June 14, 1990 Held at the Lodge at the Park, Southlake, Texas.
7:00 p.m.
COUNCILMEMBERS PRESENT: Mayor Gary Fickes; Mayor Pro Tem Betty
Springer. Members: Sally Hall, Ralph Evans, Rick Wilhelm, Jerry
Farrier.
CITY STAFF PRESENT: Curtis Hawk, City Manager; Michael Barnes,
Director of Public Works; Billy Campbell, Police Chief; Roger
Stewart, Fire Inspector; and, Sandra L. LeGrand, City Secretary.
The retreat was called to order by the City Manager who made the
introduction to the materials presented tonight.
The Mayor suggested that a meeting take place with the school board
within the next 30 days. It was suggested that a member of Council
meeting with Mr. Lawrey before he leaves his position as
Superintendent of the Carroll Independent School District.
Mr. Hawk stated he looked at options in a paving assessment
program. He also looked at assessments for major streets,
including: Carroll Avenue, White Chapel Blvd, Dove Road, South
Kimball, Continental, Burney and Lonesome Dove Road.
The retreat was adjourned at 10:00 p.m., to continue on June 15, at
Solana in Westlake.

COUNCILMEMBERS PRESENT: Mayor Gary Fickes; Mayor Pro Tem Betty
Springer. Jerry Farrier, Ralph Evans.
COUNCILMEMBERS ABSENT: Rick Wilhelm and Sally Hall.
CITY STAFF MEMBERS PRESENT: Curtis Hawk, City Manager; Michael
Barnes, Director of Public Works; Billy Campbell, Police Chief;
Renee Wheeler, Finance Officer; Karen Gandy, Zoning Administrator;
and, Sandra L. LeGrand, City Secretary.
Mayor Fickes called the retreat to order at 8:30 a.m.

A financial overview was presented by Renee Wheeler, Finance
Officer.
A review of the Zoning Ordinance No. 480, and the areas needing
clarification was led by Karen Gandy, Zoning Administrator.
The architects Allen /Buie gave a preliminary report on the city
hall expansion project.
A review of on going Public Works projects were presented by
Michael Barnes, Director of Public Works.
The retreat was adjourned at 3 :00 p.m.
A tape recording of the entire retreat was made
and is available for public inspection.
