Section 551.087: Deliberation reaardina economic development negotiations. The City
Council may discuss or deliberate regarding commercial or financial information
received from a business prospect that the city seeks to have locate, stay, or expand in
or near the city and which the City is conducting economic development negotiations; or
to deliberate the offer of a financial or other incentive to a business prospect as
described above.
Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related
criminal activity and involving emergency response providers, their staffing, contact
information and tactical plans; 2) that relates to the risk or vulnerability of persons or
property, including infrastructure, to an act of terrorism; 3) that relates to the assembly
of an explosive weapon, the location of a material that may be used in a chemical,
biological or radioactive weapon, or unpublished information pertaining to vaccines or
devices to detect biological agents or toxins; 4) that relates to details of the encryption
codes or security keys for a public communication system; 5) that relates to a terrorism -

Mayor Hill presented the proclamation to recognize and thank citizens, volunteers, and
employees who are veterans. Director of Public Works Rob Cohen was present to
receive the proclamation on behalf of city employees who are veterans. Two additional
employees who are veterans also attended the meeting as well: GIS Analyst Patrick
Whitham and Financial Systems Support Analyst Humberto Arriaga.
4B. YOUTH DONATION TO LAW ENFORCEMENT CHARITY
Mayor Hill recognized a group of local youth from the Shady Oaks subdivision who
raised $2,300 on behalf of the Dallas Fallen Officers Foundation. Southlake resident,
Vikram Jangam, and youth members: Raghavi Danduboyina, Samraat R. Jangam, Ria
Singh, Ishaan Bandla, Vihan Yerubandi, Nithin Thumma, Arya Tanneru, Neha Boyapati,
Bhavna Reddy, Aarush R. Sathu, Advay Kasarla, and Anushka Vedire presented the
check to Police Chief James Brandon on behalf of the Dallas Fallen Officers
Foundation.

and answered questions from Council.
Applicant Daniel Pidgeon presented this item and answered Council's questions.
A motion was made to approve SV16-016, variance to the Sign Ordinance No. 704-H
for Starpower located at 1600 East Southlake Boulevard, Suite 160 subject to Staff
Report dated October 26, 2016 and noting:
• Allowing the signs as presented this evening noting that both signs are individual
letter reverse channel halo lit sign types.
• Allowing the following variances for the StarPower sign located on the south
façade of the building:
- Maximum sign area permitted to be 96 square feet

• Requiring the Ed Kellum & Son sign located on the east façade of the building to
