City Council candidate Randy Williamson has confirmed he will be the guest
speaker at the April 9 meeting.
B. Review Senior Advisory Commission Responsibilities – This item was placed
on the agenda at the request of Chair McCauley to review the Commission’s
responsibilities as a City Council-appointed advisory board.

A. Metroport Meals on Wheels – This item is a standing item on the agenda to
allow for a report on the MMOW program.

receives a SPIN Report, including the expressed support/opposition of
attendees, for proposed development.
The following SPIN meeting(s) are scheduled:
Monday, April 8, SPIN Forum, Town Hall
6:00 p.m. Topic: Proposed construction of a 185,000 square foot
specialty retail center located at the southwest corner of
Southlake Boulevard and Carroll Avenue. This project,
known as Southlake Park Village, is proposed as a dense
urban village with shops and restaurants surrounding
multiple hardscape and landscape amenities including
water features, public art and fireplaces.
7:00 p.m. Topic: Proposed rezoning and a revised concept plan to
allow smaller buildings on separate lots for Stonebridge
Park at Southlake, Phase II, on property located at 100 -
125 River Oaks Drive.

D. Senior Services Coordinator – This is an opportunity for the Senior Services
Coordinator to present information about existing and future programs and
activities.
E. Southlake Senior Funding, Inc. – This item is a standing item on the agenda
to allow for a report on Southlake Senior Funding, Inc., (SSFI).
F. City Manager’s Office & Community Services – This is a standing item on the
agenda to allow for an update from the City’s Communications and Website
Manager Pilar Schank and Deputy Director of Community Services Kari
Happold regarding current developments.
G. Guest Schedule – Staff has confirmed the following guest speakers.

6. Agenda Item No. 5. Public Forum: – This is the public's opportunity to address the
Commission about non-agenda items. During this proceeding, the Commission will

7. Volunteer Appreciation Reception – The annual boards, commissions and
committee appreciation reception will be held Monday, April 22, 6-8:00 p.m. in the
Southlake Hilton Hotel Veranda. Invitations have been distributed. Please RSVP to
volunteer@ci.southlake.tx.us if you plan to attend. Contact Deputy Director

8. Joint City Council and Senior Advisory Commission Meeting – A joint meeting
of the City Council and the Commission will be held Tuesday, May 21, 2013 at 4:30
p.m. in the Town Hall. The agenda packet will be distributed the week prior to the
meeting.

Agenda Item No. 2A. Consent: Approval of the February 26, 2013 special Senior
Advisory Commission meeting minutes – SAC member Braun did not agree with the
statement in the minutes on Page 2 concerning the executive session. There was no
modification made to the sentence following a lengthy discussion.
A motion was made to approve the minutes of the February 26, 2013 meeting as
submitted.

Agenda Item No. 3A. Discussion: Guest Presentation – City Council Candidate Laura K.
Hill – Former City Council member Laura K. Hill was today’s guest speaker and talked
about her background in city government, drilling rights and regulations, present
projects, including S.P.A.R.K. and commitments to improve lives for Southlake citizens.
Agenda Item No. 3B. Discussion: Community Recreation Center Update – Assistant to
the City Manager Ben Thatcher responded to questions as he explained the progress
made to date on the community recreation center, including the senior component, and
reviewed handouts providing historical information, financing options , and senior center
timeline. Staff will work with SAC on the process to follow if SAC desires to change their
decision in support of the location of the senior center in the community recreation
center in Bicentennial Park.
Agenda Item No. 3C. Discussion: Senior Advisory Commission Written Report to City
Council – Commission members reviewed a draft of the written report to be provided
City Council in their April 16, 2013 meeting packet. There were no changes made to the
report.
Agenda Item No. 4A. Reports: Metroport Meals On Wheels – MMOW representatives
Fowler and King presented a report and information about the meals provided by
MMOW. New restaurants are being added to the program and attendance for the
luncheons fluctuates.
Agenda Item No. 4B. Report: Call A Ride Southlake – CARS representative Perkins
provided a report noting February 2013 rides have exceeded the record again set in
January. Last week was the biggest week in CARS history. As growth continues,
volunteer drivers are needed. Staff is investigating several suitable locations for CARS
office to be relocated in view of the demolition of the community center later this year.

