Agenda Item No. 1. Call to Order 2. Agenda Item No. 2. Public Forum: — This is the public's opportunity to address the Commission about non -agenda items. During Public Forum, the Commission will not discuss, consider, or take action on any item presented. The Commissions' options during this topic are 1) to listen, 2) ask questions and respond to the presenter only, 3) request staff to look into the issue and report back to the Commission and/or 4) request that the Chair put the item on a future agenda for the Commission to discuss or consider. Estimated Time 1:OOpm — 1:30pm 3. Agenda Item No. 3 Reports: A. Metroport Meals On Wheels — This item will allow MMOW Executive Director Mary King to present a quarterly report to the Commission. Copies of the April, May, June and July reports are included in your packet. B. Call A Ride Southlake — This item will allow CARS representatives Brighton Greene or Erik Phelps to present a quarterly report to the Commission. A copy of the June report, which is cumulative of 2017 statistics, is included in your packet. C. Southlake Senior Funding, Inc. — This item will allow an SSFI representative to present a quarterly report to the Commission. No packet documents. D. City Manager's Office — This is a standing item on the agenda to allow a representative from the City Manager's Office to report on any City projects or activities that might be of interest to the senior community. Approve Senior Advisory Commission 3rd Quarter Report — A draft report is included in your packet to review and provide feedback at the SAC meeting. If approved, the report will be included in the August 15, 2017 City Council meeting packet. 6. Agenda Item No. 6. Discussion A. June 13, 2017 Public Forum Requests — At the June meeting during Public Forum, former SAC members Bernice McCauley and Charlie Boyd addressed SAC with several requests. No packet documents. B. Cost Recovery — The existing Cost Recovery Policy, approved in 2007, is currently being updated to address programs and services that have been added since 2007. In addition, the revised policy will also address the new services, programs, activities and rental facilities that will be a part of The Marq Southlake Legends Hall and Champions Club. Deputy Director Candice Edmondson will provide an update on the progress of the revised policy. The complete policy will be presented to the Senior Advisory Commission for consideration at a future meeting. C. Review FY 2018 CEDC Operating Budget Related to Senior Services - The proposed FY 2018 CEDC Operating Budget related to Senior Services will be reviewed with the Senior Advisory Commission. PUBLIC FORUM — Chairman Beverly Blake opened Public Forum. Charlie Boyd, former Senior Advisory Commission member, spoke about parking spaces for senior center participants in the lower parking lot at The Marq Southlake. Mr. Boyd suggested the lower parking lot be reserved for senior center members only Monday -Friday, 9:00 a.m. — 4:00 p.m. and members be given a car sticker to identify them for parking in the lower lot. He requested the Senior Advisory Commission discuss the parking lot issue and make a recommendation to City Council. The request was noted by Chairman Beverly Blake. Bernice McCauley, Southlake resident and former Senior Advisory Commission member, spoke concerning parking for senior center participants in the lower parking lot at The Marq Southlake; filling the Senior Advisory Commission roster; and requested an "Old Business" category be added to the Senior Advisory Commission agenda, as well as the "guest speaker" item be reinstated. The requests were noted by Chairman Beverly Blake. There being no one else to address the Commission, Public Forum was closed. METROPORT MEALS ON WHEELS MMOW's regular quarterly reports are provided at the January, April, July and October meetings. A copy of the March and April reports were included in the meeting packet. MMOW Executive Director Mary King briefly shared the challenge of obtaining an accurate participant count for the July 3, 2017 luncheon due to the holiday. Suggestions to aid in the count should be forwarded to Mary King or Soheila Phelps. 313. CALL A RIDE SOUTHLAKE CARS regular quarterly reports are provided at the January, April, July and October meetings. A copy of the March and April reports were included in the meeting packet. Chairman Brighton Greene shared ridership statistics in comparison with the same period from last year and thanked members and City Council for supporting the CARS fundraiser at Fish City Grill May 2, 2017 and the CARS Drivers Appreciation event held May 25, 2017 at The Marq Southlake. CARS will participate in the September 14, 2017 North Texas Giving Day. 3C. SOUTHLAKE SENIOR FUNDING, INC. Southlake Senior Funding, Inc. quarterly reports are provided at the January, April, July and October meetings. Bernice McCauley briefly shared information about the "James Richardson Memorial Art Show," hosted by the Southlake Senior Funding, Inc. (SSFI) organization and Southlake Arts Council on June 23, 2017 at The Marq Southlake and SSFI's continued support of senior field trips and activities. 3D. CITY MANAGER'S OFFICE Assistant to the City Manager Lauren LaNaeve informed the Commission garbage and recycling services on Tuesday, July 4t" will be suspended and trash/recycling will be collected on Wednesday. Updated information about the holiday schedule will be available on the City's website and social media outlets. 3E. COMMUNITY SERVICES Deputy Director of Community Services Candice Edmondson addressed the Senior Center Membership Report during Discussion Item 3F. SENIOR SERVICES Deputy Director Candice Edmondson presented the Senior Services report and responded to questions. The report included a review of the newly designed Senior Services Membership Dashboard for FY 2017 (October 2017 to present). Future membership reports will present statistics by the month. The Dashboard reflected an average total membership of 587 registered members through CSI. The Dashboard did not include participation information for programs, activities and events held at The Marq that do not require registration. SAC members suggested the Dashboard include participation information for the MMOW Monday Luncheons. Staff will revisit the Dashboard information to ensure participation in all programs and classes is captured on future reports. The City will continue promoting the Southlake Senior Center through reoccurring membership drives. Other senior services announcements included the ongoing registration of senior memberships through CSI and that the new badges and policies and procedures packets are being distributed to members. In addition, the next quarter Senior Newsletter for July -August -September will be available mid -July. 4. CONSENT AGENDA Consent Agenda items are considered to be routine by the Commission and are enacted with one motion. 