FORUM SUMMARY: Property Situation: The property is located at 1963 W. Southlake Blvd. Development Details: An applicant is proposing to develop an approximately 261,000 sq. ft. nursey/garden center on 14 acres located at 1963 W. Southlake Blvd. within SPIN Neighborhood #10. This is a family business and new to Texas with seven stores in the Sacramento area and two growing facilities. First Dallas location set to open in Irving the fall of 2022. Offers a variety of products that range from plants to gardening supplies and outdoor furnishing. Questions and Concerns: Two questions from a Mr. Scott R. (the citizen lives in the neighborhood to the left of the property) he along with the HOA have concerns about the lighting around the outside of the property. There are no plans for down lighting facing away from the building however, if the lighting is necessary screens will be installed to block any lighting. Second question also from Scott R. is regarding storm damage and rain runoff. There is currently a drainage already at the property and as the plans stand if that will remain or must be redone Green Acres will see to the proper drainage flow. Green Acres will provide survey of the drainage if necessary. Question from a Ms. Lily she has a question about an orange box on the conceptual site plan - option A photo slide. The box indicates the area will be used as a storage facility for their outdoor patio furniture and other products. Question from a Mr. Shawn D. (lives in the neighborhood directly across the street to the north of the property) he has a question about the traffic volumes on W. Southlake Blvd. and how resupply operations will be handled regarding the school and normal traffic. Answer from Green Acres is that most trucks are offloaded early in the morning between the hours on 7am and 1 Dam. Green Acres is planning on building an access road on the easement located behind the Walgreens to avoid contributing to any traffic on W. Southlake Blvd. All deliveries will be instructed to use this access road instead on W. Southlake Blvd. Shawn D. asked about the delivery times be changed as during the school year that area between W. Southlake Blvd. becomes condensed with school traffic. Green Acres advised Mr. Shawn that they would take the request under consideration. Second question from Ms. Lily she is asking about the noise from the property. Green Acres believes that the noise will not be a concern as the warehouse at the back of the property should block the noise from traveling into the neighborhood behind the property. Green Acres has plans to surround the rest of the property with trees and fencing to help not only the street appeal but to block out and noise from the property. Ms. Lily also asked about the fence on the property that is in disrepair and Green Acres assured her that the property will be completely repaired and cleaned. Third question from Mr. Scott R. asking for clarification on the access road. Green Acres is envisioning that right behind the Walgreens there is an easement that trucks would use to make it into the property in between where the retail store and the warehouse would be located then exit the property from W. Southlake Blvd. Second question from Mr. Shawn D asking for the hours of operation. Green Acres is anticipation the hours of operation to be 7am-7pm. During the winter hours may be limited due to growing seasons. Mr. Shawn in concerned about the easement that is being proposed at the truck route regarding the teenage drivers that will be in the area. Third question from Ms. Lily asking about the materials and the height of the fencing. Green Acres does not have any specific plan for the fencing but is willing to have the fence built as required.
