3. Agenda Item No. 3. Discussion:
A. Fitness Equipment for the community recreation center – SAC requested this
item be placed on the agenda during the special meeting held January 27,
2015 to allow the Commission an opportunity for additional discussion about
fitness equipment options for the new community recreation center. SAC
previewed fitness equipment options by Life Fitness Company at the June 10,
2014 meeting. There are no packet items for this item.
B. Cost Recovery Policy – This Fiscal Year staff will be working on development
of the Cost Recovery Policy in advance of the opening of Phase I of the new
community recreation center in late 2015. The Policy will serve as a guide in
developing annual activity budgets and fees to be charged for existing and
anticipated programs and services. Development of the Policy will include
analysis of current and estimated future cost recovery of recreation and
senior programs and services, a review of cost recovery policies and goals
from comparable surrounding cities with similar programs and services, and
input from stakeholders including Senior Advisory Commission. Staff will kick-
off the process with a brief presentation to the Commission. There are no

discuss or take action on any item presented. The Commissions' options during this
topic are 1) to listen, 2) ask questions and respond to the presenter only, 3) request
staff to look into the issue and report back to the Commission and/or 4) request that
the Chair put the item on a future agenda for the Commission to discuss or consider.

A. Senior Advisory Commission 1st Quarter Written Report to City Council – A
draft report is included in your packet to review and provide feedback at the
SAC meeting Tuesday prior to it being included in the February 17, 2015 City
Council meeting packet.

7. Community Engagement Town Hall Forums – Upcoming Town Hall Forum(s) for
proposed developments in the City are listed online at www.SouthlakeSPIN.org.
Tuesday, February 10 – SPIN Town Hall Forum, 6:00 p.m., Council Chambers:
o SPIN #5 will discuss a new 40,000 sf, 1,200 seat sanctuary including lobby, support
spaces and associated site development on current Countryside Bible Church
campus.

o SPIN #3 will discuss a proposed senior living cottage residential project. There is
proposed to be a total of 68 units on 11 acres of land. The cottages will be single-
story and arranged in four-plex configuration. The project is located adjacent to the
new Harbor Chase development.
8. Special Election for The Marq – Southlake Phase II – On February 3, 2015, City
Council approved 1st Reading Ordinance No. 1112, to approve calling a special
election to determine whether voters of the City of Southlake desire to levy a sales
and use tax to promote economic development in the city and to f und a community
entertainment and recreation center and reduce the sales and use tax for the
Southlake Crime Control and Prevention District. The 2 nd Reading and Public
Hearing of the Ordinance will be held February 17, 2015. If approved at the February
17 meeting, the election will be held on Saturday, May 9, 2015. Additional
information regarding the election dates can be found on the City website at:

4A. CITY MANAGER’S OFFICE & COMMUNITY SERVICES
Communications & Website Manager Pilar Schank presented the City Manager’s
Report and responded to questions. The City will host the Community Engagement
Committee Mobility Forum and The Marq-Southlake meetings in December.
Director Tribble presented an update on construction of the community recreation
center and distributed aerial photos showing the progress to date. Construction is on
schedule and it is anticipated to be substantially complete in September 2015.

4B. METROPORT MEALS ON WHEELS
MMOW representative Mary King presented the MMOW monthly report and
upcoming events and programs. Ms. King was available to answer questions.

CARS representative Brighton Greene distributed the CARS monthly participation trip
report and summarized the ride fluctuations and statistics during November and
December. Mr. Greene was available to answer questions.
4D. SENIOR SERVICES COORDINATOR
Senior Services Coordinator Soheila Phelps reported on upcoming holiday events
and programs at the Center. Members were informed about a prescription drug bag
advertising campaign with Southlake Kroger and also a new exercise program to be
launched in January. Ms. Phelps was available to answer questions.
4E. SOUTHLAKE SENIOR FUNDING, INC.
Southlake Senior Funding, Inc., Secretary Nancy Sporn reported on SSFI fundraising
efforts including seeking grants for overnight field trips. New officers have been
elected for SSFI and they are: Suzanne Van Dusen, President; David Baltimore,
Treasurer; and Nancy Sporn, Secretary. Ms. Sporn was available to answer
questions.
5. PUBLIC FORUM
Chairman Sporn acknowledged the public forum. There being no one wishing to
speak, Chairman Sporn proceeded to the next agenda item.
Members discussed the senior name badges and how they are used to obtain an
accurate audit of participation at the center. Members feel the print is too small on the
badges.
6. CONSIDER
6A. ELECTION OF OFFICERS
Chair Sporn presented information concerning election of officers. The Commission
discussed the language in the Bylaws and agreed to appoint Charlie Boyd, David
Baltimore and Jean Boland to a subcommittee to further investigate the SAC Bylaws
and propose a recommendation to rectify the language concerning term of officers
and timing of election thereof.

A motion was made to keep the same officers as is with Nancy Sporn, chair; Charlie
Boyd, vice chair; and Marge Kyle, secretary.
Following further discussion, SAC member Blake withdrew the motion.

Senior Advisory Commission Quarterly Report
It has been a very good season for our seniors and the center. Our attendance is improving
and of course the reality of our new center is starting to sink in and getting everyone more
excited.
Here is some of our event and program highlights the members have been involved in this quarter.
October has always been a very busy month; starting with the State Fair of Texas then off to the 6th Annual
Empowering Seniors the next day, followed by the trip to Mid Cities Greek fest. We took a week off from trips
to get ready for our Senior Dance which has become very popular among the senior dancers in the area; so
much so that we are planning on having them every other month. The next two trips were to the museum on
American Brides and Bob Jones Nature Center to get educated on native birds and some bird watching. Art
class started back in session after taking the summer off, our volunteer teacher is a local artist who loves to
teach our members different techniques. We ended the month with our annual Harvest Festival on
Halloween; once again our members did not disappoint with their colorful and creative costumes.
November started off with our annual fall foliage trip to Turners Fall Park in Davis, Oklahoma. We saluted our
20 Veteran members with the help from our Fire and Police Department on 11/11. We were entertained by
the “Imani”- Milele Children’s Choir from Uganda at our Hobby Show. We saw the Sanders Family Christmas
at the Artisan Theater and ended the month with a visit to Joe T. Garcia’s for lunch.
December has been fun; we have gotten into the spirit of the season. Members have seen holiday shows—
“It’s a Wonderful Life” at the Granbury Opera House and “The Littlest Wiseman” at Scott Theater. The Gift of
Lights at the Texas Motor Speedway and the ICE show at the Gaylord Texas were different this year. We had
close to 50 guests for our Holiday Party and of course our 2nd annual Noon Year’s Eve party was a hit too. We
brought in the New Year at Noon with the help of staff and kind volunteers.
It has become a tradition to have the “RESPECT” – Rockenbaugh Elementary Choir and the Carroll Senior High
students come for a performance and visit.
In addition to Zumba, Fun and Fitness, we’ve added new Yoga and Pilate classes for our members. Spanish
class has been received well enough that we hope to continue a 2nd session in January.
We wish everyone a Happy and prosperous New Year!
