Carroll Avenue JOINT WORK SESSION: City Council, Planning and Zoning Commission and Park and Recreation Board October 29, 1991 7:00 P.M. MINUTES COUNCILMEMBERS PRESENT: Mayor Gary Fickes; Mayor Pro Tem Rick Wilhelm. Members: Sally Hall, W. Ralph Evans, Jerry Farrier, Barry Emerson. COUNCILMEMBER ABSENT: Mike O'Brien. PLANNING AND ZONING COMMISSIONERS PRESENT: Joe L. Wright, Chairman; Larry Samartin, Vice - Chairman: Members: Stephen Apple, Patty McCarty, Lanny Tate, and Dennis McGrath. PARK AND RECREATION BOARD: Janet Murphy, Chairman; Randy Robertson, Vice - Chairman. Members: Ann Barnes, Mike Jurecka, Lynn Haggerty, Steve Bender. CITY STAFF PRESENT: Curtis E. Hawk, City Manager; Mike Barnes, Director of Public Works; Greg Last, City Planner; Chris Terry, Assistant to the City Manager; and, Sandra L. LeGrand, City Secretary. The Joint Work Session was called to order at 7:05 p.m., by Mayor Gary Fickes, who turned the meeting over to the City Manager, Curtis Hawk. Mr. Hawk thanked everyone for attending the meeting on the Park Master Plan, adding this is the first step in bringing to a closure, a process which has been ongoing for nine months. He added, the Park and Recreation Board will be making a recommendation to Council and the Planning and Zoning Commission will also be making a recommendation to Council during their November 21, meeting. Janet Murphy, chairman of the Parks Commission introduced Hershal Lindly and Bo Bass of Schrichel, Rollins and Associates, Inc., who will be making the presentation tonight. Mr. Lindly and Mr. Bass gave an overview of the draft Parks, Recreation, and Open Space Master Plan. This work session was tape recorded for further review.
