CONSENT AGENDA: All items listed below are considered to be routine by the City
Council and will be enacted with one motion. There will be no separate discussion of
items unless a Councilmember or citizen so requests, in which event the item will be
removed from the general order of business and considered in its normal sequence.

A. Approve minutes from the February 22, 2016 Joint City Council and
Planning and Zoning Commission meetingand the March 1, 2016 regular
City Council meeting.

D. Approve a variance to the Subdivision Ordinance No. 483, as amended,
Section 4.01(1) (Expiration of Plats) to extend the validity of case ZA14-
154, Plat Revision for Lots 25R-1A, 25R-1113 and 25R-1C, Block 1,
Woodland Heights Addition. The plat was approved February 17, 2015
and it expired after one year. The extension request is for six months from
the date of Council approval of the variance. If the variance is approved at
the April 5, 2016 meeting, the new expiration date will be October 5, 2016.
The property is described as Lot 25R-1, Block 1, Woodland Heights
Addition and located at 1901 East Southlake Boulevard, Southlake,

3B1. READY, SET, SUMMER! — PROVIDING HIGH QUALITY, RELIABLE WATER
RESOURCES DURING PEAK DEMAND
City Manager Shana Yelverton and Chief Financial Officer Sharen Jackson presented
information on the seasonal use of water and how that impacts the water system and
the cost of water. They also discussed some exciting changes being made to the City's
infrastructure, intended to empower consumers to effectively monitor their own water
use and costs, as well as some general information about how Southlake businesses
and residents can work together to minimize water waste in our community.
3. DFW AIRPORT COMMUNITY OUTREACH
Jim Crites, Executive Vice President of Operations at DFW Airport, presented an update
regarding the status of operations at the airport, implementation of new flight
technology, as well as an overview of the airport's investment into STEM programs for
youth. Mr. Crites answered questions from Council during his presentation.

Council adjourned for Executive Session at 6:24 p.m. Executive Session began at 6:38
p.m. and concluded at 8:03 p.m.

Mayor Hill reconvened the meeting at 8:08 p.m. Mayor Hill asked if any action was

and 7B simultaneously and answered questions from Council.
Although not a public hearing, Mayor Hill allowed members of the public to speak.
Dale Crane, 1312 Westmont Court, Southlake, Texas submitted a comment card in
opposition and asked a procedural question of Council.
A motion was made to remand Ordinance No. 1139, 1st Reading, An amendment to the
City of Southlake's Zoning Ordinance 480, as amended to create a new zoning district
category named "RE - 7" Single Family Residential Estate District and to rename the
current "RE" Single Family Residential Estate District to "RE - 5" Single Family
Residential Estate District back to the Planning and Zoning Commission for review on a
future agenda.

A motion was made to approve SV16-001, Variance to the Sign Ordinance No. 704-H
regulations for Bicycle World subject to Staff Report dated March 29, 2016 and noting
the following:
• Approving three total signs for the Bicycle World tenant space which includes
one attached sign on the west façade facing Carroll and two attached signs on
the east facade facing the parking lot.
• Further noting that the second sign on the east façade will meet the
specifications presented this evening in terms of letter height, area, and location.
