values), as of January 1, 2020.

- This year's proposed tax rate of$0.405 is below the no new revenue rate (effective
rate tax rate) of$0.422115.

Senior Director of Planning and Development Services Ken Baker presented Item 6C and
answered questions from Council.
Mayor Hill opened the public hearing at 7:27pm. There being no one wishing to speak,

Motion was made to approve Item 6C, ZA20-0038, Site Plan for Carroll High School
Expansion, Lot 1, Block 1, Carroll ISD No. 2 Addition, located at 800 N. White Chapel
Road, subject to the Staff Report dated September 8, 2020, and Site Plan Review
Summary No. 2, dated August 28, 2020, and granting the following:
- A variance to the Landscape Ordinance No. 544, as amended, which requires
additional interior landscape plantings based on the footprint of the addition.

ON TAX RATE
A tax rate of .405 per $100 valuation has been proposed by the governing body
of City of Southlake, Texas.
PROPOSED TAX RATE $0.405000 per $100
NO-NEW REVENUE TAX RATE $0.422415 per $100
VOTER-APPROVAL TAX RATE $0.437526 per $100
The no-new-revenue tax rate is the tax rate for the 2020 tax year that will raise
the same amount of property tax revenue for City of Southlake, Texas from the
same properties in both the 2019 tax year and the 2020 tax year.
The voter-approval tax rate is the highest tax rate that City of Southlake, Texas
may adopt without holding an election to seek voter approval of the rate, unless
the de minimis rate for City of Southlake, Texas exceeds the voter-approval tax
rate for City of Southlake, Texas.
The proposed tax rate is not greater than the no-new-revenue tax rate. This
means that City of Southlake, Texas is not proposing to increase property taxes
for the 2020 tax year.
A public hearing on the proposed tax rate will be held on September 15, 2020
at 5:30 or immediately following the wok session at City Council Chambers
at Town Hall 1400 Main Street Southlake Texas 76092.
