Section 551.089: Deliberation regarding security devices or security audits. The City
Council may discuss or deliberate regarding security assessments or deployments
relating to information resources technology; network security information as described
by Section 2059.055(b); the deployment, or specific occasions for implementation, of
security personnel, critical infrastructure, or security devices; or results of security audits.
Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related

report to an agency of the United States; 6) that relates to technical details of particular
vulnerabilities of critical infrastructure to an act of terrorism; 7) that relates to information
regarding security measures or security systems intended to protect public and private
property from an act of terrorism. The Texas Disaster Act specifically requires that a tape
recording of the closed meeting be made.
Section 418.106(d) & (e): Local meetings to discuss emergency management plans
regarding pipeline safety. The City Council may discuss emergency management plans
involving pipeline safety and/or security of pipeline infrastructures or facilities when those
plans or discussions contain such sensitive information.

organization's services.

Deputy Mayor Pro Tem Kathy Talley provided an update on the Art in the Square event
scheduled for April 25-27, 2025.
7. SOUTHLAKE KIDS INTERESTED IN LEADERSHIP PRESENTATION
Assistant to the City Manager Bora Sulollari and the students of Southlake Kids Interested
in Leadership provided a video highlighting this year's accomplishments.

Director of Planning and Development Services Dennis Killough presented Item 6A and
answered questions from the Council.
Mayor McCaskill opened the public hearing at 7:17pm.

answered questions from the Council.
Mayor McCaskill opened the public hearing at 7:23pm.
There being no one wishing to speak, Mayor McCaskill closed the public hearing at
7:23pm.
Mayor McCaskill noted 17 public hearing notifications were sent to property owners within
300 feet of the subject property, and no responses were received.
Motion was made to approve Item 6B, Resolution No. 25-016, ZA25-0007, Specific Use
Permit for a commercial school for wrestling instruction at 545 S. Nolen Dr., Ste. 250, on
property described as Lot 8, Block 5, Cornerstone Business Park Addition, subject to the
Staff Report dated March 25, 2025, and Specific Use Permit Review Summary No. 2,

Motion was made to approve Item 7A, Ordinance No. 480-833, ZA25-0008, 1st Reading,
Zoning Change and Site Plan for 2250 E. Continental Blvd., on property described as Lot
4R7R1, Green Meadow Subdivision, subject to the Staff Report dated March 25, 2025,
and Site Plan Review Summary No. 1, dated February 5, 2025, and noting the following:
- Approving the zoning and site plan to adopt an "S-P-1" Detailed Site Plan district

SPECIFICALLY PERTAINING TO SECTION 47, TRANSITION ZONING
DISTRICT (TZD).

There being no one else wishing to speak, Mayor McCaskill closed the public hearing at

Mayor McCaskill noted 356 letters were sent to properties within the TZD district; 424
postcards were sent to properties within 300 feet of a TZD district; two response forms
were received in opposition to the amendment (Chou Hsu Family Trust, 105 Winding
Ridge Trail, and Jun Dai/Xiaojing Gong,404 Winding Ridge Trail); one email was received
in support of the amendment (Jessica Adcock, 801 Cross Lane); and 33 phone calls have
been logged relative to information and questions about the proposed amendments.
Motion was made to approve Item 7B, 480,GGGGG, ZA25-0013, 1st Reading,

amendments to the City of Southlake Zoning Ordinance No. 480, as amended,
specifically pertaining to Section 47, Transition Zoning District (TZD), and noting the
following:
47.4.d.4, Transition District Component Requirements Option 2
- Density shall be calculated on the gross area defining the residential
"neighborhood" boundary, including the "neighborhood" open space area.
47.6, Development Standards Option 2
- Add regulations specific to TZD where a TZD is directly adjacent to an existing
single-family residentially zoned property and neighborhoods that address non-
residential setbacks, buffering, and screening, as presented by staff this evening.
- Including an amendment approving building lines of 50 ft., 70 ft., and 90 ft., on
buildings one, two, and three-story respectively.
- Also noting that the language related to evergreen vegetation, adding that
vegetation must be eight feet in height within three years and be maintained in
perpetuity.
47.6 —Table 47-2, 4.0 Block and Lot Standards Option 2
- Adding that the minimum residential neighborhood lot area will be 10,890 SF, 0.25
acre.
47.7 Performance and Desiqn Standards - h. Open Space Standard Option 1
- Add "Detention areas shall be excluded from the open space area credit unless
designed as an aesthetic passive recreation amenity to the neighborhood, subject
, to staff and ultimately Council approval."
