SUBJECT: Agenda Item Comments for Senior Advisory Commission Meeting
Tuesday, November 13, 2012 at 1:00 p.m.
Prior to review of the agenda items for the meeting Tuesday, staff would like to welcome
back reappointed SAC members Jean Boland, Charles Boyd, Nancy Sporn, Dick
McCauley and Beverly Blake and welcome new commission member Louis Braun. City
Council approved Resolution No. 12-051, making the appointments to various boards and
commissions at their November f, 2012 meeting, including the above. We look forward to
working with the entire Senior Advisory Commission and appreciate the time and
dedication you have committed to the City.
Staff would also like to recognize the very fine contribution of former Senior Advisory
Commission member Pat Burnett. Pat served on the Commission since April 2009 and
provided vital support and attention to the Commission. We appreciate her volunteer spirit
and time and attention.
1. Agenda Item No. 2A. Consent: Approval of the October 9, 2012 regular Senior
Advisory Commission meeting minutes — Please include any corrections to the
minutes in your motion.
2. Agenda Item No. 3. Discussion:
A. Guest Presentation — Baylor Regional Hospital President Steve Newton and
Marketing Director Dee Dee Ogrin — This item is a standing agenda item to
allow the Commission an opportunity to hear guests from the community and
City government about current issues of concern to citizens in Southlake.
This month's guests are representatives from the Baylor Regional Hospital.
3. Agenda Item No. 4. Reports:
A. Senior Services Coordinator — This is an opportunity for the Senior Services
Coordinator to present information about existing and future programs and
activities.
B. Metroport Meals on Wheels — This item is a standing item on the agenda to
allow for a report on the MMOW program.

C. Call A Ride Southlake— This item is a standing item on the agenda to allow for
a report on the CARS program.
D. SPIN -- This is a standing item to inform the Commission about SPIN
meetings pertaining to developments in Southlake.
A SPIN meeting will be held next Monday, November 12 in Town Hall to
address the following two (2) topics:
• 6:00 P.M. City-wide SPIN meeting to obtain feedback on the
development of FY 2013 project priority lists for sidewalk
construction and wayfinding signage installation.
• 7:00 p.m. SPIN Neighborhood #11 will host a meeting to discuss
the proposed development of three residential lots on 4.5
acres located at 800 Lodestar Drive.
E. Southlake Steerinq Committee- This item is a standing item in order for the
Commission members to receive information about monthly events and
activities at the Senior Center and within the Steering Committee.
F. Southlake Senior Funding, Inc. -- This item is a standing item on the agenda
to allow for a report on Southlake Senior Funding, Inc., (SSFI).
G. City Manager's Office & Community Services — This is a standing item on the
agenda to allow for an update from the City's Communications and Website
Manager Pilar Schank regarding current developments.
H. Guest Schedule — The following guest speaker is scheduled at this time.
• December 11 City Finance Director Sharen Jackson
Please advise staff of suggested speakers for future SAC meetings so guests
may be invited and confirmed in advance.
4. Agenda Item No. 5. Public Forum — This is the public's opportunity to address the
Commission about non -agenda items. During this proceeding it is important that the
Commission not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The Commissions' options during this topic are 1) to listen, 2)
ask questions and respond to the presenter only, 3) request staff to look into the
issue and report back to the Commission and/or 4) request that the Chair put the
item on a future agenda for the Commission to discuss or consider.

5. Agenda Item No. 6A. Consider: Development of a recommendation to the City
Council on a revision to the ache requirement for Senior Activity Center membership
— This item has been placed on the agenda at the request of the Senior Advisory
Commission. Recall at the October 2012 meeting the Commission discussed the
potential need for a change to the age requirement for Senior Activity Center
membership. A survey of surrounding cities' membership age requirements are as

6. A-genda Item No. 6B. Consider: Development of a recommendation to the City
Council on a revision to the Senior Activity Center hours of operation -- This item has
been placed on the agenda at the request of the Senior Advisory Commission.
Recall at the October 2012 meeting the Commission discussed the possibility of
extending the current Center's hours of operation (currently Monday -Thursday, 9:00
a.m. — 4:00 p.m.) to include Fridays.
7 Agenda Item No. 6C. Consider: Cancellation of the December 11 2012 Senior
Advisory Commission meeting --- This item is included to allow the Commission to
consider cancelling its regularly scheduled December meeting.
8. Home for the Holidays Board and Commission Appreciation Reception -- Please see
enclosed invitation for this year's Boards & Commissions Appreciation
Reception to be held Saturday. November 17, 2012, in Town Hall, 5-6:30 pm. We
hope you can attend the reception and the other festivities of the day!
9. FYI, as usual your packet contains a copy of the SAC Attendance Log for your
information.

Agenda Item No. 3. Discussion
A. Guest Presentation — Boards and Commissions Orientation by Pilar
Schank City of Southlake Communications & Website Manager -- Ms.
Schank spoke about enhancing the City -appointed boards and
commissions volunteer experience and distributed a Boards and
Commissions Handbook to members. Board members were asked to
complete necessary online training and to turn in the required forms
included in the notebook.
B. Minimum Age for Senior Center Membership — Commission members
discussed changing the age for senior center membership to 50.
Surrounding cities' senior centers were polled and the age requirement
varied between 50-60 years. The age limits were: 50-Colleyville; 55-
Hurst; 60-Euless; 55-Southlake; 50-Bedford; 55-Keller; and 55-Grapevine.
Several members favored lowering the age from 55 to 50. A request was
made to put a consider item on the next meeting agenda to allow
members to vote on this issue.
The Commission also discussed changing the name of the senior center
and dropping the word "senior."
Agenda Item No. 4. Reports
A. Senior Center Coordinator — This is a standing item to update the
Commission. Senior services coordinator Brown reported the center if fully
staffed. Trips have had very good support. Staff is exploring for taking
longer, overnight trips and partnering with other centers. "Seniors Support
Southlake" is going well. Members discussed starting Pickle Ball. April 30,
2013 will be the 15 h anniversary of the senior center.
B. Metroport Meals on Wheels Report — This is a standing item to update the
Commission. The monthly report for September was distributed by Darla

Fowler. There will be no congregate luncheon at the center on November
20 or December 25 due to the holidays.
C. CARS Report -- The CARS report was distributed by Dick McCauley in
Neal Perkins' absence. CARS has a new board member and a new
volunteer driver. CARS participated in the recent "Empowering Seniors
Conference" with an exhibit.
D. Southlake Steering Committee — A brief report was given by Bernie
McCauley about the Committee's activities. The Steering Committee
would like to hold a raffle fundraising event at Christmas.
E. Southlake Senior Funding, Inc. — Dick McCauley reported on recent SSFI
activities. Mr. McCauley has met with senior center coordinator Brown
about acquiring a new, smaller size, 14-foot bus. Also spoke about having
the police officer that has a band play at the senior center.
F City Manager's Office & Community Services — Communications &
Website Manager Pilar Schank provided information regarding deaths
associated with the West Nile virus. It was also reported the City no longer
has any water restrictions and the 30" water line may be on line next
spring.
G. Guest Schedule — The guest speaker for the November meeting is Baylor
Regional Hospital President Steve Newton and Marketing Director Dee
Dee Ogrin. Finance Director Sharen Jackson will be the guest speaker for
December. Communications Coordinator Schank will ask City Manager
Shana Yelverton if she would be available for the January meeting.
Agenda Item No. 5. Public Forum
Senior Advisory Commission members David Baltimore, Marge Kyle and Jeanette
Gossage are the only members with terms that did not expire in 2012 and up for re-
appointment to the Commission.
It was announced that Early Voting starts October 22.
