amending Section 18-80 of the Southlake City Code, revising the
activation times of school crossing zones for Middle and Intermediate
schools and establishing a new school zone along Village Center Drive.

E. Ratify expenditures with Davidson Reconstruction, Inc. in the amount of
$53,682.58 and authorize expenditures up to $100,000.
F. Approve a contract renewal with United Healthcare to provide employee
medical benefits for Plan Year October 1, 2014 to September 30, 2015.
G. Approve a contract renewal with United Healthcare to provide employee
dental benefits for Plan Year October 1, 2014 to September 30, 2015.
H. Approve a contract with Cigna to provide employee Long Term Disability,
Accidental Death and Dismemberment and Basic Life Insurance for Plan

Section. 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related
criminal activity and involving emergency response providers, their staffing, contact
information and tactical plans; 2) that relates to the risk or vulnerability of persons or
property, including infrastructure, to an act of terrorism; 3) that relates to the assembly
of an explosive weapon, the location of a material that may be used in a chemical,
biological or radioactive weapon, or unpublished information pertaining to vaccines or
devices to detect biological agents or toxins; 4) that relates to details of the encryption
codes or security keys for a public communication system; 5) that relates to a terrorism -
related report to an agency of the United States; 6) that relates to technical details of
particular vulnerabilities of critical infrastructure to an act of terrorism; 7) that relates to
information regarding security measures or security systems intended to protect public
and private property from an act of terrorism. The Texas Disaster Act specifically
requires that a tape recording of the closed meeting be made.

Mr. Nino Elliott gave the invocation. Mayor Terrell led the pledge of allegiance to the
United States and Texas Flags.
3. SISTER CITIES DELEGATION REPORT
Sister Cities representative, Kiko Ekstrom, made a brief presentation about the Sister
Cities youth program. She introduced Fire Lieutenant Frank Mollinets who recently
served as a city chaperone for several Southlake youth on a trip to Tome, Japan. The

group presented Mayor Terrell with a ceremonial gift (mochi bowl) from the Mayor of
Tome.
4. COMMUNITY RECREATION CENTER DISCUSSION
Mayor Terrell stated that this portion of the meeting will be held in the executive
conference room instead of the Council Chambers. The public was invited to attend the
discussion. Assistant City Manager Ben Thatcher made introductory comments and
then turned the discussion over to Director of Community Services Chris Tribble. Mr.
Tribble outlined the agenda for the discussion which was to present the proposed
naming strategy for the facility as well as the proposed plan for additional restrooms.
Jim Sykora and Doug Ritter from Willow Street presented the naming strategy to the
Council and answered questions.
The Council resumed the remainder of the work session in the Council Chambers.

Mayor Terrell reconvened the meeting at 7:55 p.m. Mayor Terrell asked if any action
was necessary from Executive Session. There was no action necessary as a result of
Executive Session.

Mayor Terrell recognized and presented a proclamation to representatives from Carroll
ISD for their third consecutive year of being awarded the University Interscholastic
League Class 5A Lone Star Cup. The representatives in attendance were Assistant
Superintendent for Administrative Services Matt Miller, Principal of Carroll High School
PJ Giamanco, and Principal of Carroll Senior High School Shawn Duhon.
3A2. SPECIAL RECOGNITION OF SOUTHLAKE PIONEER FAMILY MATRIARCH,
FRANCES BIRD SHIVERS
Mayor Terrell recognized the contribution of Frances Bird Shivers and the entire Shivers
family. He acknowledged members of the family in attendance - Rebecca Utley and her
daughter, Adrienne Byrd, and son, Jacob Utley. Ms. Utley thanked Council for the
recognition.
Mayor Terrell also recognized the recent Toss of resident, developer and former City
Council member, David McMahan, and discussed his many contributions to the city of
Southlake.

David Karr, 1205 South White Chapel Boulevard, Southlake, Texas presented item 7E
and was available to answer questions from Council.
A motion was made to approve Ordinance No. 480 -654a (ZA14 -069), Zoning Change
and Concept/Site Plan for Legends of Southlake subject to Concept/Site Plan Review
Summary No. 3, dated July 30, 2014 and approving variance to driveway ordinance
stacking depth and noting the following requirements of the applicant prior to second
reading to bring back to Council: more detailed renderings and elevations on Building 3

and how that will tie into the Vario Systems building to the south; noting that more
detailed landscape plans to be shown along Kimball Avenue and how that will screen
the parking lot on Lot 3; noting it is Council's expectations that Lot 3 elevations will be
more of a homogenous campus with the Vario Systems building with the colors and
building materials; removing the landscape items shown (for rendering purposes only)
that were presented to Council in tonight's presentation just for illustrative purposes only
and not insinuating the that landscaping is to actually be removed; noting it is Council's
intention that the building would be approximately 40% warehouse space and 60%
office space; and noting that the bufferyard parking will be allowed so long as there is
continuous use by both — the Vario Systems user to the south and the Lot 3 owner.
