A. Care Report Bulletin Board – Staff was directed at the October SAC meeting
to place this on the agenda for discussion at the next meeting. This item
provides SAC an opportunity to discuss placement of a “Care Report” bulletin
board in the Center where information such as illnesses, funerals, obituaries,
etc. could be posted.
B. Introduction of newly appointed SAC members – Congratulations and
welcome newly appointed SAC member Barbara Pappy and reappointed
SAC members David Baltimore and Marge Kyle. City Council approved
Resolution No. 13-037 October 15, 2013, appointing members to various
positions including these appointments to the Senior Advisory Commission for
a two-year term to expire October 2015. We welcome you and look forward to
working with you on the Commission.
4. Agenda Item No. 4. Reports:
A. Metroport Meals on Wheels – This item is a standing item on the agenda to
allow for a report on the MMOW program.
B. Call A Ride Southlake– This item is a standing item on the agenda to allow for
a report on the CARS program.
C. SPIN -- This is a standing item to inform the Commission about SPIN
meetings pertaining to developments in Southlake. For more information,

agenda to allow for an update from the City’s Communications and Website
Manager Pilar Schank and Deputy Director of Community Services Kari
Happold regarding current developments.
5. Agenda Item No. 5. Public Forum: – This is the public's opportunity to address the
Commission about non-agenda items. During Public Forum, the Commission will not
discuss or take action on any item presented. The Commissions' options during this
topic are 1) to listen, 2) ask questions and respond to the presenter only, 3) request
staff to look into the issue and report back to the Commission and/or 4) request that
the Chair put the item on a future agenda for the Commission to discuss or consider.
6. Agenda Item No. 6. Consider:
A. Election of Officers – The purpose of this item is to allow for the election of
Senior Advisory Commission officers. Per the bylaws, the Commission shall
meet in “the first regular meeting following the annual appointment of new
commission members by the city council” to select from the members a
chairman, vice-chairman, and secretary for one-year terms and to serve until
their successors are elected. City Council approved the appointment of board

B. Consider approval of Senior Advisory Commission Report to City Council – A
draft report is included in your packet to review and provide feedback at the
SAC meeting Tuesday prior to it being included in the November 19, 2013
City Council meeting packet.
7. FYI, as usual your packet contains a copy of the SAC Attendance Log for your
information.
8. FYI, also included in your packet is the schedule of events for the upcoming
November 23 “Home for the Holidays” celebration at Southlake Town Square.
And, a copy of the invitation you received for the “Spirit of Giving” volunteer
appreciation reception to be held November 23 in the Town Hall foyer as a
reminder. We hope you will be able to attend the reception to honor you as a
volunteer, and the other festive events the same evening in Town Square. To

Chairman McCauley called the meeting of the Senior Advisory Commission to
order at 1:00 p.m.

3. DISCUSSION:
3A. SENIOR ADVISORY COMMISSION WRITTEN REPORT TO CITY COUNCIL
Senior Services Coordinator Soheila Phelps distributed copies of the draft SAC
report for City Council. SAC agreed to postpone review of the report. The report
will highlight senior activities during the preceding fiscal quarter and will reflect
which quarter is being represented in the title.
4. REPORTS
4A. METROPORT MEALS ON WHEELS
MMOW representative Mary King distributed the MMOW monthly participation
report and responded to questions. Leftover meals and “to go” meals will be
reflected in monthly reports.
4B. CALL A RIDE SOUTHLAKE
CARS representative Neal Perkins distributed the CARS monthly participation
summary and reported an increase in ridership and volunteer driver recruitment.
Suggestions for advertising CARS’ transportation services for medical and dental
appointments were discussed.
4C. SPIN
SPIN representative David Baltimore reported on SPIN meetings regarding
proposed developments for the Stacey property on FM 1709 and a senior
living/memory care facility adjacent to Shady Oaks on FM 1709. The
Commission expressed interest in having presentations on the developments to
seniors at-large at a senior luncheon.
4D. SENIOR SERVICES COORDINATOR
Senior Services Coordinator Soheila Phelps reported Director of Planning and
Development Ken Baker will be guest speaker at the next senior luncheon. Other
speakers will be invited for future luncheons, time and schedules permitting.
Meetings will be held with the programming and fundraising groups involved in

