ABSENT: Councilmember Chad Patton. CALL TO ORDER Mayor Laura Hill called the workshop to order at 5:49 p.m. 2. DISCUSSION: INFRASTRUCTURE 2A. CAPITAL IMPROVEMENT PROGRAM PRIORITIES Assistant City Manager Ben Thatcher provided a review of the 10-year CIP investment, master plan links to the CIP, and noted projects with key issues for consideration. Projects reviewed included the Bob Jones Park & Nature Preserve, N. White Chapel Bridge, Library, Central Park & Pedestrian Bridge Improvements, Southlake Sports Complex, the Municipal Service Center, and Zena Rucker Road construction. City Council discussed options of using money from a bond to purchase land. Staff explained a bond election could be considered for May 2020. 3. DISCUSSION: MOBILITY 3A. INTELLIGENT TRANSPORTATION SYSTEM CITY COUNCIL SUMMER WORKSHOP MEETING MINUTES, JUNE 26, 2019 Page 1 of 3 Director of Public Works Rob Cohen provided an overview of an Intelligent Transportation System (ITS); why ITS should be considered and how it can provide mobility solutions; study recommendations and implementation options; and, asked for Council direction. City Council agreed to proceed with the project. MAYOR HILL CALLED FOR A SHORT BREAK AT 7:02 P.M., AND RECONVENED AT 7:24 P.M. 4. DISCUSSION: PERFORMANCE MANAGEMENT 4A. IT SYSTEMS & PROGRAMS STATUS UPDATE Chief Financial Officer Sharen Jackson provided an overview of IT projects including City Council Chamber audio/visual updates, Legends Hall, and the camera system located throughout the City. 5. DISCUSSION: SAFETY & SECURITY 5A. EMERGENCY MANAGEMENT PROGRAM AND FACILITY UPDATE Fire Chief Mike Starr provided an overview of Emergency Management Readiness. 6. DISCUSSION: PERFORMANCE MANAGEMENT 6A. COMPENSATION AND BENEFIT PROGRAM Director of Human Resources Stacey Black provided an overview of the compensation philosophy, market analysis, employee benefits survey, and health insurance. 7. STRATEGIC FOCUS AREA DISCUSSIONS The purpose of this section was to provide time for Council to discuss key policy issues in each of the focus area categories.
