Arts Council Member and APEX Chair Terri Messing gave an update on the 2024-
2025 APEX events calendar. She stated that the DSO truck event has been
canceled due to the Dallas Symphony Orchestra cutting the truck from their
budget.

Action Requested: Election of Southlake Arts Council Vice -Chair and Secretary.
Background
Information: The Southlake City Code and the Southlake Arts Council
Ordinance and Bylaws address the process for selection of
the Vice -Chair and Secretary for the Arts Council. Annually,
following the City Council appointments of new Arts Council
members, the Board shall select a Vice -Chair and Secretary
to serve one year until the next annual election.
On October 01, 2024, the City Council re -appointed Leslie
Walker, Terri Messing, and Susan Steinbrecher to the Arts
Council. At the same meeting, the Southlake City Council
appointed Tamara McMillan to serve as the Southlake Arts
Council Chair. Any sitting member of the Board may be
considered for the remaining officer positions. The current
Board members are:

Mural for Flower Child located at 1239 Main Street,
Southlake, TX
Background
Information: Flower Child is seeking consideration of a Commercial Art
Wall Mural under the Southlake Town Square Master Sign
Plan regulations to allow a painted mural sign for the Flower
Child restaurant located at 1239 Main Street, Southlake, TX.
The proposed mural would be similar to other Flower Child
designs, with a total area of 278 s.f., and applied/ painted to
the South (62 sq ft) and West (216 sq ft) facades. In
addition, the muralist Flower Child is working with is highly
respected and has created pieces for major global brands
nationwide. He's Fox Restaurant Concepts' go -to artist. This
mural will not only be a true reflection of the Flower Child
brand but is also designed to become an iconic feature of
the development, attracting attention for years to come
Page 29 of the Town Square Master Sign Plan states that
Wall Murals must be limited to 1 s.f. of artwork per 1 linear
foot of elevation, not to exceed 150 s.f.;100% of display area
permitted. Current signage allowance and requirements
would not allow for either of these murals.
Per the Southlake Town Square Master Sign Plan, the South
Elevation mural could have a maximum total area of 51.91
square feet, and the West Elevation mural could have a
maximum total area of 72.75 square feet.

square feet, the two facades where the mural is proposed

Please demonstrate that the following conditions are applicable to the requested sign variance:
That a literal enforcement of the sign regulation will create an unnecessary hardship or practical
difficulty on the applicant.
We feel per review of the sign code and center master sign plan that our sign proposal is mostly
compliant but there's difficulty confirming the parameters. The signs proposed at this location are
consistent w/ surrounding tenants as well as the national branding that Flower Child utilizes across
the country.
?. That the situation causing the unnecessary hardship or practical difficulty is unique to the affected
property and is not self imposed.
We feel the signs proposed are consistent w/ the development standards and neighboring tenants.
That the variance will not injure and will be wholly compatible with the use and permitted
development of adjacent properties.
There is really nothing that Flower Child is proposing for signage that would create an unfair
advantage to surrounding tenants. Flower Child has also worked very closely w/ the LL and this sign
package has the full support of the LL.
4. That the variance will be in harmony with the spirit and purpose of the sign ordinance.
The proposed signage for Flower Child is consistent w/ previous tenants at this exact location as well
as the surrounding tenants.

Southlake Town Square - Southlake, TX
Flower Child has worked very diligently for months w/ the ILL (Kite Realty Group) on the proposed signage for this
location. The current R05 sign package was reviewed and approved by them. We feel that the wall fascia signs
proposed on the front and rear (north and south) are consistent w/ the design of the sign code and center master
sign plan. Flower Child is on the corner building so has visibility to Main Street, Southlake Blvd, as well as N. Carroll
Ave. The illumination is consistent w/ their national branding but also is in line w/ the center master sign plan.
The proposal also includes the projecting "Feature" sign. This is consistent w/ the previous tenant and will help
to draw vehicle and pedestrian visibility to their location.
Flower Child is not requesting signage that create an unfair advantage to them vs. the surrounding development
and tenants. Overall, this exterior building design and proposed signage is consistent w/ their national branding
which is very important when establishing new identities in new markets.

Requested: Southlake Arts Council approval of the Public Art Display Permit for
the CISD Student Artwork Exhibit
Background
Information: Each year the Southlake Arts Council partners with select
collaborators and community groups to bring art to the community.
The purpose of this item is to consider the permit allowing for the
FY2025 CISD Student Artwork exhibits concurrent with the Strokes
of Art in the Square exhibit

The CISD exhibit will include over 200 hundred artworks, selected by
art teachers, from students in grades K-12 participating in Carroll
School District art classes. The exhibit will consist of both floor and
wall displays. CISD artwork will be displayed on freestanding floor
panels in the Town Hall lobby, not to exceed 30% of the floor space
area. Additional floor displays will be placed in the 2nd-floor
courtroom lobby and the 3rd-floor training rooms, as available, in
combination wall and floor displays. The exhibit will be managed and
maintained by City of Southlake Library staff with CISD art teachers
who will monitor the displays during the Art in the Square event. The
proposed exhibit schedule (hours of operation) will be determined
closer to the event date. The exhibit is sponsored by the Southlake
Public Library and CISD Art Department.
The permit for the exhibit complies with the provisions of the Public
Art Display and Performance Policy. A copy of the permit is attached
for your review.

This request will be concurrent with the exhibit, Strokes of Art in the Square, in the Town Hall lobby. Both
exhibits were displayed simultaneously in previous years and have not created a space conflict.
