Senior Advisory Commission meeting date change — Currently, Section 2.2 of the Senior Advisory Commission Bylaws approved in 2010, requires the Senior Advisory Commission meeting to be held on the second Tuesday of the month. If it is the Commission's desire to change the meeting day, an agenda item to revise the Bylaws will be brought forward for SAC consideration at an upcoming meeting. PUBLIC FORUM — There was no one present to speak at public forum. 3A. GUEST SPEAKER: COMMUNITY ENGAGEMENT COMMITTEE CHAIRMAN CRAIG ROTHMEIER Craig Rothmeier, chairman of the City's Community Engagement Committee (CDC), shared information about the Community Enhancement Committee, their Strategy Map, SPIN town hall forums, CDC goals, and initiatives to improve citizen engagement in the community. Mr. Rothmeier and Deputy Director of Communications Pilar Schank responded to questions from the Commission regarding the Citizens Survey. Commission members inquired about the developer -driven Sam School Road project, U-turns on FM 1709, and roundabout at Highland and White Chapel Boulevard. 4. CITY MANAGER'S OFFICE Deputy Director of Communication Pilar Schank presented the City Manager's Report and was available to respond to questions from the Commission, including questions about several traffic situations. 413. COMMUNITY SERVICES / UPCOMING EVENTS In Deputy Director Kate Meacham's absence, Deputy Director Candice Edmondson presented the report and provided information about upcoming events. Invitations to the VIP boards and commission December 11, 2015 event was distributed. Ms. Edmondson presented the revised Metroport Meals On Wheels community services agreement and she and MMOW Executive Director Mary King responded to questions. Commission members inquired about a senior aerobics program and were also interested in obtaining information about the pool planned for The Marq Southlake Phase 2. SAC would like to discuss the pool's specifications at the December 15 SAC meeting. 4C. SENIOR SERVICES COORDINATOR Senior Services Coordinator Soheila Phelps reported on the December Calendar of Events, the tentative plans for December 14, 2015 grand opening of The Marq Southlake Legends Hall, and the senior dances arranged for the 3rd Thursday of the month. Ms. Phelps was available to answer questions from the Commission. 4D. METROPORT MEALS ON WHEELS MMOW Executive Director Mary King presented the MMOW September monthly report and commented about the home delivered meals, MMOW restaurant partnerships and their 15 year relationship with the City. Ms. King was available to respond to questions from the Commission. The CARS monthly participation trip report was summarized. Mr. Greene answered questions concerning insurance coverage provided by CARS volunteer drivers. 4F. SOUTHLAKE SENIOR FUNDING, INC. Mrs. McCauley was available to answer questions. 5. CONSENT AGENDA Consent Agenda items are considered to be routine by the Commission and are enacted with one motion. 5A. APPROVAL OF THE MINUTES FROM THE OCTOBER 13, 2015 REGULAR SENIOR ADVISORY COMMISSION MEETING. APPROVED A motion was made to approve the minutes of the meeting as read. ELECTION OF OFFICERS FOR SENIOR ADVISORY COMMISSION The Senior Advisory Commission considered nominations for the officer positions of chairman, vice chairman and secretary to serve a two year term, November 2015 — October 2017. Nominations included Charles Boyd for chairman; Jean Boland and Beverly Blake for vice chair; and Marge Kyle for secretary. The tie for the vice chair position was broke with two votes for Jean Boland and four votes for Beverly. APPROVED The Senior Advisory Commission officers elected were: Charles Boyd, chair; Beverly Blake, vice chair; and Marge Kyle, secretary. Additional Meeting Comments The Commission discussed changing the SAC Bylaws to change the Senior Advisory Commission meeting from Tuesday to Monday and agreed to leave the meeting on Tuesday. 7. City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork 4A-4 OFFICIAL RECORO REVISED BYLAWS OF THE CITY OF SOUTHLAKE SENIOR ADVISORY COMMISSION ARTICLE I PURPOSE AND POWERS Section 1.1 Purpose The Southlake City Council established the Southlake Senior Advisory Commission to act as an advisory board to the City Council in all matters pertaining to senior programs and issues. Section 1.2 Powers In fulfillment of its purpose the Southlake Senior Advisory commission shall be governed by and shall have all the powers set forth in the Southlake City Code and other applicable law. ARTICLE II COMMISSION MEMBERS Section 2.1 Number and Terms of Office (a) The Commission shall consist of seven (7) residents of the City of Southlake, Texas and shall be appointed by the City Council. (b) Members shall be appointed for two-year terms. Members shall serve without compensation. All appointments for regular and/or alternate members to fill unexpired terms shall be filled in the same manner as regular appointments and shall terminate as per the original term being filled. Section 2.2 Meetines of the Commission The Commission shall meet regularly the second Tuesday of each month. Members not able to attend a regular meeting or special meeting