CONSENT AGENDA: All items listed below are considered to be routine by the City
Council and will be enacted with one motion. There will be no separate discussion of
items unless a Councilmember or citizen so requests, in which event the item will be
removed from the general order of business and considered in its normal sequence.

A. Approve minutes from the October 17, 2017 regular City Council meeting.
B. Approve an annual agreement with Regent Services (Southlake Leasing)
for janitorial services in City facilities in an amount not to exceed
$310,000.
C. Approve an annual purchase agreement with Stripe-A-Zone, Inc. for
pavement markings through an Inter-local Agreement (ILA) with the City of
Grand Prairie in an amount not to exceed $125,000.
D. Ordinance No. 1181, 1st Reading, Adopting the 2018 Standards of Care
for the recreation programs for elementary school age children operated
by the Community Services Department. If approved, 2nd Reading and
Public Hearing to be held December 5, 2017.
E. Approve a Community Events Participation Agreement with Southlake
Women's Club for the 2018 Art in the Square event
F. Approve contract with Crowley Sports Officials for sports officiating and
scorekeeping services in the amount of$197,100.

Section 551.087: Deliberation regardinq economic development negotiations. The City
Council may discuss or deliberate regarding commercial or financial information
received from a business prospect that the city seeks to have locate, stay, or expand in
or near the city and which the City is conducting economic development negotiations; or
to deliberate the offer of a financial or other incentive to a business prospect as
described above.
Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related
criminal activity and involving emergency response providers, their staffing, contact
information and tactical plans; 2) that relates to the risk or vulnerability of persons or
property, including infrastructure, to an act of terrorism; 3) that relates to the assembly
of an explosive weapon, the location of a material that may be used in a chemical,
biological or radioactive weapon, or unpublished information pertaining to vaccines or
devices to detect biological agents or toxins; 4) that relates to details of the encryption
codes or security keys for a public communication system; 5) that relates to a terrorism-

Associate Pastor Marsia Van Wormer gave the invocation. Mayor Hill led the pledges
of allegiance to the United States and Texas Flags. Mayor Hill thanked Pastor Van
Wormer for her efforts in bringing members of the faith -based community, local
philanthropers, and city leaders together to build relationships and respond to the
community's needs.

City Manager Shana Yelverton introduced Assistant to the City Manager Lauren
LaNeave, who provided information on the Leaf Recycling Program. There are five
dates confirmed for residents to recycle leaf collection, as follows: November 22,
December 6, December 30, January 10, and January 17.

Mayor Hill welcomed Community Relations Manager Jenni Lanier, who presented
information on the Home for the Holiday event on November 18th, from 4:30pm to
8:30pm, at Town Hall.

and answered questions from Council.
Applicant Curtis Young, 1130 North Carroll, Southlake, addressed Council and
answered questions.
Motion was made to approve Item 713, Ordinance No. 480-731 (ZA17-080), 1st
Reading, Zoning Change and Site Plan for White Line Self Storage, subject to the Staff
Report dated October 31, 2017 and Revised Site Plan Review Summary No. 2 dated
October 30, 2017, granting the following variance requests:
- Driveway Ordinance No. 634 requires this site to have a minimum of 28 feet of
stacking depth onto the site. Council is approving the applicant's request for a
minimum of 16 feet. The driveway labeled as Drive `A' on the site plan has a
stacking depth of approximately 23 feet and the driveway labeled as Drive 'B' has
a stacking depth of approximately 16 feet.
- Driveway Ordinance No. 634 requires this site to have a minimum of 100 feet of
spacing from the driveway centerline to the intersecting right of way line. Council

is approving the applicant's request for a minimum of approximately
spacing between the centerline of Drive `A' and Davis Blvd.
Also noting the applicant has agreed to work with staff to clarify
