Dear Mayor and Council Members:
I am writing you on behalf of my fellow neighbors within the Garden Court Homeowners' Association
neighborhood, which is adjacent and across the street from the subject parcel of land along Shady
Oaks from our neighborhood.
After participating in last week's SPIN meeting and ahead of this Thursday's P&Z meeting, where the
subject parcel will be discussed, I want to share our collective thoughts, for your consideration on this
important land parcel.
While we realize that the corridor committee designated this and an adjoining land site "commercial",
we believe this use to be incompatible with the residential character of Shady Oaks. We expressed
this view when the First National Bank building was going through it's approval process and, after
construction of said building, feel even stronger that commercial is an inappropriate use for this land.
I believe many of you will acknowledge that this is not a particularly good location for commercial
uses. Likely, the only feasible commercial use will be low rise office condos with surface parking,
which exists in abundance throughout Southlake. This type of development will lead to clear cutting
of the unique natural forest on this land and be unsightly as cars enter Southlake on 114 and even
worse for those of us living in the residential areas serviced by Shady Oaks. We strongly oppose any
commercial use for this parcel and the adjacent parcel towards Dove.
While we would all prefer to see the land remain in its natural, undeveloped condition, we understand
this is unrealistic and the neighborhood is open to an all -residential development plan. Accordingly,
we have spent time together to proactively create a priority list of "wants" to share for consideration:
1. As previously stated above, we will only support re -zoning to an all residential design with low
density/larger lots.
2. Street access point to this new neighborhood off of Shady Oaks should align with Garden
Court.
3. Limit access to the secondary neighborhood entry point off the 114 frontage road to "neighbors
only" to avoid cut through traffic.
4. Consider less density/larger lots than is being proposed. Alternatively, utilize the city bond fund
for tree preservation to allow for more open space, tree preservation and wildlife traversing
routes and further reduce the development density.
5. Limit, to the maximum extent possible, tree removal and designate building pads that eliminate
mass grading of lots leading to tree destruction.
6. Detention pond should be landscaped and made an attractive year around pond similar to
other neighborhoods throughout Southlake.
7. Construct a 12-foot sound baffle wall along the 114 frontage road.
8. Minimum 6" caliper trees, species to be agreed upon, planted within the 50 foot buffer zone
along Shady Oaks that developer is proposing. Engage adjacent neighborhoods Garden Court
and Fox Glen in the landscape planning along Shady Oaks.
It is encouraging that the current landowner/developer is open to an all residential use for this
property.
We understand that development is inevitable. This is a unique, forested parcel of land within
Southlake and will continue to serve as a first impression to those entering our community on 114
from the west. For those of us that live there, Shady Oaks is one of the most unique and beautiful
residential corridors in the city and every effort should be made to retain its character, as much as
possible.

Comments:
I am unable to attend. I would like to express my concern about the grading AND DRAINAGE of the
property in question that has varied land levels. With so many roof tops the Flooding that is experienced on
our side of the street with the creek will be more severe. I would prefer the developer to have all one acre
lots in keeping with the local neighborhoods. Concern that the City independently and correctly engineer the
drainage. My bridge was compromised by poor drainage in the past.
