MAYORS REPORT: Mayor Sparger read letters of appreciation from citizens concerning professionalism of the city staff and police officers. Council was briefed on a letter from Vernie Henderson of Lone Star Gas Company concerning Residential Conservation Service Charges. Councilperson Tom Loris officially tendered his resignation as a member of the City Council, as he will be moving from the area. This will be effective immediately following the meeting. ZA 83-28. The zoning request for a ZA 83-28 23.371 acre tract of land out of the ZONING J.J. Chivers Survey, Abstract 350, APPROVED Latta x x was approved from Agricultural to TO A-1. Motion ESTATES Westerholm x was made to approve the plat with the McCombs x x corrections, in regards to easement Loris x lines. There will be no road easement Bone x x required on White Chapel and East Dove on the McPherson property that is not included in Alamo Estates. Councilperson Westerholm wished the minutes to reflect his opposition is on the grounds of a technicality, and not on the subdivision itself. Approval was given for an amendment APPROVING to Ordinance No. 261 to allow for ORDINANCE Commercial Communication Towers by NO. 261-C Special Exception Use Permits in TOWERS. McCombs x It was noted that the Planning and Loris x x Zoning Commission recommended the Bone x amendment by a unanimous vote. Latta recommended that FAA approval be included when applications are made for towers when the height is such to require it. During the public hearing, Carman Blankenship gave a presentation. She represented Advanced Mobile Phone Services. A public hearing was held to discuss the proposed Fiscal Year 1984 Budget. Mayor Sparger reviewed TAD ad valorum figures for Council. Steele, Fire Chief SOUTHLAKE FIRE DEPARTMENT TO: City Council FROM: Planning & Zoning DATE: June 29, 1983 SUBJECT: Funding of Street Construction and Repair 1. During discussions at regular meetings and at work sessions, the P & Z Commission worked on how to fund street improvements and repairs. The following information is furnished to establish the background for the recommendations arrived at by the Commission: A. The major problem with existing older streets is base failure which has resulted from poor original construction. B. Based on information furnished by the county, the cost of minimal repairs, patching materials only, is $3,000 per mile. The cost of moderate repairs, removal of old pavement, regrading new base and asphalt surface is $10,000 per mile. C. Certain heavily trafficed areas will not last long enough to warrant spending the money for moderate repair treatment. D. There is no Fairy Godmother to repair the roads while we sleep. Recommendations are as follows: A. Check all possible funding sources from state and federal gasoline tax rebates. B. Developers should be assessed a nominal fee for upgrading roads based on the additional traffic that will be on the roads that service their new development plus a fixed percentage fee for all new developments for repairing damage done to existing roads by heavy equipment working in the new development. C. Consideration should be given to repairing major intersections by replacing the pavement with concrete for 200' in each direction. City Planning -2- June 29, 1983 D. Two aspects exist on street repair & maintenance. One is the short range temporary repairs of chuck holes and the other is the long range replacement of inferior pavement with suitable long lasting pavement. E. Funds from "B" above should be set in escrow for long range replacement until sufficient funds are available to replace given sections of streets. Priority lists should be prepared for both immediate and long range projects and should be updated at least annually. F. Bond issues should be considered for long range street replacement, upgrading and additions. Plans for repayment should begin now. G. The present goal of achieving the cities own street maintenance capabilities should be continued and increased. H. Some funds should be allocated for use on street maintenance out of general tax revenues as set forth in each years budget. I. Enforce present weight limitations for trucks on city streets.
