2020-03-23 Special CC MeetingOU CITY OF STHLAKE TEXAS SPECIAL CITY COUNCIL MEETING AGENDA MARCH 23, 2020 LOCATION: VIA VIDEO CONFERENCE NOTICE IS HEREBY GIVEN in accordance with order of the Office of the Governor issued March 16, 2020, the City Council of the City of Southlake will conduct a Special Meeting scheduled for 5:30 p.m., on Monday, March 23, 2020 by video conference in order to advance the public health goal of limiting face-to-face meetings (also called "social distancing") to slow the spread of the Coronavirus (COVID-19). This Notice and Meeting Agenda, and the Agenda Packet, are posted online at https://www.cityofsouthiake.com/A.endaCenter The public will be permitted to offer public comments as provided by the agenda and as permitted by the presiding officer during the meeting via this link https://cityofsouthlake.webex.com/cityofsouthlake/onstage/g.php?MTID=ebe3627087bc ccb525c4f0076db66ef89, hosted through Webex. A recording of this meeting will be made and will be available to the public in accordance with the Open Meetings Act. TIME: 5:30 p.m. Call to order 2. A. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074, 551.076, 551.087, 418.183(f), and 418.106(d) & (e). Executive Session may be held, under these exceptions, at the end of the Regular Session or at anv time during the meeting that a need arises for the City Council to seek advice from the City Attorney as to the posted subject matter of this City Council meeting. Consider adopting Resolution No. 20-017 ordering the postponement of the May 2, 2020 City Bond Election for the issuance of a General Obligation Bond to the November 3, 2020 Uniform Election Date as a result of the Governor's Proclamation issued on March 18, 2020. 6. DISCUSS AND CONSIDER ADOPTING RESOLUTION NO. 20-015 EXTENDING THE MAYOR'S FIRST AMENDED DECLARATION OF A DISASTER. APPROVED Motion was made to approve Resolution No. 20-015, Extending the Mayor's First Amended Declaration of a Disaster, noting that the City Council is extending the First Amended Declaration until terminated by order of the City Council; also noting that the City's local disaster declaration conditions will change as needed under this extension to reflect county, state and federal government orders and declarations issued from this day forward in response to the Coronavirus Disease 2019 public health emergency.