4A. APPROVAL OF THE MINUTES FROM THE APRIL 11, 2017 REGULAR SENIOR ADVISORY COMMISSION MEETING. Citizens may also keep up-to-date with the project by viewing a live streaming video of the construction site on the City's website at www.themargsouthlake.com. The City will kick-off its Communications Plan to advertise the project to the community in July through a monthly newsletter, blog, social media and website updates. A grand opening is anticipated for late summer 2018. The construction impact of the Champions Club building to the Legends Hall building was discussed, including the construction of a temporary partition later in the month and demolition of the exterior fagade in August 2017. The temporary partition will remain in place until summer 2018. Ms. Meacham responded to questions from the Commission. 5B. SENIOR ADVISORY COMMISSION BYLAWS REVIEW Chair Beverly Blake and Deputy Director of Community Services Candice Edmondson presented the item and responded to questions from the Commission. A request was made at the March SAC meeting for the Commission to review SAC Bylaws as they pertain to Senior Center membership requirements for Commission members. The current Bylaws, approved by City Council April 2010, do not require SAC members to be members of the Senior Activities Center. Ordinance No. 969, adopted by City Council April 2010, does allow the City Council to appoint up to two members to the Senior Advisory Commission who are under the age of 55, which means they would not be eligible for membership at the Senior Activities Center. The Senior Advisory Commission discussed the issue and agreed they were satisfied with the current provisions and would not move forward with a recommendation to revise the SAC Bylaws at this time. 6. CONSIDER 6A. RECOMMENDATION ON PROPOSED FISCAL YEAR 2018 SENIOR SERVICES GENERAL FUND OPERATING BUDGET Deputy Director Candice Edmondson presented the proposed FY 2018 Senior Services General Fund Operating Budget and was available to answer questions. The proposed FY 2018 budget represents the same funding allocated in the FY 2017 budget. Additional funds acquired through sponsorships, such as the sponsorships by SSFI, are used to offset costs of activities for individual participants, allowing more seniors to be able to participate. SAC briefly discussed the budget and made their recommendation. City of Southlake Senior Advisory Commission 3rd Quarter Report Our new Software System (CSI) has been implemented, giving us a more accurate look at membership stats in addition to allowing members access to online registration. The following are event and program highlights for this quarter. Our members: ■ Visited the 65t" annual Bluebonnet Trails in Ennis ■ Received a guided tour of the Sid Richardson Museum in Fort Worth ■ The "Buddy Holly Story", "Mary Poppins" at the Artisan Theater and Four Day Weekend Comedy Club were trips made more affordable as a result of SSFI sponsorship When we weren't traveling we did a few things in house.... ■ Coloring for Adults and Loom Knitting were two new programs offered this quarter ■ Our members met Officer Nate and Duco of the SLK K-9 Unit to learn about the wonderful service they provide to our community ■ Our annual visit from the Students from CISD Senior High "Skills for Success" class is on way we are breaking the intergenerational gap ■ Still going strong are our Educational Seminars including health, finance, history, legal and technology ■ "Essential Oils in Daily Living" by Judy Griffin, Ph.D. is a new topic we presented in June ■ Cooking class provided by our talented senior member volunteers from around the world ■ The Matter of Balance Class was back by popular demand for another 8 weeks ■ Potluck Bingo and monthly movies are still popular ■ Biweekly one-on-one Tech Q& A sessions Senior Advisory Commission 3rd Quarter Report (April -May -June 2017) 5A - 1 Here are some of the wonderful comments received from our members: "Soheila: The following was sparked by my experience over the last eight years at the Southlake Senior Center, all of which has been a positive experience. Yours was the most welcoming and happy. You introduced us to everyone and we joined the old center. When the Marq was finished we migrated here. Soheila, your staff, your instructors and the wonderful senior citizens who bring life to the center are a Godsend to us. I was becoming depressed and "alone" with no Texas friends. The folks in the center have become our Texas family. I enjoy every minute I spend with you all; taking exercise classes, snacking, learning new things (yes even at 811 can still learn). In addition, funding has been proposed for any increases to the Metroport Meals on Wheels lunch participation, as well as enhancements to programs and events due to sponsorship support. The following changes were made from the FY 2017 approved budget to the FY 2018 proposed budget as noted on the attached spreadsheet: • Decrease contract services by $4,700. Funding was moved to the CEDC Fitness and Facility Maintenance budgets for continued support of senior fitness programs and the ongoing maintenance of senior fitness equipment. • Decrease supplies by $3,200. Funding for office supplies was moved to the CEDC Admin budget. • Increase community enhancements by $15,000. Funding was increased due to anticipated sponsorship support received in FY 2018 for senior programs and events. Sponsorship funds can be used to off -set costs or enhance programs and events.
