JOINT WORK SESSION WITH CITY COUNCIL AND
CARROLL I.S.D. SCHOOL BOARD
May 15, 1991 7:00 p.m.
CITY COUNCIL MEMBERS PRESENT: Mayor Gary Fickes; Ralph Evans,
Jerry Farrier, Sally Hall, and Barry Emerson. Absent: Rick Wilhelm.
CITY STAFF PRESENT: Curtis Hawk, City Manager; Michael Barnes,
Director of Public Works; Greg Last, City Planner, and, Sandra L.
LeGrand, City Secretary.
SCHOOL BOARD MEMBERS: Edie Watkins, chairman; Buddy Luce, John
Rollins, John Gianforte, Bethann Scratchard, Judy Gilmore.
Superintendent, Annette Griffin and Bill Branum.
Items Discussed:
1. Calendar- Sandy LeGrand, from the City will maintain.
2. Streets- 11% growth in the City (TAD), realistically expect 8%
more or less. Consultant hired for thoroughfare plan- early
data 1st week in June for Peytonville. Best time is early
September for bond election (or Spring). Dr. Griffin to meet
with Curtis Hawk on a monthly basis.
3. School Tax @ about 1.35, cannot roll back to this year but will
increase in next years.
4. Attendance at each others meetings- want to promote
cooperation. Colleyville has many conflicts. Mayor wants to
get their input informally prior to meetings, possibly at work
session before each Council meeting.
5. School and Commercial Zoning- Mayor -Land use Plan shows
commercial at major intersections, no industrial on FM 1709 or
SH 114. Edie Board does not reject C -2, but more with uses,
(Videos, bad reading material, cigarettes, alcohol). Handout
provided for Drug related bills (Drug free zones)
Mayor- Could handle video with ordinances
Mayor- new ordinances on video, magazines, alcohol (within
1,000) feet.
