1. Agenda Item No. 2A. Consent: Approval of the November 13, 2012 regular Senior
Advisory Commission meeting minutes – Please include any corrections to the

2. Agenda Item No. 3. Discussion:
A. Discuss renaming the Senior Activity Center – For your information, a copy of
the February 17, 1998 City Council meeting minutes, where the name was
adopted as Senior Activity Center, is included in your packet. Also included is
the City’s Naming and Renaming Procedures guideline. Based on the
outcome of this discussion, this item may be brought back to SAC to vote on
a formal recommendation to City Council to change the name of the Center
as desired.
3. Agenda Item No. 4. Public Forum – This is the public's opportunity to address the
Commission about non-agenda items. During this proceeding it is important that the
Commission not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The Commissions' options during this topic are 1) to listen, 2)
ask questions and respond to the presenter only, 3) request staff to look into the
issue and report back to the Commission and/or 4) request that the Chair put the
item on a future agenda for the Commission to discuss or consider.
4. Agenda Item No. 5A. Consider: Election of Officers for Senior Advisory Commission
for 2013 – The purpose of this item is to allow for the election of Senior Advisory
Commission officers for 2013. Per the bylaws, the Commission shall meet in “the
first regular meeting following the annual appointment of new commission members
by the city council” to select from the members a chairman, vice -chairman, and
secretary for one-year terms and to serve until their successors are electe d. City
Council approved the appointment of board and commission members at their
November 6, 2012 meeting, including appointments to the Senior Advisory
Commission.

Multi-purpose Facility Flyover – Director Tribble presented the flyover presentation of
the proposed multi-purpose facility to be presented to Southlake voters in 2013. He
responded to questions regarding the proposed facility.

Agenda Item No. 3. Discussion
A. Guest Presentation – Baylor Regional Hospital President Steve Newton
and Marketing Director Dee Dee Ogrin – Mr. Newton highlighted the
hospital’s history, patient statistics, their commitment to Southlake, the
multiple services available and the hospital expansion project.
Agenda Item No. 4. Reports
A. Senior Services Coordinator – Senior Services Coordinator Nancy Brown
reported on programs and upcoming events. October had record high
attendance for senior programs and events. The Center’s kitchen will
undergo an upgrade to provide additional storage and counter space. The
congregate meal line has been reversed to help alleviate congestion.
Plans are underway for the Center’s fifteen year anniversary celebration
on April 30, 2013. Staff is investigating expansion of field trips to include
overnight or extended trips. Seniors Support Southlake Program is doing
well. Staff is also working on a new point program to encourage physical
fitness and the Walk Across Texas program.
B. Metroport Meals on Wheels Report – The monthly report for October was
distributed by Darla Fowler. There will be no congregate luncheon at the
center on December 25 due to the holiday.
C. CARS Report – The CARS report was distributed by Neal Perkins. CARS
experienced an increase in trips in October with 182 one-way trips, the
majority (128) being to the Southlake Senior Center. Medical trips have
also declined. CARS has partnered with Rockfish Seafood Grill for a
fundraising event December 3-December 9.
D. SPIN – Chair Baltimore presented information concerning SPIN. Currently
SPIN is undergoing reorganization to better fit the needs of Southlake
citizens.
E. Southlake Steering Committee – A report was given by Bernie McCauley
about Committee activities. The Steering Committee is holding a raffle
fundraising event at Christmas and is involved in numerous other
activities.
F. Southlake Senior Funding, Inc. – A report was provided by Dick McCauley
on recent SSFI activities.

G. City Manager’s Office & Community Services – Communications &
Website Manager Pilar Schank provided a report. Deputy Director
Happold reported SAC member Pat Burnett recently resigned due to
health issues and that Louis Braun had been appointed to the
Commission. The Commission was encouraged to attend the November
17 Home for the Holidays Board & Commissions Appreciation Reception
and the other festivities.
H. Guest Schedule – The guest speaker for the December meeting will be
Finance Director Sharen Jackson. Tarrant County Commission Gary
Fickes was mentioned as a possible guest speaker to discuss the DFW
Corridor.
Agenda Item No. 5. Public Forum
Mike Mills, 1528 Main Street, Southlake, presented information about Pickle Ball, a
racquet sport which combines elements of badminton, tennis and table tennis and
responded to questions.
Agenda Item No. 6. Consider:
A. Development of a recommendation to the City Council on a revision to th e
age requirement for Senior Activity Center Membership – Commission
members discussed changing the minimum age for senior center
membership. The majority of members favored lowering the age from 55
to 50. Several Commission members discussed leaving the age
requirement at 55 years old or eliminating an age requirement.
The Commission also discussed changing the name of the Center. An
item will be added to the next meeting agenda to address this issue.
A motion was made to change the minimum age requirement for Senior
Activity Center membership to age 50.

Senior Center hours of operation – The Commission discussed extending
the current Center’s hours of operation (currently Monday-Thursday, 9:00
a.m. – 4:00 p.m.) to include Fridays. Budget issues may be addressed if
hours are extended.
A motion was made to revise the Center hours of operation to 9:00 a.m. –
4:00 p.m., Monday through Friday.

