8. Review, discuss and make recommendations regarding a proposed mixed -
use, residential and commercial development on approx. 21 acres located
at 1835 Shady Oaks Drive and 400-500 Block of W. SH 114, generally
located along the west side of W. State Highway 114.
9. Review, discuss and make recommendations regarding a proposed
residential development (Miracle Place) located at 173 Jellico Circle and
2740 W. Southlake. Blvd. generally located at the northeast corner of Jellico
Circle (W) and W. Southlake Blvd.
10. Review, discuss and make recommendations regarding a proposed
residential development (Miracle Place) located at 2300 W. Continental
Blvd.

MEETING
OVERVIEW:
On November 13, 2024 the Southlake Corridor Planning Committee held
their forty-ninth meeting. The Committee was sent a packet of materials
prior to the meeting that were to be discussed during the session. A
meeting agenda was posted, and the meeting time was advertised on the
City's website. The following meeting report focuses on discussion points
made during the meeting by members of the Committee, public and City
staff. This report is neither verbatim nor does it represent official meeting
minutes; rather it serves to inform elected and appointed officials, City
staff, and the public of the issues and questions raised by the Committee,
City staff, and any attendees of the meeting. Interested parties are
strongly encouraged to follow development cases through the process.

ITEM #8 DISCUSSION — Review, discuss and make recommendations regarding a
proposed mixed -use, residential and commercial development on approx. 21 acres
located at 1835 Shady Oaks Drive and 400-500 Block of W. SH 114, generally
located along the west side of W. State Highway 114.

Multi -Tenant Office category
o The Multi -Tenant Office category is a commercial overlay category designed and
intended for the use of high- quality, medium to large-scale office buildings of 2-4
stories that may be build -to -suit or speculative ("spec") built. These office
developments are envisioned to be 50,000 square feet or larger in either a
standalone or office park configuration, and are for the use of corporate offices,
professional services firms, financial firms, information technology and media
companies, biomedical companies, research and development, medical office,
and other users which drive demand for medium to large-scale office buildings.
These buildings are less prominent than high-rise office with floor layouts that are
designed for maximum user flexibility.
Conceptual Site Plan A:
• Total of 17 residential lots
o Lots 1-6 ranging from approx. 43,000 — 46,000 sf fronting Shady Oaks Dr.
o Lots 7-17 ranging from approx. 20,000 — 27,000 sf along Shady Oaks Dr.
and E. SH 114 access road.
Drive access — located off Shady Oaks Dr. only
Proposed commercial area totaling 326,682 sf on a 7.90-acre tract fronting on
the E. SH 114 access road.
Conceptual Site Plan B:
• Total of 18 residential lots
o Lots 1-7 ranging from approx. 44,000 — 47,000 sf fronting Shady Oaks Dr.
o Lots 8-18 ranging from approx. 20,000 — 28,000 sf along Shady Oaks Dr.
and E. SH 114 access road.
o Drive access — located along Shady Oaks Dr. and E. SH 114 access road.
• Proposed commercial area totaling 296,068 sf on a 6.79-acre tract fronting on
the E. SH 114 access road.

Dennis Killough: 60ft right of way, no intent to add additional lane width.
Chad Patton: Overlay for this property?
Dennis Killough: Commercial and non-residential overlay. Also, SH 114 frontage road
— TXDOT is in the works for a ramp reversal — this will likely change traffic patterns
under that project.

Questions for applicant by the Committee:
Applicant: Option B with a slip -road (two access points on Shady Oaks) - I personally
do not like this option as much; at least 20ft of tree coverage that we'd have to bulldoze.
I like the 7 drives back onto Shady Oaks better. Option A with a slip -road and full
access easement onto Shady Oaks — my least favorite and the neighbors least favorite.
Thought was for the half acre lots to spit those out onto the frontage road and minimize
impact on Shady Oaks.
Amy Torres-Lepp: I personally do not like the entrance to a neighborhood off the SH
114 access road. I like Concept A the best. I like that you thought about the full acre lots
facing Shady Oaks, that does match the character of the existing neighborhood. I prefer
to keep the commercial, commercial for now.
Applicant: What sort of commercial would you want? The thought was two-story office,
but that comes with heavy surface parking and loss of trees.
Austin Reynolds: Alternative - retail, hotel, etc. I get more hesitant with retail as we pull
away focus from Town Square and potentially Carillon. I like office — employment
center.
Kathy Talley: Slip -road so people aren't turning off directly Shady Oaks?
Applicant: Yes. The trade off is losing tree coverage. If you prefer this option, we can
eliminate the slip -road and have drives on Lots 1-6 and keep the remaining residential
as one -in -one -out.
Kathy Talley: I'm not a huge fan of SH 114 access road entrance/exit into a
neighborhood.
Applicant: Maybe Concept A with no slip -road?
Kathy Talley: Yeah, or a creative version of that.

Frances Scharli: I'd be curious what the neighbors think. I like the idea of one access
for the smaller lots and a different access for the larger lots.
Applicant: We just started conversations with Garden Court, and the initial feedback
was access onto the frontage road but if you ultimately think it's better on Shady Oaks
we'll go in that direction.
Chad Patton: I feel like the residents will like the access of SH 114 better because it'll
take pressure off of Shady Oaks. I think the slip -road is safer, helps with stacking
issues. Allows you to be more creative with the green space. I don't know if you're
thinking HOA or not. Hard to tell what the setback and greenspace is for the residents —
beside 114.
Applicant: Increase to 25ft wide.
Chad Patton: Slip -road brings more amenity to the development.
Austin Reynolds: The more we talk about a slip -road, the more I like it.
Frances Scharli: I agree, it will help protects kids. I like the 1-acre and '/z acre lots.
Magdalena Battles: Why I was asking if the city is planning to expand the road was for
the commercial area. Now I'm assuming you would come in from the frontage road,
correct?
Applicant: That's right. No commercial access off Shady Oaks.
