Approve an annual purchase agreement with Regent Services (Southlake
Leasing) for janitorial services for all City facilities through an Interlocal

Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)

property, including infrastructure, to an act of terrorism; 3) that relates to the assembly of
an explosive weapon, the location of a material that may be used in a chemical, biological
or radioactive weapon, or unpublished information pertaining to vaccines or devices to
detect biological agents or toxins; 4) that relates to details of the encryption codes or
security keys for a public communication system; 5) that relates to a terrorism -related
report to an agency of the United States; 6) that relates to technical details of particular
vulnerabilities of critical infrastructure to an act of terrorism; 7) that relates to information
regarding security measures or security systems intended to protect public and private
property from an act of terrorism. The Texas Disaster Act specifically requires that a tape
recording of the closed meeting be made.
Section 418.106(d) & (e): Local meetings to discuss emergency management plans
regarding pipeline safety. The City Council may discuss emergency management plans
involving pipeline safety and/or security of pipeline infrastructures or facilities when those

Mr. Reed gave the invocation. Mayor Pro Tern Shawn McCaskill led the pledges of

3. SOUTHLAKE BUSINESS SPOTLIGHT — RONKOT DESIGN
Deputy Director of Economic Development Daniel Cortez introduced Ronak Kothari of
Ronkot Design for this month's Southlake Business Spotlight. Mr. Kothari provided an
overview of Ronkot Design.

Mayor Pro Tern McCaskill recognized the Southlake Cross Country Team with a
proclamation. Coach Justin Leonard accepted the proclamation and spoke about the
team's accomplishments. The coach and team members took a picture with Council prior

CHAMPIONSHIP TEAMS
Mayor Pro Tern McCaskill recognized the Southlake Under Armour National
Championship Teams. Coaches and team members accepted the proclamations and
spoke about their accomplishments. The coaches and team members took a picture with
Council prior to the start of the meeting.

Motion was made to approve Item 6A, Ordinance No. 480-667a, (ZA19-0064) 2nd
Reading, Zoning Change and Concept Plan for Chapel Crossing on property described
as Lot 1 R, Block A, Ravenaux Village, subject to the Staff Report dated November 25,
and the Concept Plan Review Summary No. 3, dated November 12, 2019, granting the
following:
- A variance to section 5.2.c of the Subdivision Ordinance to allow a commercial
driveway onto Countryside Court, which is a local street.
- A variance to section 5.2.d of the Subdivision Ordinance to allow the stacking depths
as shown on the Site Plan and Concept Plan, rather than the minimum stacking depth
of 100' as required by ordinance. Approximately 43' is shown on the E. SH114
driveway, and approximately 48' is shown on the Countryside Court drive.
Also noting:
- The driveway variances were approved with the previous zoning and the drives have
been constructed on the site.
- Accepting the proposed SP-2 zoning regulations.
- All other conditions of the previous zoning will remain in place unless noted as part of

permission to use his commercial property for access rather than the residential street.

internal property lines.
2. Variance to the Parking Ordinance, Section 35.6, Number of Parking Spaces
Required, for a reduction of 10%.
3. Variance to Building Setback section of the Overlay Zones Ordinance, Section
43.9.c.2(a), from 50'to 38' to allow a decel lane along SH 114.
