Councilmember McCaskill's bio is included in your packet.
B. Proclamation of Senior Center Month — A proclamation to celebrate
September as "Senior Center Month" in Southlake will be presented by
Councilmember McCaskil at the meeting. The proclamation calls attention
to the tremendous impact the Southlake Senior Activities Center has
made in the community by its services; by acting as the "hub" of activities
for participants; and recognizes the many contributions of the Center's
volunteers and staff. This item has no packet document.
C. Memorandum of Understandina for Senior Proarams at The Mara
Southlake — A Memorandum of Understanding (MOU) for senior programs
at The Marq Soutlake is presented for Senior Advisory Commission
information. The MOU addresses concerns about potential programming
challenges when senior services and activities are moved into the new
senior center, Legends Hall, at The Marq Southlake in December 2015. A
copy of the MOU is included with the packet memo.

A. Recommendation on a Name for Senior Programs — Recall at the August
11, 2015 Senior Advisory Commission meeting the name Heritage Club
was proposed as the name for the senior programs. The name was
derived from feedback obtained by members at the July SAC meeting and
citizens that participated in the July 17 focus group meetings. During the
August meeting, the Commission suggested continuing the discussion at
the September meeting. Sample promotional marketing pieces using the
proposed name are provided in the packet memo for your review and
consideration of a name.

an update from the City's Deputy Director of Communications Pilar

Chairman Sporn called the meeting of the Senior Advisory Commission to order at
2:10 p.m.

3. DISCUSSION
3A. GUEST SPEAKER: CITY COUNCIL MEMBER JOHN HUFFMAN
City Councilmember Huffman shared his personal and political background
information, his interest in serving as a councilmember and his goal to be available to
all Southlake citizens. He responded to questions from the Commission about
affordable housing and commercial growth in Southlake.
Former City Council member Jeff Wang addressed the Commission and
recommended a senior focus group look into the issue of affordable housing in
Southlake.
3B. NAME FOR SENIOR PROGRAMS
Deputy Director Meacham explained the process of developing a name for the senior
programs and activities to identify the programs to the public and to create appeal to

individuals ages 55-69. Based on Commission feedback at the July SAC meeting and
input from the July Program Focus Groups meeting held July 17, the name "Heritage
Club" was proposed for discussion.
The Commission discussed the proposed name and their previous collective decision
to move away from using the term "senior" in the name. Some members were in
favor of the name "Heritage Club" with an added descriptive identifying tag -line;
others prefer a name they believe would reflect who the seniors are and what they
do, but a specific name was not suggested.
Commission members are interested in seeing draft potential marketing graphics of
the proposed name and would like to continue the name discussion at a future
meeting.
3C. PROGRAM FOCUS GROUPS RESULTS
Deputy Director Meacham summarized the results from the July 17, 2015 Program
Focus Groups meeting held to gain better insight of the wants and needs of three
categories of members where there is opportunity for growth — "Individuals 55 to 69
years old," "men" and "Southlake residents." Some common themes obtained from all
groups were: they would like to learn, but not to study; are very interested in historical
programs, lectures, programs for singles; fitness; technology information; health and
wellness programs; and the men would like competitive opportunities. Director
Tribble and Deputy Director Meacham were available to answer questions from
Commission members.
3D. FITNESS EQUIPMENT FOR LEGENDS HALL
Based on the Senior Advisory Commission previous feedback from their
demonstrations and test trials of the Life Fitness, Precor and Strength equipment
pieces, Deputy Director Meacham presented proposed options for cardio and
strength fitness equipment for Legends Hall.
The Commission discussed the options and recommended, depending upon space
configuration of the room and equipment alignment, the purchase of three recumbent
bikes and two treadmills for cardio workout, if three treadmills cannot be purchased
due to space constraints. The Commission also recommended the purchase of a
chest press machine for the upper body; the abdominal/back extension piece for the
core; and the leg curl/leg extension piece for the lower body. Hand weights will be
provided in addition to the fitness equipment.
A grand opening is anticipated for December 14, 2015. Legends Hall hours of
operation were briefly discussed. The center's hours of operation will remain the
same; however, contingent upon City Council approval of the FY 2016 budget, Friday
may be added to the center's hours.

