Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related
criminal activity and involving emergency response providers, their staffing, contact
information and tactical plans; 2) that relates to the risk or vulnerability of persons or
property, including infrastructure, to an act of terrorism; 3) that relates to the assembly
of an explosive weapon, the location of a material that may be used in a chemical,
biological or radioactive weapon, or unpublished information pertaining to vaccines or
devices to detect biological agents or toxins; 4) that relates to details of the encryption
codes or security keys for a public communication system; 5) that relates to a terrorism -
related report to an agency of the United States; 6) that relates to technical details of
particular vulnerabilities of critical infrastructure to an act of terrorism; 7) that relates to
information regarding security measures or security systems intended to protect public
and private property from an act of terrorism. The Texas Disaster Act specifically
requires that a tape recording of the closed meeting be made.
Section 418.106(d) & (e): Local meetings to discuss emergency management plans
regarding pipeline safety. The City Council may discuss emergency management plans
involving pipeline safety and/or security of pipeline infrastructures or facilities when
those plans or discussions contain such sensitive information.

Southlake graduate Jame Scott who presented their class project. Group photos with
elected officials were taken prior to this meeting.
3B. CHAMBER UPDATES BY IAN MACLEAN
Ian MacLean, Chairman of the Board of the Southlake Chamber of Commerce, provided
an update on the Chamber. Mark Guilbert thanked the Council for their continued
support.

Mayor Hill announced the City Council would go into Executive Session pursuant to the

consultation with city attorney; Section 551.072 deliberation regarding real property;

deliberation regarding economic development negotiations. City Council adjourned for
Executive Session at 6:03pm. Executive Session began at 6:55pm and concluded at

As a result of Executive Session, a motion was made to amend the City Secretary's
contract, to extend it for a period of 18 months, to December 31, 2019, and include a
2% merit increase and a 2% cost of living increase, with an effective date of July 1,
2018.

Motion was made to approve Item 7A, Ordinance No. 480-564D (ZA18-0006), 1st
Reading, Zoning Change and Development Plan for Carillon Parc, subject to the Staff
Report dated May 30, 2018 and Development Plan Review Summary No. 2 — Revised,
dated May 17, 2018, and granting the following variances:
- Variance 1: Driveway 1 (entrance to site from East Kirkwood Boulevard.) Allowing
approximately 143 feet of stacking as opposed to the required 150 feet.
- Variance 2: Driveway 2 (northern entrance to site along North White Chapel
Boulevard.) Allowing approximately 122 feet of stacking as opposed to the required
150 feet.
- Variance 3: Driveway 3 (southern entrance to site along North White Chapel
Boulevard.) Allowing approximately 122 feet of stacking as opposed to the required
150 feet.
- Variance 4: Driveway 4 (entrance to site from SH 114 westbound feeder road)
Allowing approximately 42 feet of stacking as opposed to the required 150 feet.
- Also granting the following, subject to the P&Z Commission's motion stating the
following — an understanding that Plaza District will include EC Edge uses, which
include residential villas, Villa Type A as shown on the development plan;
- Allowing modifications to all standards related to the development design in uses as
presented by the applicant and indicated in the Carillon Plaza District Vision Zoning

Motion was made to approve Item 9A, SV18-0002, Variance to Sign Ordinance No. 704,
as amended, and the Southlake Town Square Phase II Conditional Sign Permit for The
Garden District Parkview, subject to the Staff Report dated May 29, 2018, and noting
the following.-

ollowing:- Allowing 2 off-site development signs, per the exhibit tonight, at the southeast corner
of Central Avenue and SH 114, for a period ending June 30, 2020 or at such time as
construction is completed, whichever comes first.
- Allowing 1 way finding sign that is 3' x 5', at the northwest corner of Central Avenue
and FM 1709, for a period for a period ending June 30, 2020 or at such time as
construction is completed on the project, whichever comes first.
- Allowing 3 temporary construction signs to be placed on the Parkview Residences
construction fence along Central Avenue, per the exhibit this evening, for a period
ending December 31, 2019 or at such time as construction is completed on the
project, whichever comes first.
