replacement of wayfinding signage in an amount not to exceed
$100,000.
Action
Requested: Authorize expenditure with Priority Signs & Graphics for the
replacement of wayfinding signage in an amount not to exceed
$100,000. Funding for this scope is available within the project
budget.
Background
Information: The purpose of Item 4E is to seek City Council approval to authorize
expenditures with Priority Signs & Graphics for replacement of
wayfinding signage in an amount not to exceed $100,000.
In FY 2024, the City's previous sign vendor, FSG, declined any
further work with the City. City staff, informed by the most recent
signage condition report —completed in FY 2023— reached out to
several vendors to conduct repair work on signs that were deemed
structurally deficient. No firms were willing to take on the work due to
the inherent risk of repairing signs that they did not construct. With
this understanding, City staff decided to proceed with creating new,
City -owned sign designs and fully replacing existing signage. The
new designs would remain aesthetically identical to the existing sign
designs.
Following delays incurred due to difficulties with vendor
procurement, City staff engaged Priority Signs & Graphics to begin
this effort. In FY 2024, Priority Signs & Graphics created sign designs
for the Type B Wayfinding and Type D Event signs, and fabricated
and replaced two Type B signs and one Type D sign. These
damaged signs were replaced under purchasing exemption
LGC252.022.3—for unforeseen damage and repairs —due to
structural deficiencies that posed potential safety concerns for both
pedestrians and vehicles.

In November 2024, NCTCOG issued an RFP for wayfinding sign
maintenance, repair, and replacement. Priority Signs & Graphics
responded and was awarded a cooperative contract. Utilizing this
cooperative contract, City staff opted to continue to use Priority Signs
& Graphics for consistency across the City's signage, solving
previous issues with establishing a regular sign vendor.
In FY 2025, Priority Signs & Graphics submitted a proposal to
replace five Type B signs and one Type D sign —which had been
deemed structurally deficient per the City's FY 2023 condition
report —and to conduct a condition survey on the City's 51 remaining
wayfinding signs.
Financial
Considerations: Funding for this authorization is included in the approved FY 2025
Hotel Occupancy Tax (HOT) Fund Operating Budget.
