Southlake Arts Council Chair Tamara McMillan called the meeting to order at
6:00p.m.

Chair McMillan opened the Public Forum at 6:01 p.m. There being no one present
to address the Arts Council, the Public Forum was closed at 6:01 p.m.

Chair McMillan presented the Consent Agenda, including approval of the

4A. ARIA SOUND SYSTEM UPDATE
Assistant to the Director Milenka Lopez presented updates about the Aria Sound
System Update and was available to answer questions.

4B. SOUTHLAKE PRESENTS DEBRIEF
Chair McMillan lead a debrief conversation about the Southlake Presents exhibit.
Comments made by Arts Council members included making the submission
instructions clearer regarding art size dimensions, artists' work needing to be
recent, and including more detailed information about what it means for a piece
to be ready -to -hang.
Direction to Staff: none
4C. ARTS COUNCIL SHIRT DISCUSSION
Assistant to the Director Milenka Lopez presented potential t-shirt design options
to the Arts Council and was available to answer questions.
Direction to Staff: Send an email to Arts Council asking for t-shirt sizes and with
color and fit options. Arts Council would like a teal V-neck t-shirt with the Arts
Council logo on the front in white ink.

4D. FALL EXHIBIT DISCUSSION
Arts Council Chair Tamara McMillian and Arts Council Member Terri Messing lead
the discussion regarding the Fall Art Exhibit and were available to answer
questions.
Direction to Staff: Keep on Agenda for next meeting to finalize artist choice.
Reception date for late September or early October.
4E. WEBSITE WORKSHOP
Community Relations Manager, Vicky Schiber presented potential ideas for
refreshing the Arts Council webpages and was available to answer questions.
Vicky Schiber also led a Website Workshop for Arts Council to narrow down the
content of the website.
Direction to Staff: Keep on agenda for next meeting. Put together drafts of the
website pages to present to Arts Council in June.

SUBJECT: Recommendation on proposed FY 2023 Public Art Fund
Budget
Action Requested: Southlake Arts Council recommendation on the proposed FY
2023 Public Art Fund Budget
Background
Information: For the past several months, City staff has been developing
the FY 2023 Community Services Department Operating
Budget. Each year, as part of the annual budget process,
staff presents the Public Art Fund Budget to the Southlake
Arts Council for consideration.
Within the proposed FY 2023 Public Art Fund Budget of
$170,143 are items such as continued funding for Contract
Services $52,043, Public Art Program administration $6,100,
and maintenance costs $12,000.
The proposed budget remains subject to final review by the
City Manager. The City Council will consider the Public Art
Fund Budget as part of the annual budget process, with final
approval being made in September.
This year's budget includes a 3% inflation adjustment that
increased the budget from $168,100 to $170,143. This
inflation adjustment allocates an increase of 8% to the
annual Community Services Agreement payments with
APEX Arts League and Arts Council Northeast.
Financial
Considerations: Approved budget allocations for FY 2023 will be effective
October 1, 2022.
Strategic Link: Approval of the Public Art Fund Budget is linked to the City
Council Focus Area of Quality Development and
Performance Management & Service Delivery. Approval of
the budget also addresses the corporate objectives to

Action Requested: Southlake Arts Council recommendation on the proposed
mural for Lululemon located at 233 Grand Avenue
Background
Information: Lululemon is seeking consideration of a visual wall mural
under the Southlake Town Square Master Sign Plan
regulations to allow a painted mural sign for the new location
for the Lululemon store at Southlake Town Square. The
store is located at 233 Grand Avenue at the intersection of
Grand Avenue and Civic Place.
Lululemon's request was initially brought up during the June
9t" Sign Board Meeting. The Sign Board recommended that
the proposed art mural be presented to the Arts Council for
comment prior to City Council consideration.
The proposed mural would go on the North Elevation of the
storefront and would feature an original work titled "Slow
Down" by DFW artist Kyle Steed. Lululemon believes the
proposed mural will be eye-catching and allow the business
to draw attention to their storefront along the high -traffic
street. The art will showcase the artist's distinct style,
consider local inspiration, and be driven by movement
focused storytelling.
The mural will complement the shopping center and be
wholly compatible with the use and permitted development
of adjacent properties.

Kyle Steed
Kyle Steed is an artist, designer, observer. Raised among the
rolling hills of the humid south his work permeates space
with vivid colors and well-balanced forms. His work moves
and evolves with each new expression. From larger than life
murals to works on canvas in his Dallas based studio, Kyle
continues to carve out his own path forward.

If
Being an artist is not easy. Being called an artist is a great
honor. Huge swaths of time are spent waiting and watching.
Barely moving an idea through my mind and out of my
hands. Painting has more to do with not painting. Meaning,
I'm less concerned with the "what" I'm painting and more
focused on the "why" of my work.
Style is also something I'm not concerned with. I am not a
landscape painter, but I paint spaces. I'm not a figurative
painter, but I figure, what the hell, might as well paint the way
I see it. As I observe patterns in the world around me I bring
them into my process. Look long enough and notice there
are patterns of life in everything. No detail is too small.

Kyle Steed // Slow Down
Experiences are as unique as the individual. And, yet, we all share a
common bond called being human. In this age of hyper -connectivity we
are inundated with cultural messaging to "do more", "be better" and that
"hustle" life. My work stands in the gap as a reminder to me, to us, that
there is another way. A way in which we can hear the wind in the trees.
A way to slow down and appreciate life as it is. Quirks and all.
Time is our greatest gift and whether we choose to savor it or watch it
scroll by in our feed, we can never get it back. So to bring awareness to
the day helps me not only slow down but also appreciate all these other
lives around me that have their own unique stories and struggles. Or in the
words of Ms. Lauren Hill, "We're all in the same boat. Dealing with the same
issues. Same problems"
