abandon permanent waterline easements in tracts of land deeded to Ms.

C. Approve amendment to the wholesale water purchase contract with the
City of Fort Worth in an amount not to exceed $4,000,000.

E. Approve the purchase of Munis application support and maintenance from
Tyler Technologies in the amount of $82,373.
F. Approve Resolution No. 15-007, a resolution of the City of Southlake,
Texas, approving the terms and conditions of a program to promote

the City; authorizing the Mayor to execute an agreement with SRH
Hospitality Southlake Investments, LLC, a Texas Limited Liability
Corporation, for such purposes, and providing an effective date.
G. Approve Resolution No. 15-006, a resolution of the City of Southlake,
Texas, approving the terms and conditions of a program to promote
economic development and stimulate business and commercial activity in
the City; authorizing the Mayor to execute an agreement with Strode
Property Company, a Delaware Limited Partnership, for such purposes;
and providing an effective date.
H. Ordinance No. 1104, 1St Reading, Sustainability Master Plan, a component
of the Southlake 2030 Comprehensive Pian. (If approved, the public
hearing will be held on February 17, 2015.)
Ordinance No. 1112, 1St Reading, Approve an ordinance calling a special
election to determine whether the voters of the City of Southlake desire to
levy a sales and use tax to promote economic development in the city and
to fund a community entertainment and recreation center and reduce the
sales and use tax for the Southlake Crime Control and Prevention District.
(If approved, the public hearing will be held on February 17, 2015.)
J. Approve additional services with O'Donnell's Landscape Services, Inc., for
Town Square Landscape Enhancements in an amount not to exceed
$200,000.

Section 551.071_: Consultation with attorney. The City Council may conduct a private
consultation with its attorney when the City Council seeks the advice of its attorney
concerning any item on this agenda, about pending and contemplated litigation, or a

Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related
criminal activity and involving emergency response providers, their staffing, contact
information and tactical plans; 2) that relates to the risk or vulnerability of persons or
property, including infrastructure, to an act of terrorism; 3) that relates to the assembly
of an explosive weapon, the location of a material that may be used in a chemical,
biological or radioactive weapon, or unpublished information pertaining to vaccines or
devices to detect biological agents or toxins; 4) that relates to details of the encryption
codes or security keys for a public communication system; 5) that relates to a terrorism -
related report to an agency of the United States; 6) that relates to technical details of
particular vulnerabilities of critical infrastructure to an act of terrorism; 7) that relates to
information regarding security measures or security systems intended to protect public
and private property from an act of terrorism. The Texas Disaster Act specifically
requires that a tape recording of the closed meeting be made.

Director of Economic Development and Tourism Shannon Hamons introduced Brandi
Skinner with Fantastic Sams. Ms. Skinner provided a description of the services
provided, hours of operation, and location of business.
4. HONORS AND RECOGNITIONS
A. Annual Report from GRACE — Grapevine Relief and Community
Exchange
GRACE Executive Director Shonda Schaefer presented a year -end report to City
Council relating to the volunteer hours and donations made to her organization from the
Southlake community. She thanked City Council and the community for their continued
support.
B. Proclamation for Texas Amateur Athletic Federation State 8U Flag
Football Champions Day
Mayor Terrell presented a proclamation in recognition of the Southlake 8U Dragons
Grey Flag Football Team for becoming the Texas Amateur Athletic Federation 8 and
Under Flag Football State Champions in November 2014. Mayor Terrell presented the
proclamation to Head Coach Greg Jackson and Assistant Coaches Nick Smith and
Andy Fuller and team members: Bo Terry, Caden Jackson, Mathias O'Donnell, Hogan
Bryan, Jake Jimenez, Robbie Hanson, Mitchell Miranda, Owen Smith, Sam Fuller, and
Graham Knowles.
C. Proclamation for City of Southlake Employee Appreciation Week
Mayor Terrell presented a proclamation in recognition of the City of Southlake
Employee Appreciation Week held the week of February 9 — 13, 2015. He recognized
that Southlake employees demonstrate a strong work ethic and a commitment to
provide superior customer service. Mayor Terrell recognized that our employees take
pride in adherence to the City's core values on a daily basis. Several employees who
will receive specific awards during the week were present to receive the proclamation
on behalf of all City employees: Daniel Ford, Jose Guzman, Misty Knaust, Jose Luna,
Richard Schell, Tyler Sewell, Jennifer Tucker and DeeAnn Yates.

The Regular Session of the City Council was called to order by Mayor Terrell at 5:54
p.m.
2A. EXECUTIVE SESSION
Mayor Terrell announced that City Council would be going into Executive Session
pursuant to the Texas Government Code, Section 551.071, consultation with city
attorney, and Section 551.072, deliberation regarding real property. City Council
adjourned for Executive Session at 5:57 p.m. Executive Session began at 6:13 p.m. and
concluded at 7:02 p.m.
2B. RECONVENE
Mayor Terrell reconvened the meeting at 7:17 p.m. Mayor Terrell asked if any action
was necessary from Executive Session. There was no action necessary as a result of
Executive Session.
Mayor Terrell stated that agenda items 6G and 6H, Southlake Town & Country, will be
moved to the consent agenda to be tabled. He asked for the city attorney to make a
statement regarding those two agenda items.
City Attorney Allen Taylor made a statement regarding agenda items 6G and 6H,
Southlake Town & Country. Due to receipt of an application for Administrative Appeal of
a Zoning Administrator's determination of zoning compliance being filed with the City
staff, there is a stay on agenda item 6G until the appeal can be heard by the Board of
Adjustment. The applicant has subsequently asked to postpone the preliminary plat,
agenda item 6H, until the site plan is considered by the City Council.
The Mayor's Report and City Manager's Report were held following consideration of the
consent agenda.

A motion was made to approve ZA13 -120, Site Plan for Lot 1, Players Circle, subject to
Staff Report dated January 26, 2015; granting the variances to the driveway stacking
depth and the residential adjacency pitched roof; noting applicant's willingness to add a
"star" feature on all four sides of the building; including a stub cross access to the
northeast corner of the property; noting applicant's agreement to remove the drive -
through from the site plan and noting that a drive - through is prohibited in the future on
this property; asking applicant to add decorative window features (artificial windows) to
the east and south elevations; noting applicant's agreement to add a three -foot berm
fronting on FM 1709 and allowing applicant to move plantings to the top of the berm;
noting applicant's agreement to add all four -inch caliper trees to the site; and noting that
staff will conduct an analysis on the lane that runs to the east side of the building and
will decide whether that is needed or not and, if it is not needed, it will be replaced with
grass.

be ten feet and a height at the peak of the cistern to be 12 'A feet; requiring the cisterns
to be clad around the entire circumference with stone to match the building at a bench -
height which would be wide enough to accommodate individuals sitting on the stone
wall; and granting variances to screening and location (waiving the screening
requirement from public rights -of -way and waiving the requirement of the cistern
location from side or rear of the principal structure).
