CONSENT AGENDA: All items listed below are considered to be routine by the City
Council and will be enacted with one motion. There will be no separate discussion of
items unless a Councilmember or citizen so requests, in which event the item will be

A. Approve minutes from the December 2, 2014 regular City Council meeting
and the December 4, 2014 joint meeting with City Council and the
Planning and Zoning Commission.
B. Approve Amendment No. 2 to the engineering services agreement with
TranSystems Corporation for the FM1938 Phase II roadway design in the
amount not to exceed of $96,000.
C. Approve Resolution No. 15-005, Dissolving the Southlake Business
Council as recommended by the committee membership, recognizing that
the City intends to continue working productively with businesses through
various means, including strategic partnerships with entities such as the
Chamber of Commerce to effectively serve the business community.

information and tactical plans; 2) that relates to the risk or vulnerability of persons or
property, including infrastructure, to an act of terrorism; 3) that relates to the assembly
of an explosive weapon, the location of a material that may be used in a chemical,
biological or radioactive weapon, or unpublished information pertaining to vaccines or
devices to detect biological agents or toxins; 4) that relates to details of the encryption
codes or security keys for a public communication system; 5) that relates to a terrorism -
related report to an agency of the United States; 6) that relates to technical details of
particular vulnerabilities of critical infrastructure to an act of terrorism; 7) that relates to
information regarding security measures or security systems intended to protect public
and private property from an act of terrorism. The Texas Disaster Act specifically
requires that a tape recording of the closed meeting be made.
Section 418.106(d) & (e): Local meetings to discuss emergency management plans
regarding pipeline safety. The City Council may discuss emergency management plans

Mayor Terrell recognized Senator -Elect Konni Burton who he met with just prior to this
Council meeting to discuss the City's legislative agenda. Council congratulated Senator -
Elect Burton on her recent election win.
1. Recognize the 10 anniversary of the Carroll Medical Academy
Mayor Terrell recognized the Carroll Medical Academy (CMA) for its 10 anniversary
and thanked the students, teachers, and parents for their attendance at tonight's
Council meeting.
Student President Chandler Groves and Vice President John Everett described the
CMA program and thanked Council for this recognition.
5. WATER SYSTEM UPDATE
Director of Public Works Bob Price reviewed current and future water system
components and capabilities; environmental conditions affecting the system; and
options and data related to alternatives. Director Price answered questions from
Council.
6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE
TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR
SESSION.

Mayor Terrell announced that City Council would be going into Executive Session
pursuant to the Texas Government Code, Section 551.071, consultation with city
attorney, Section 551.072, deliberation regarding real property, Section 551.074,

economic development negotiations. City Council adjourned for Executive Session at

3B1. STRATEGIC PRIORITY UPDATE
City Manager Shana Yelverton announced that the White Chapel Boulevard bridge will
be reopened soon, ahead of schedule. She thanked the public for their patience and the
Public Works Department staff for their diligence on the project. Also, Ms. Yelverton
announced that Police Services recently earned their reaccreditation and that Fire
Services is currently going through their reaccreditation process. She wanted to publicly
thank Fire Chief Mike Starr and Police Chief Steve Mylett for participation in the
reaccreditation process.