Agenda Item No. 4C. Report: SPIN – Commission member Baltimore presented
information on recent SPIN meetings, upcoming meetings and noted SPIN is looking for
a liaison. Anyone interested in applying for the liaison position is encouraged to
complete a SPIN application online.
Agenda Item No. 4D. Report: Senior Services Coordinator – Senior services coordinator
Brown reported on operations and activities at the center. A room divider will be
installed to subdivide the room for concurrent programs. Twenty-four chairs were
purchased for the center and will be restored by senior center members at upcoming
“sanding” and “reupholster” parties. The monthly senior center calendar of events and
activities is now uploaded on the City’s website. New committee interest groups have
been introduced -- programming, fundraising and caring – and seniors are encouraged
to be involved in one or more. A draft membership application is being reviewed by staff
to replace the existing form. The City Attorney and Human Resource will review the
application and provide direction on the contents. Seniors participating at the center or
on field trips are encouraged to keep emergency medical information in their
possession. The RecWare system being updated.
Agenda Item No. 4E. Report: Southlake Senior Funding, Inc. – Chair McCauley
reported on SSFI activities. SSFI would like to work with fund raiser Missy Gale and her
staff to conduct a feasibility study which would provide a list of potential donors of
matching funds for an independent senior center to be located at the current center site.
John Robinson of the Amon Carter Foundation is a sponsor of Ms. Gale. $38,000 is
needed for a feasibility study. Mr. Robinson has committed $18,000 toward the study.
SSFI has a list of eight additional potential donors to contact for possible funding of
remaining $18,000 needed for the study, including Tony Pack with Five Star Ford. Scott
Simmons, developer of Watermere, told Mr. McCauley his original quote from two years
ago of $4.9-$5million for a 20,000 sq. ft. center, if construction started in a couple of
years, would now be in the $5.6-$5.8 million range due to inflation. SSFI back up plan is
to seek funds in excess of $2.75million to take to City Council for matching funds. Staff
reminded SSFI that any negotiations and/or commitments regarding naming rights or
any potential sponsorship of City facilities must be turned over to the City staff to
develop with the potential sponsor in compliance with the Sponsorship Policy adopted
by City Council.
Agenda Item No. 4F. Reports: City Manager’s Office & Community Services –
Communications & Website Manager Schank provided a brief report. Members were
encouraged to attend the Dallas Symphony Orchestra concert, “DSO on the Go,” April 4
at 7:30 p.m. at White’s Chapel United Methodist Church. The City of Southlake, in
partnership with the cities of Colleyville, Westlake and Keller, participated in a
groundbreaking for a new regional jail and animal services facilities to be located in
Keller. A new express, self-service checkout system is now available in the Southlake
Public Library. Former City Planner, Caroline Eckel, was hired to replace Alison
Ortowski as the new Assistant to the City Manager.

Deputy Director Happold encouraged members to attend the March 24 Easter in the
Park event to be held at North Park.
Agenda Item No. 4G. Reports: Guest Schedule – City Council candidate Randy
Williamson scheduled to be the guest speaker April 9; Police Chief Steve Mylett May 14
and Fire Chief Mike Starr on June 11. The Commission would also like to invite Brandon
Bledsoe to be a guest speaker at a future meeting. A suggestion was made to invite
Deputy Police Chief James Brandon to be co-speaker with Police Chief Steve Mylett at
the May 14 SAC meeting.
SAC may consider cancellation of the regular July 9 SAC meeting at a future meeting.
Agenda Item No. 5. Public Forum – No one was present to address the SAC during
Public Forum.
Accountability of the Senior Advisory Commission was brief ly mentioned by Chair
McCauley and members were encouraged to wear name badges and to sign -in at
activities.
Agenda Item No. 6A. Consider: Sen ior Advisory Commission direction to Southlake
Senior Funding, Inc. (SSFI) organization – Chair McCauley presented this item
explaining the purpose is to have the Senior Advisory Commission advise both City
Council and SSFI of their support in moving forward with the backup plan with SSFI for
the new senior center facility. City Council will be notified of SAC’s direction to SSFI at
today’s meeting. Staff can work with SAC on the process to notify City Council should
the decision be made to pursue an alternative senior center rather than the one
originally approved in the community center at Bicentennial Park. Notice to City Council
of such a decision would require SAC to make a formal recommendation at a future
meeting. The item was discussed.
A motion was made for the endorsement of SAC to direct Southlake Senior Funding,
Inc. (SSFI) to more forward in raising funds for the feasibility study.