Action Requested: Senior Advisory Commission discussion regarding renaming of the
Senior Activity Center
Background
Information: This item was placed on the agenda at the direction of the Senior
Advisory Commission at the November 13, 2012 meeting to allow
further discussion about renaming of the Senior Activity Center.
Senior Activity Center was the official name selected by the then-seated
Senior Advisory Commission and approved by City Council at their
February 17, 1998 meeting. A copy of the meeting minutes is attached.
The word “activity” was included in the original name to communicate
the Center’s desire to be a place that offered a variety of social and
recreational opportunities for Southlake citizens. Since 1998, the Center
has built a reputation throughout Southlake and surrounding
communities as a place to congregate and enjoy outstanding programs,
events and activities.
The process of naming a City facility involves review of the City’s
guidelines for naming facilities and advertising and solicitation of
suggestions for names from the public through the City’s website, Cable
Channel and other broadcast systems. Responses would be brought
forward to the Senior Advisory Commission for selection and a
recommendation to City Council. City Council makes the final decision.

The Naming and Renaming of Park and Recreation Facilities
Procedures adopted by City Council December 15, 2009, established
the following parameters for naming of City parks and recreation
facilities.
A park and recreation facility may be named for outstanding and/or
predominate physical characteristics or ecological features of the
land such as:
Streams, lakes and creeks
Landmark significance
Historical significance

The subdivision in which the park property is located

A park facility may be named for any group or individual who has
made exceptional contributions to the City.
A park facility may be named in honor of a deceased local, state,
national figure(s).
There shall be a waiting period of one or more years prior to the
naming of a park in honor of a deceased local, state or national
figure(s).
The renaming of a park facility, which has been previously named
after an individual, is prohibited unless compelling circumstances
arise whereby consideration to a change is appropriate.
No park shall be given the same name as an existing school site, or
public facility, except where the sites abut one another.
Components or areas within a park or recreation facility may be
given a name which is different than the park or recreation facility.
Such components or areas may include, but are not limited to,
gardens, playgrounds, athletic fields, structures and meeting rooms.
If staff is directed to proceed with renaming of the Center, this item will
be brought back in 2-3 months following solicitation from the public for
suggested names, for SAC’s formal vote and recommendation.
Financial
Considerations: No financial impact involved with renaming the Center at this time.
Future funding would be necessary to replace signage.

Statement of Purpose
The purpose of this policy is to provide parameters for the naming and renaming of park and
recreation facilities.
Guidelines for Naming and Renaming
In the naming and renaming of park and recreation facilities in the City of Southlake the following
guidelines shall be used:
I. May be named for outstanding and/or predominate physical characteristics or ecological
features of the land such as
a. Streams, lakes and creeks
b. Landmark significance
c. Historical significance
d. Street name identity
e. The subdivision in which the park property is located
f. Based on the activity, event or function of the park
II. May be named for any group or individual who has made exceptional contributions to the
City. Examples of exceptional contributions may include, but are not limited to, monetary,
property, material contributions, service to the City, etc.

V. Components or areas within a park or recreation facility may be given a name which is
different than the park or recreation facility. Such components or areas may include (but are
not limited to) gardens, playgrounds, athletic fields, structures, and meeting rooms.

Procedure
Individuals or organizations must complete the Submission Form for Proposed Park and Recreation
Facility Names along with justification to the Community Services Department. The proposal must
include the following:
1. Reason(s) for the proposed name
2. Evidence of community support for the proposed name
3. Petitions, if submitted, must state the intent and include printed names, signatures, addresses,
zip codes and telephone numbers of each signer as proof of residency
The Community Services Department will present all submissions to the Parks and Recreation Board
for review.
The Park and Recreation Board shall:
1. Review submissions and develop a recommendation to the City Council for approval.

Background
Information: At the January 10, 2006 meeting of the Senior Advisory Commission,
members approved amending the Commission bylaws to reflect that
election of officers will occur at the “first regular meeting following the
annual appointment of new commission members by the city council.”
The bylaws provide that “the commission shall elect by majority vote
from the members a chair, vice-chair, and secretary, each to serve until
the next annual election.”
The City Council considered board appointments to the Senior Advisory
Commission at the November 6, 2012 meeting and appointed Louis
Braun and reappointed Jean Boland, Charles Boyd, Nancy Sporn, Dick
McCauley and Beverly Blake to the Commission to serve terms to
expire May 2014.
Any sitting Board member may be considered for the officer positions of

Excerpt from the Approved January 10, 2006 Senior Advisory Commission Meeting
Minutes
Agenda Item No. 6. Consider: Revision to Senior Advisory Commission bylaws
The Senior Advisory Commission bylaws currently state that “officers shall be elected by a
majority vote in the regular June session of each year.” It was recommended to revise the
bylaws to reflect that election of officers to occur following appointment by City Council. The
proposed wording for Article III, Section 3.1(b) of the SAC bylaws is derived from the City
Code, Section 12-78, Parks and Recreation Board.
A recommendation was made to amend the bylaws to read: “At the first regular meeting
following the annual appointment of new commission members by the city council, the
commission shall elect by majority vote from the members a chair, vice chair, and secretary,
each to serve until the next annual election.”
A motion was made to adopt the change as recommended.