the Volunteer Interest Program. Programs and activities including the Events
Calendar and Senior Center Newsletter were reported.
4E. SOUTHLAKE SENIOR FUNDING, INC.
Southlake Senior Funding, Inc., Board Director McCauley reported a $5,000
contribution from Five Star Ford has been deposited and a check for $600 from
MMOW to match for Bingo cards and prizes was received. SSFI is requesting a
list of items needed by the City that may be supplemented with contributions from
potential benefactors.
4F. CITY MANAGER’S OFFICE & COMMUNITY SERVICES
Communications & Website Manager Pilar Schank reported on activities
including a presentation to honor Veterans November 5 at the City Council
meeting and the Boards and Commissions Appreciation Reception to be held
November 23, followed by the Home for the Holidays Tree Lighting event.
Commission members were encouraged to participate in the 2013 Citizen
Satisfaction survey, which can be found at
www.CityofSouthlake.com/citizensurvey and www.MySouthlakeNews. A website
has also been added to the City’s main webpage to report DFW Airport noise.
Sidewalk failures in Stone Lakes and Southridge Lakes subdivisions were
reported to staff.
Deputy Director Kari Happold briefly discussed recent meetings with the
architects of the Community Recreation Center. SAC will continue to receive
progress updates.
5. PUBLIC FORUM
Chair McCauley opened the public forum and asked for anyone wishing to speak
to come forward.
Mary King, MMOW representative, announced MMOW will host a free
community service work shop November 1, 2013 at their office including a
Dementia Virtual Tour.
Chair McCauley closed the public forum.

Background
Information: At the January 10, 2006 meeting of the Senior Advisory Commission,
members approved amending the Commission bylaws to reflect that
election of officers will occur at the “first regular meeting following the
annual appointment of new commission members by the city council.”
The bylaws provide that “the commission shall elect by majority vote
from the members a chair, vice-chair, and secretary, each to serve until
the next annual election.”
The City Council considered board appointments to the Senior Advisory
Commission at the October 15, 2013 meeting and appointed Barbara
Pappy and reappointed David Baltimore and Marge Kyle to the
Commission to serve terms to expire May 2015.

Minutes
Agenda Item No. 6. Consider: Revision to Senior Advisory Commission bylaws
The Senior Advisory Commission bylaws currently state that “officers shall be elected by a
majority vote in the regular June session of each year.” It was recommended to revise the
bylaws to reflect that election of officers to occur following appointment by City Council. The
proposed wording for Article III, Section 3.1(b) of the SAC bylaws is derived from the City
Code, Section 12-78, Parks and Recreation Board.
A recommendation was made to amend the bylaws to read: “At the first regular m eeting
following the annual appointment of new commission members by the city council, the
commission shall elect by majority vote from the members a chair, vice chair, and secretary,
each to serve until the next annual election.”

Advisory Commission Quarterly Report
The Southlake Senior center had to say goodbye to a well-liked
and respected coordinator with the start of summer, as she took a
more personal role taking care of her mother. Soheila Phelps, the
new face of Southlake Senior center, has brought a different
livelihood and energy to the center since 1st of July and is thrilled
by the well reception she’s received.

How to keep our balance and increase our activities in an eight weeks program
provided by the Raybal Center @ Boston University
how to get our dancing shoes on and hit the floor ball room dancing under the
instruction of Ernie and Diane Meyer

how to be better drivers and hopefully be offered some insurance discount by
taking advantage of AARP Safety course
the importance and ways of protecting ourselves against West Nile Virus
presented by Kyle Taylor city’s Emergency Management Coordinator
our new Community Rec Center will get on its way in the fall of 2014 and were
engaged in its preliminary plans presentation by Chris Tribble, Director of
Community Services
about sinus disease and how it could affect our daily routines and total well-
being by Dr. Ragsdale
and celebrated the Constitution Day

The wonderful festivities and fireworks celebrating our nation’s Independence
Day
the guided tour of rarely seen bronze sculptures of “Frederic Remington” at the
SID Richardson Museum
Texas Gypsies Jazz and swing musical talents at the Modern Art Museum in Ft.
Worth; a great moment where our seniors showed off their dancing talents
The Marvelous Wonderettes, taking our seniors down the memory lane to high
school prom; enjoying them perform songs from the 50’s and 60’s
Visiting the Dallas World Aquarium
The grade school dancers from Dana’s Studio, celebrating grandparents luncheon
before heading back to school this fall
Having afternoon tea at the Adolphus and getting a chance to see the Margaret
Hunt Hill Bridge in September
The Spectacular Senior Follies at the Eisemann Center, was lots of fun and we
discovered a new Mediterranean restaurant while in Richardson
Our big event of the month was “Arabian Nights” where we were catered to with
authentic Middle Eastern cuisine, wonderful music, lovely decorations and of
course beautiful belly dancers who showed us how to do the shimmy and have a
good time. It was a wonderful cultural
Watching movies, eating popcorn, playing bingo, eating pizza and winning fun
prizes donated by our local vendors
The Senior Jamboree hosted by Grapevine where we played games, gave away
prizes and met new seniors from all over Tarrant County
WHAT A GREAT WAY TO END THIS QUARTER!
And we’re looking forward….
To making memories as we learn and build more friendship in the next three
months
