Reschedule December 26, 2017 Arts Council Meeting — The Art Council's December meeting falls on Tuesday, December 26, 2017, which is a City holiday and offices are closed. Approve Call to Artists for White Chapel and Highland Roundabout — Staff is seeking Arts Council review and approval of the Call to Artists for an art piece to be installed in a roundabout at the intersection of White Chapel and Highland. A copy of the proposed call is included in your packet. 5. Agenda Item No. 5. Discussion A. APEX Events Update (Presented by Terri Messing) — This is an opportunity for details regarding APEX events to be discussed with the Arts Council. No packet documents. B. Southlake 2035 Public Art Master Plan — This is a standing item on the agenda for the Arts Council to continue their review and recommendations for the 2035 Public Art Master Plan. This meeting will consider the mission and vision, as well as evaluate current policies and procedures. Binders with copies of the current policies are available for pick up during business hours from Town Hall Suite 210. The binders that are not picked up prior to the meeting will be brought to the meeting. Copies of the policies will also be emailed for your convenience. No packet documents. 6. PUBLIC FORUM Chair Leslie Bartlett opened the Public Forum at 6:11 p.m. There being no one wishing to address Arts Council, Chair Bartlett closed the Public Forum. 4. DISCUSSION 4A. RECAP `WAVES OF COLOR" ART GALLERY RECEPTION SEPTEMBER 10, 2017 The Arts Council discussed Item 4A and commented about enhancements to the refreshments; the use of Kids Culinary; and preference of live music over recorded music. The reception was attended by about 75-80 attendees. Positive comments were received from event attendees. Chair Leslie Bartlett shared information about the October 14t" Keller traveling sculpture "Walk". 4B. SOUTHLAKE 2035 PUBLIC ART MASTER PLAN KICK OFF Assistant to the Director Cassie Tucker and Art Consultant John Kinkade lead the discussion of the Southlake 2035 Public Art Master Plan and were available to answer questions from the Arts Council. A timeline for the Public Art Master Plan approval process was presented. Mr. Kinkade explained many issues related to drafting of a master arts plan and experiences he has had with art programs throughout the country. He provided the Arts Council recommendations to move forward with the master plan such as obtaining preliminary feedback from City Council and the planning department on topics such as funding, types of desired art for the City, and how art plays into the City's planning and zoning. Arts Council members Terri Messing and Merlene Ingraham left the meeting at 7:30 p.m. Discussion of the revisions to the Arts Master Plan will continue at the November 14, 2017 Arts Council meeting. 5. As recommended in the Public Art Master Plan, art has been installed in the five (5) roundabouts to date: • Continental and White Chapel — On the Count of Three by artist Jane Dedecker • White Chapel and Dove Road — Lessons We Have Learned by artist Jane Dedecker • Dove Road and North Carroll — Morning by Darrell Davis • Continental and Carroll Avenue — Taking Flight by Seth Vandable • Dove Road and Peytonville Avenue/Sam School Road — Flying Together by Dream Big Sculptures The purpose of this agenda item is to seek Southlake Arts Council's approval to release a Call to Artists to begin the process of selecting the public art piece for the new roundabout located at White Chapel and Highland. Financial Considerations: Funding in the amount of $90,000 for the design and installation of artwork is provided in the roundabout project budget. The roundabout is scheduled for completion late summer/ fall 2018. The application deadline is Friday, January 12th, 2018. Artists must submit their application on a DVD/CD via mail or hand -delivery to the City of Southlake City Secretary's Office, 1400 Main Street, Suite 270, Southlake, TX 76092. Complete information on how to apply is listed below. PUBLIC ART PROJECT DESCRIPTION The City of Southlake Arts Council seeks artists to provide artwork for one new roundabout. Southlake has 5 existing roundabouts with commissioned art installed. Images of current art can be found on pg. 3-4. The artwork(s) should: Be of the highest quality; Create interest for the community; Enrich the quality of life and visual environment for all residents and visitors of the city; Be visually appealing from all sides; Reflect the mission and values of the City of Southlake; Compliment the current collection; and be appropriate to the identified location, durable, and low maintenance. Project Budget is approximately $90,000 for the artwork and base. Artists must submit the following on a DVD/CD via mail or hand -delivery to the City of Southlake City Secretary's Office, 1400 Main Street, Suite 270, Southlake, TX 76092. ■ Letter of Interest - Applicants must submit a letter of interest indicating the project(s) for which they are applying and an artist statement. ■ Resume — Limited to three pages or less utilizing a font size of 10 or greater (must include name, address, phone, e-mail and website) ■ Images of Completed Artwork — Must be submitted in a Microsoft PowerPoint presentation with no more than twenty-five (25) images of completed works (one image per slide). The first slide should include the artist name and contact information. Each image must include a title. ■ Description of Completed Artwork for Review — Must be submitted in a Microsoft Word document to include the title, date, media, size (HxWxD), commission cost/purchase price, and a brief description of the artwork corresponding to the images submitted in the PowerPoint presentation. ARTIST SELECTION PROCESS The Southlake Arts Council and City Council will select one artist to commission the artwork. Criteria for selection includes: artistic merit as evidenced by the submitted materials; the applicant's professional qualifications; proven ability to perform well on similar projects; and demonstrated ability to work with government agencies, boards, committees, architects, engineers, and other groups for the successful completion of similar art projects. Artists chosen as finalists will be provided with a $1500 stipend to complete their final concept. A maquette of the concept must be provided prior to City Council review.