SAC members are interested in touring the new facility and a tour will be arranged in
September.
4. REPORTS
4A. FURNITURE FOR LEGENDS HALL
Deputy Director Candice Edmondson and Director Chris Tribble provided a
presentation of the furniture selected for The Marq Southlake, including the senior
center area, and responded to questions from the Commission.
Commission members were interested in seeing similar samples of the proposed
furniture used in other facilities if possible. SAC member Baltimore requested the
furniture dimensions. Additional Bridge tables will be added to total sixteen (16).
Resident and non-resident membership and reservation fees for the facility were
mentioned.
4E. METROPORT MEALS ON WHEELS
MMOW representative Mary King provided the MMOW monthly report and
commented on the good attendance at the congregate luncheons and potential
impact to volunteer schedules and Monday golf tournament when the luncheon is
moved from Tuesday to Monday. Ms. King was available to answer questions.
4113. CITY MANAGER'S OFFICE & COMMUNITY SERVICES
Deputy Director of Communication Pilar Schank presented the City Manager's Report
highlighting mobility projects including closure of the Texas turnaround at Carroll
Avenue & SH 114 until October to create an acceleration lane and construction of FM
1938 and FM1709 intersection to add 2-turn lanes for all directions. Also reported
was the filing of the City's Budget on August 15 and City Council recent approval of a
2% increase in the current 10% Homestead Exemption provision for residents.
Some Commission members desire a prohibition on U-turns at the intersection of
Carroll Avenue and FM 1709. Also mentioned was a possible traffic sight issue on
Carroll Avenue (near Chuy's Restaurant) due to overgrown shrubbery. Commission
members were encouraged to direct specific traffic concerns to Officer Gaylon Music
with the Office of Traffic Management.
4C. COMMUNITY SERVICES
Deputy Director Kate Meacham reported on upcoming community events and
recreation activities including the tentative opening of the senior center on December
14; a VIP event on December 11; National Senior Center Month events in September
including a proclamation; opening of the new playground in Bicentennial Park

September 12, the next MasterWorks Concert, and the release of the Southlake
Scene.
4D. SENIOR SERVICES COORDINATOR
Senior Services Coordinator Soheila Phelps reported about September programs
and the focus on "LIFE" with special educational and entertaining programs and was
available to answer questions.
4F. CALL A RIDE SOUTHLAKE
CARS representative Brighton Greene had to leave for another meeting, however the
CARS monthly participation trip statistics report was presented by Soheila Phelps.
July ridership was up and all ridership demands were met.
4G. SOUTHLAKE SENIOR FUNDING, INC.
Southlake Senior Funding, Inc., Secretary Nancy Sporn briefly reported Jeff Wang is
a new SSFI member and SSFI will be supporting both of the September senior field
trips. The "Photo with Elvis" fundraiser event at today's luncheon program was very
successful. SSFI will participate next month in the North Texas Giving Day. A recent
monetary donation to SSFI was also acknowledged and appreciated.
2. CONSENT AGENDA Consent Agenda items are considered to be routine by the
Commission and are enacted with one motion.
2A. APPROVAL OF THE MINUTES FROM THE JUNE 9, 2015 REGULAR SENIOR
ADVISORY COMMISSION MEETING.
At last month's consideration of the June 9, 2015 Senior Advisory Commission
meeting minutes, a correction was requested to Section 3C. Senior Advisory
Commission discussed the language that was proposed for correction and
determined to amend the proposed draft language as approved in their motion below.

Action Requested: Senior Advisory Commission (SAC) discussion of the Memorandum
of Understanding (MOU) regarding senior programs at The Marq
Southlake.
Background
Information: The Memorandum of Understanding is presented for Senior
Advisory Commission information in response to SAC's concerns
about potential programming challenges when senior services and
activities are moved into the new senior center, Legends Hall, at
The Marq Southlake in December 2015. The proposed MOU lays
the groundwork for understanding how the facility will serve all
citizens of Southlake while serving the special interests and
programs of our senior population. The proposed MOU may be
revised and amended in the future as needed and may evolve to
address needs and issues currently unforeseen. A copy of the
MOU is attached to this memo for your information.
Financial
Considerations: The Memorandum of Understanding for Senior Programs at The
Marq Southhlake document itself will have no financial impact to
the City's budget.