shall notify the Community Services staff liaison or the Chairman of the Commission at least two hours prior to the posted meeting. Any member with (3) consecutive unexcused absences from regular meetings shall be reported to the City Council, which may at its discretion, remove the commission member and appoint a replacement. All meetings and deliberations of the commission shall be called, convened, held, and conducted, and notice shall be given to the public, in accordance with Chapter 551 of the Texas Local Government Code. Section 2.3 Special Meetines Upon the request of any Commission member, the Chairman shall call a special meeting of the Commission. The Chairman shall fix a place and time for such special meetings of the Commission subject to posting public notice in compliance with Chapter 551 of the Texas Local Government Code. Section 2.4 Ouorum Four (4) members of the Commission shall constitute a quorum to conduct official business of the Commission. Section 2.5 Conduct of Business (a) At the meeting of the Commission, matters pertaining to the business of the Commission, as posted on the agenda, shall be considered in accordance with the rules of procedure as from time to time prescribed by the Commission. Community Services — SAC Bylaws Page I of 3 5A - 1 (b) At all meetings of the Commission the chair shall preside. In the absence of the chair, the Vice chair shall preside. (c) The Chair shall be a voting member of the Commission. (d) Minutes of the Commission meeting shall be filed with the City Secretary and distributed to members of the City Council. Section 2.6 Ex-officio Members The commission may, as it deems appropriate, appoint ex-officio members to the Commission if such is determined to be in the best interest of the Commission. Consideration shall be given to appointing individual ex-officio members or individuals who represent organizations whose purpose is to promote the health, safety, and well being of seniors. Such ex-officio members shall have no voting authority for senior advisory matters. The terms for ex- officio members will be at the discretion of the Commission. ARTICLE III OFFICERS Section 3.1 Officers and Terms of Office (a) The Officers of the Commission shall be a chairman, vice-chairman and secretary. (b) At the first regular meeting following the annual appointment of new commission members by the city council, the commission shall elect by majority vote from the members, a chair, vice -chair, and secretary, each to serve two year terms or until their successors are elected. (c) Any officer shall be subject to removal from office at any time by a vote of the majority of the Commission. (d) A vacancy in the office of any elected officer shall be filled by a vote of the majority of the commission members at the next regular scheduled meeting, following the effective date of the vacancy. Section 3.2 Powers of the Chairman The Chairman shall set the agenda for and preside at all meetings of the Commission. The Chairman shall perform all duties incident to the office of Chairman including the appointment of all committees and subcommittees of the Commission and such other duties as may be prescribed by the Commission and the City Council. Section 3.3 Vice -Chairman In the absence of the Chairman or in the event of his/her inability or refusal to act, the Vice -Chairman shall perform the duties of the Chairman, and when so acting shall have all the powers of and be subject to all the restrictions upon the Chairman. The Vice -Chair shall perform such other duties as from time to time may be assigned to him/her by the Chairman of the Commission. Section 3.4 Secretar-y The Secretary shall ensure that the minutes of each Commission meeting shall be filed with the City Secretary and in general shall perform all other duties as from time to time may be assigned to him/her by the Chairman of the Commission. In the absence of the Chairman and Vice -Chairman or in the event of their inability or refusal to act, the Secretary shall perform the duties of the Chairman, and when so acting shall have all the powers of and be subject to all the restrictions upon the Chairman. In the absence of the Secretary, the Chairman or acting Chairman shall designate a Commission member to perform the duties of Secretary. Community Services — SAC Bylaws 5A-2 Page 2 of 3 Section 3.5 Compensation Officers who are members of the Commission shall not receive any salary or consideration for their services. ARTICLE IV ROLE AND RESPONSIBILITIES OF THE SENIOR ADVISORY COMMISSION Section 4.1 Roles of the Senior Advisory Commission (a) Act in an advisory capacity to the City Council in all matters pertaining to senior programs and issues affecting senior citizens. (b) Recommend policies to improve senior services and improvements. (c) Recommend senior related programs for development of recreational facilities, areas and improved recreation services. (d) Review and consider recommendations from the Southlake Seniors and other senior organizations regarding senior related programs and activities. Develop recommendations to the City Council regarding programs that have funding, safety, or facility implications. (e) Submit recommendations to the City Council regarding contractual agreements that impact senior reiated services, including, but not limited to, the congregate lunch program and home delivered meal program and transportation services for seniors. (f) Prepare and submit to the City Council an annual report of senior related programs and services. Such review shall be submitted in May, prior to the election of new officers. COMPLETED (Attached). 