MINUTES
COUNCILMEMBERS PRESENT: Mayor Rick Stacy; Gary Fawks, Ronnie Kendall,
Wayne Moffat, Debra Edmondson.
COUNCILMEMBERS ABSENT: W. Ralph Evans and Scott Martin.
STAFF PRESENT: Director of Engineering Services Ron Harper; Capital Projects
Coordinator Shawn Poe; Landscape Architect Keith Martin; Economic Development
Coordinator Kate Barlow; City Attorney Wayne K. Olson; and, City Secretary Sandra L.
LeGrand.
Agenda Item #1, Call to Order
The Special City Council meeting was called to order at 5:10 p.m. Mayor Stacy stated
the purpose of this special meeting is to canvass the General and Special Elections held
on May 1, 1999. Mayor Stacy stated 2,300 citizens voted in the election, and thanked
Election Judge Karen Cienki for her efforts during this successful election process. He
also thanked all those who worked on election day.
Agenda Item #2, Resolution No. 99 -29, Canvassing the returns of the General
Election
Mayor Stacy stated Resolution No. 99 -29, is canvassing the general election held on May
1, 1999 and declaring the results for Councilmembers Places 1 & 6. Mayor Stacy read
the results of the election for Councilmember Place 1: Jim Murphy 904 votes and Rex
Potter 1,351 votes; Councilmember Place 6: Patsy DuPre 1,602 votes. The resolution
declares that Rex Potter is hereby declared to have been elected to the Office of
Councilmember Place 1, for a term to expire in May, 2002. Patsy DuPre is hereby
declared to have been elected to the Office of Councilmember Place 6, for a term to
expire in May, 2002.
Motion was made to approve Resolution No. 99 -29 as presented.

Patsy DuPre and Rex Potter.
Agenda Item #3, Resolution No. 99 -30, Canvassing the returns of the Special
Election.
Resolution No. 99 -30 canvasses the returns and declares the results of the bond election
held on May 1, 1999. Mayor Stacy read the propositions into the record as follows:
Proposition Number 1 "The issuance of $17,300,000 General Obligation '
Bonds for Street Improvements (Intersections)"
For: 1,883
Against: 321
Proposition Number 2 "The issuance of $2,150,000 General Obligation
Bonds for Street Improvments (Design
Enhancements to State Highway 114 Intersections)"
For: 1,790
Against: 395
Proposition Number 3 "The issunace of $4,730,000 General Obligation
Bonds for Park Improvements (Hike and Bike
Trails)"
For: 1,690
Against: 504
Motion was made to approve Resolution No. 99 -30.