Memorandum of Understanding
Senior Services Programming at The Marq Southlake
September 8, 2015
As the City of Southlake prepares to open The Marq Southlake, this memorandum of
understanding has been developed to outline the intent the City has in regards to
moving the existing Senior Services programming over to the new facility and the
expansion of new programming once in the facility. It is the intent of the City of
Southlake to:
1. Have Senior programming the priority in the Senior Lounge (including all rooms
within the Senior Lounge area) Monday — Friday 9:00am — 4:00pm and with any
additional programming of the space outside of these hours.
1.a The City may at times, rent out the Senior Lounge outside of the above
mentioned hours on an infrequent basis. These rentals would require the
Director of Community Services approval.
2. Senior programming takes priority in The Studio Monday — Friday 9:OOam —
4:00pm. Additional programs outside of these hours can be coordinated with
the Sales Specialist with eight month (two seasons) notice. The Seniors may
program The Studio inside of the eight month notice if the room is not booked
two weeks prior.
3. The Stage can be booked for Senior programming Monday and Fridays and other
days in coordination with the Sales Specialist and the Senior Services
Coordinator.
4. The Senior lunch program takes priority each Monday between the hours of
11:00am — 2:O0pm in Traditions 11 and 111, along with use of the Kitchen.
5. Any additional spaces can be booked for senior programming incoordination
with the Sales Specialist.
The City may at times, require the Seniors to move their programming, but this would
be done with a minimum of four -week notice on an infrequent basis. It is the intent of
the City not to move Senior programming, but in extreme circumstances may require it.
In the event Senior programming must be moved, the Sales Specialist will work directly
with the Senior Services Coordinator to find alternative locations for programming.

Action Requested: Senior Advisory Commission discussion and recommendation of
the Community Services Department senior programs name.
Background
Information: At the July 14, 2015 SAC meeting, Commission members
discussed naming of the senior programs and activities offered by
the City to help identify programs to the public and to create appeal
to individuals ages 55-69. The Commission reviewed a list of
random terms and names other cities use for senior programs and
gave staff feedback on word preferences and dislikes to help
determine the style and similar types of words that may be
considered for Southlake's senior programs. Some of suggested
names were: "55+ Club of Southlake," "55+ Activities Center... stay
active, stay involved, stay connected," "Southlake Active Life,"
"Balanced Living," "Heritage" and "Southlake Active Social Center."
Based on the feedback from that discussion, along with feedback
from the three program focus groups meeting held July 17, the
name Heritage Club was presented for consideration at the August
11, 2015 meeting. The name Heritage Club, as well as other
suggested names the Commission wishes to entertain, is presented
for further discussion at this meeting.
Staff is also including with this memo a rough draft of potential
marketing graphics using the name Heritage Club to help members
visualize how that name will tie into the concepts they wish to
convey to the public about who the senior population is, what they
do, and their positive impact on the Southlake community. We have
also included an alternative name of Southlake 55+ Club for
consideration.
This item is listed on the agenda as a consider item to allow the
Commission to take a formal vote on the desired name if that is the
Commission's decision following their discussion. However, if

further discussion is necessary, an agenda item may be placed on
the next meeting agenda for SAC's formal recommendation of a
name for the senior programs.
Naming of the senior programs does not require City Council
approval. Examples of other program names currently used that do
not require City Council approval are "Summer Camp Mania," "Club
Metro," "Stars & Stripes" and "Home for the Holidays" to name a
few. These names readily identify the program and provide instant
public recognition.

Important Information
The Heritage Club welcomes those in and around our
community who are ages 55 and better for programs,
services and activities that are tailored to the mature
adult. All programs are designed to enhance the well-
being, independence, and a sense of community for
participants, and like the center are accessible for indi-
viduals with disabilities.

Membership to the Heritage Club is free and open to
all active adults ages 55 and better. There are no geo-
graphical restrictions for membership or attendance.
Activates are open to both members and non-
members. To become a member, simply pick up, com-
plete and submit an application. Applications are avail-
able at the Heritage Club front desk.
