Section 551.087: Deliberation regarding economic development negotiations. The City
Council may discuss or deliberate regarding commercial or financial information
received from a business prospect that the city seeks to have locate, stay, or expand in
or near the city and which the City is conducting economic development negotiations; or
to deliberate the offer of a financial or other incentive to a business prospect as
described above.
Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related
criminal activity and involving emergency response providers, their staffing, contact
information and tactical plans; 2) that relates to the risk or vulnerability of persons or
property, including infrastructure, to an act of terrorism; 3) that relates to the assembly
of an explosive weapon, the location of a material that may be used in a chemical,
biological or radioactive weapon, or unpublished information pertaining to vaccines or
devices to detect biological agents or toxins; 4) that relates to details of the encryption

Section 418.106(d) & (e): Local meetings to discuss emergency management plans
regarding pipeline safety. The City Council may discuss emergency management plans
involving pipeline safety and/or security of pipeline infrastructures or facilities when
those plans or discussions contain such sensitive information.

and running through September 25, 2016.

Police Chief James Brandon presented information to City Council on public safety and
distracted driving.

The Regular Session of the City Council was called to order by Mayor Hill at 6:11 p.m.

County, Texas and located at 1065 Harbor Haven, Southlake, Texas subject to Staff
Report dated August 30, 2016 and granting the following variance requests:
• A variance to allow a 26-foot rear yard setback for the required 40-foot setback
from the rear property line in the underlying zoning district of SF-1A Single
Family Residential District. This would allow a larger vegetable garden.
• A variance to the materials requirement to allow a dark green poly cistern for the
requirement that the materials must be compatible with architecture and/or color

for Telecommunications Towers, Antennas, or Ancillary Structures on property
described as Lot 1, Block 1, Carroll ISD No. 3 Addition, Southlake, Tarrant County,
Texas and located at 2400 North Carroll Avenue, Southlake, Texas subject to Staff
Report dated August 30, 2016 and SUP Review Summary No. 5 dated August 11, 2016
and approving Option #1 noting the following variances:
• Variance to landscaping requirement under Zoning Ordinance No. 480, Section
45.7.d.8: The proposed tower facility is located on property that abuts residential
property to the west and north. A landscape buffer of plant materials around the
facility is required. Since the facility is approximately 400-feet from the nearest
residential property line, the applicant has requested relief from this requirement.
• Variance to co-location requirement under Zoning Ordinance No. 480, Section
45.7.d.2.b: The proposed Option 1 tower facility does not allow for additional
providers due to the limited space available on the pole which also serves as a
sports field light standard.

A motion was made to approve Ordinance No. 1075a, (CP16-004), 2nd Reading,
Amendment to the City of Southlake Mobility Master Plan, an element of the Southlake
2030 Comprehensive Plan, adding the following projects descriptions to the 2030
mobility Plan:
• SH 114 frontage road from Dove Street to West Kirkwood (Tier 1);
• Intersection improvements at West Kirkwood Boulevard and Dove Street (Tier 1);
• Installation of a traffic signal at the T.W. King Road and West Kirkwood
Boulevard intersection (Tier 1);
• Traffic circulation study and improvements at SH 114 frontage road at the State
Street intersection (Tier 1); and,
• Key intersection capacity improvements throughout the City (Tiers 1& 2).
Modifying the tiers for the following existing 2030 mobility plan projects:
• MT18 — Nolen Drive Connector to Grapevine (move from Tier 1 to Tier 2); and,
• MT20 — F.M. 1709/Pearson intersection improvements (move from Tier 1 to Tier
3).
Modifying the following 2030 mobility plan maps:
• Master Thoroughfare Map and add a note reflecting the construction of the SH
114 frontage road.
• Southlake Thoroughfare Project Location map to reflect new projects approved
by City Council with this amendment.

A motion was made to approve proposal to adopt a tax increase stating that this is the
14th year the city has held the tax rate steady at .462 and earlier this year we approved
tax relief for our residents by increasing the homestead exemption from 12% to 16%
and also stating:

stating that the property tax rate be increased by the adoption of a tax rate of $0.462,
which is effectively a 1.1% increase in the tax rate and noting that the City Council
previously approved an increase from 12% to 16% in the homestead exemption,
providing tax relief to residential property taxpayers that is not considered as part of this
required motion.