2: The Senior Voice Magazine: January will feature a two -page spread editorial piece on new Southlake Senior Center at The Marq Southlake. In turn, we will run two % page print ads within their magazine. One in their November/December issue and one later in the year. COMPLETED (Attached). 3: Press Release: We initiate all press releases through MySouthlakeNews.com. We will then push this to all other media outlets in the area (IMPACT, Star Telegram, etc.). COMPLETED (Attached). 4: Direct Mailer: We will mail a large postcard to residents in 76092 zip code aged 55 and older. There are 4,000 addresses that meet this criteria. Scheduled for February 2016. 5: Facebook: We will be doing regular posts on Facebook promoting the Senior Center. We will also do paid advertisements on Facebook that will target specific demographics. As needed in March 2016. 6: Referral Cards: We will be creating referral cards for our current members to pass out to their family and friends to promote the facility with a promotional offer included. Scheduled for February 2016. The Marq Marketing Campaign: There is also an overarching marketing campaign being pushed out that while not targeted at Seniors, will still be promotion for the facility and thus the Senior program. The quaint nature of the Southlake Activity Center provides opportunities to socialize with friends and keep the mind, body and spirit engaged in meaningful activities. Senior Highlight Nancy Sporn has been an active volunteer at the Southlake Senior Activity Center for many years. She has contributed her time as a member of the Senior Advisory Commission (SAC) and the Southlake Senior Funding Inc. She's worked as the vice -chair of SAC for many years and chair -person for over a year prior to leaving her position in October of 2015. Nancy is an active member of Southlake Senior Funding Inc. a non-profit, organized by the Senior Center's members. Nancy has three daughters and four grandchildren and is an avid reader who likes to exercise and play bridge. She has been a wonderful and longtime member of the Southlake Senior Activity Center and we'd like to thank her for all her hard work and support. Discussion 6C — Membership Transition Plan CITY OF SOUTHL.AKE MEMORANDUM December 10, 2015 TO: Senior Advisory Commission FROM: Kate Meacham, Deputy Director of Community Services SUBJECT: Naming of the Library at the Senior Activity Center Action Requested: Senior Advisory Commission discussion of a name for the library at the Senior Activity Center in Legends Hall at The Marq Southlake Background Information: With the recent move of the Senior Activity Center to its new home in Legends Hall at The Marq Southlake, the Commission may wish to discuss naming of the Senior Activity Center library. When considering a name for the Senior Activity Center Library, the following guidelines for naming or renaming City parks and recreation facilities contained in the attached City's "Naming and Renaming of Park and Recreation Facilities Procedures" should be followed. ■ A park and recreation facility may be named for outstanding and/or predominate physical characteristics or ecological features of the land such as: ■ Streams, lakes and creeks ■ Landmark significance ■ Historical significance ■ Street name identity ■ The subdivision in which the park property is located ■ Based on the activity, event or function of the park ■ A park facility may be named for any group or individual who has made exceptional contributions to the City. ■ A park facility may be named in honor of a deceased local, state, national figure(s). ■ There shall be a waiting period of one or more years prior to the naming of a park in honor of a deceased local, state or national figure(s). Such components or areas may include, but are not limited to, gardens, playgrounds, athletic fields, structures and meeting rooms. The process of naming a City facility involves review of the City's guidelines for naming facilities and advertising and solicitation of suggestions for names from the public through the City's website, Cable Channel and other broadcast systems. Responses are brought forward to the Senior Advisory Commission for selection and a recommendation to City Council. If staff is directed to proceed with naming of the library, an item will be brought back in 2-3 months following solicitation from the public for suggested names, for SAC's formal vote and recommendation to City Council. Petitions, if submitted, must state the intent and include printed names, signatures, addresses, zip codes and telephone numbers of each signer as proof of residency The Community Services Department will present all submissions to the Parks and Recreation Board for review.
