Mayor McCaskill led the pledges of allegiance to the United States and Texas Flags. 3. HONORS & RECOGNITION: PROCLAMATION FOR ME SQUARED CANCER FOUNDATION Me Squared Cancer Foundation Executive Director Cristi Duea provided information about the Foundation and accepted the proclamation. 4. HONORS & RECOGNITION: PROCLAMATION FOR ALLIANCE FOR CHILDREN REGULAR CITY COUNCIL MEETING MINUTES, APRIL 1, 2025 Page I of 10 Alliance for Children representatives Emma Garcia and Virginia Davison spoke about Child Abuse Prevention Month and the services provided to the City and the region and accepted the proclamation. 5. UPDATE FROM SAFEHAVEN SafeHaven President and CEO Kathryn Jacob provided a brief presentation on the organization's services. 6. 2025 ART IN THE SQUARE Deputy Mayor Pro Tern Kathy Talley provided an update on the Art in the Square event scheduled for April 25-27, 2025. 7. SOUTHLAKE KIDS INTERESTED IN LEADERSHIP PRESENTATION Assistant to the City Manager Bora Sulollari and the students of Southlake Kids Interested in Leadership provided a video highlighting this year's accomplishments. 8. EXECUTIVE SESSION Mayor McCaskill announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Section 551.071 consultation with city attorney; Section 551.074 deliberation regarding personnel matters; Section 551.076 deliberation regarding security devices or security audits; and Section 551.087 deliberation regarding economic development negotiations. The City Council adjourned for Executive Session at 6:08pm. Executive Session began at 6:21 pm and concluded at 6:54pm. 2B. RECONVENE Mayor McCaskill reconvened the meeting at 7:03pm. 3. REPORTS: 3A. MAYOR'S REPORT REGULAR CITY COUNCIL MEETING MINUTES, APRIL 1, 2025 Page 2 of 10 Mayor McCaskill explained that he would be meeting with Senator Hancock and Representative Capriglione in Austin on Thursday to discuss legislative issues, specifically relative to residential zoning and development standards, accessory dwelling units and religious property local development standards. 3B. CITY MANAGER'S REPORT 3131. SOUTHLAKE POLICE DEPARTMENT — NATIONAL ACADEMY LEADERSHIP TRAINING Assistant Police Chief Jose Luna provided an update on the National Academy Leadership Training. Motion was made to approve Item 7B, 480-GGGGG, ZA25-0013, 1st Reading, REGULAR CITY COUNCIL MEETING MINUTES, APRIL 1, 2025 Page 8 of 10 amendments to the City of Southlake Zoning Ordinance No. 480, as amended, specifically pertaining to Section 47, Transition Zoning District (TZD), and noting the following: 47.4.d.4, Transition District Component Requirements Option 2 - Density shall be calculated on the gross area defining the residential "neighborhood" boundary, including the "neighborhood" open space area. 47.6, Development Standards Option 2 - Add regulations specific to TZD where a TZD is directly adjacent to an existing single-family residentially zoned property and neighborhoods that address non- residential setbacks, buffering, and screening, as presented by staff this evening. - Including an amendment approving building lines of 50 ft., 70 ft., and 90 ft., on buildings one, two, and three-story respectively. - Also noting that the language related to evergreen vegetation, adding that vegetation must be eight feet in height within three years and be maintained in perpetuity. 47.6 — Table 47-2, 4.0 Block and Lot Standards Option 2 - Adding that the minimum residential neighborhood lot area will be 10,890 SF, 0.25 acre. 47.7 Performance and Design Standards - h. Open Space Standard Option 1 - Add "Detention areas shall be excluded from the open space area credit unless designed as an aesthetic passive recreation amenity to the neighborhood, subject to staff and ultimately Council approval."
