Consent: A. Approve minutes from the June 19, 2018 regular City Council meeting and the June 28, 2018 City Council retreat. B. Approve a contract renewal with Aetna to provide employee health insurance benefits for Plan Year October 1, 2018 through September 30, 2019. C. Approve a contract renewal with MetLife to provide employee dental benefits for the Plan Year October 1, 2018 to September 30, 2019. D. Approve a contract renewal with Unum Life Insurance Company to provide employee long-term disability, life insurance, and accidental death and dismemberment insurance for the Plan Year October 1, 2018 to September 30, 2019. E. Approve the Tarrant County Mutual Aid Agreement. F. DRAFT SOUTHLAKE 2035 PUBLIC ARTS MASTER PLAN REVIEW Assistant to the Director of Community Services Cassie Tucker provided an overview of the draft recommendations developed by the Southlake Arts Council. 6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Mayor Hill reviewed the items on tonight's consent agenda. The Mayor stated Carroll ISD will benefit by $2,000,000 with the TIRZ amendment (Item 4L), which will not be subject to the Robin Hood provision. Mayor Hill asked Chief Financial Officer Sharen Jackson to answer questions regarding the City's tax increase (Item 4K). Mayor Pro Tem Randy Williamson suggested adding Item 6B to Consent, to be tabled per the applicant's request. REGULAR SESSION: Immediately following the work session 1. NATIONAL PARKS & RECREATION MONTH City Manager Shana Yelverton introduced Recreation Manager Ryan McGrail, who will oversee the Champions Club. Ryan provided a recap of the activities and events held during Parks and Recreation Month. Ms Yelverton recognized Director of Community Services Chris Tribble and his team for all their hard work over the past year. 4. PUBLIC FORUM Mayor Hill opened the public forum at 7:26pm. Mayor Hill stated several comment cards were received regarding Starwood Studios. This case is before the Zoning Board of Adjustment and is not a Council issue. Council does not have oversight, as the ZBA does not answer to Council, and the Council is prohibited from discussing ZBA items. Mayor Hill did not allow anyone to address Council on this issue. Mayor Hill invited two Boy Scouts in the audience to address Council. The boys inquired on how they can help with back -to -school safety initiatives. Council provided input to continue following the Boy Scout oath to be kind and help others at all times, as well as to work with school resource officers and commit that if they `see something, say something'. Motion was made to approve Item 6A, Ordinance No. 480-746 (ZA17-082), 2"d Reading, Zoning Change and Site Plan for 807 East Southlake Blvd, subject to the Staff Report dated July 31, 2018, and the Revised Site Plan Review Summary No. 6, dated June 12, 2018, and granting the following variance request: REG ULAR CITY CO UNCIL MEETING MINUTES, A UG UST 7, 2018 Page 5 of 12 Driveway Ordinance No. 634 which requires a minimum spacing distance of 150 feet between driveways. The applicant is requesting a spacing distance of approximately 128 feet between "Drive D" on Zena Rucker Road, and a future approve drive to the west serving the adjacent office development. This will allow the alignment of "Drive D" with the Matthews Court drive which is currently constructed and located on the south side of Zena Rucker Road.
