4. Agenda Item No. 4 Discussion
A. Southlake Senior Funding Inc. Senior Art Event June 23, 2017 – The Arts
Council may discuss the “James Richardson Memorial Art Show” event
hosted by the Southlake Senior Funding, Inc. (SSFI) organization and
Southlake Arts Council on June 23, 2017 at The Marq Southlake and provide
helpful suggestions and feedback for future such events. No packet
documents.
B. September 2017 Art Gallery Event – This is the Arts Council’s opportunity to
discuss and brainstorm options for a September 2017 event. Recall at the last
meeting, Arts Council expressed the desire to assess the senior art pieces
displayed at the James Richardson Memorial Art Show for display at the
September 2017 art gallery event. Other “feature artists” options for
consideration were Deanna Kienast, Trish Biddle, Beatriz Terrazas. No

C. Southlake Historical Society “Shared Stories: Denton, Southlake and the Wild
West, 1840-1878” Reception July 16, 2017 and Art Exhibit July 10, 2017 –
August 28, 2017 – This is a continuation of the discussion from the May
meeting to make arrangements, assignments and plans for the Southlake
Historical Society “Shared Stories: Denton, Southlake and the Wild West,
1840-1878” art gallery reception to be held July 16, 2017, 5-6:30 p.m., and
the corresponding historical arts exhibit July 10 – August 28, 2017 in the
Town Hall lobby. No packet documents.
D. Review City Council direction from the May 16th City Council Meeting– This
item was placed on the agenda at the request of Arts Council members
Tamara McMillan, Kelly Trager and Chair Leslie Bartlett so members can
review City Council’s consideration of the Lyman Whitaker kinetic sculpture.

5. Agenda Item No. 5 Consider
A. Recommendation on proposed FY 2018 Public Art Fund Budget – As part of
the City’s annual budget process, the proposed FY 2018 Public Art Fund
Budget has been developed and is being presented for Southlake Arts
Council consideration. Staff will provide a brief presentation at the meeting.

B. Approve permit for the FY17 Fall Art Gallery reception and for the FY18 Art
Gallery receptions – The purpose of this item is to approve permit requests
allowing art gallery receptions to be held in Town Hall Lobby. Approval is
needed for the FY17 Fall Art Gallery Reception and for the FY18 art gallery
receptions including: Sister Cities International Young Authors and Artists, Art
in the Square, Southlake Historical Society “The Great War: Southlake
Sacrifices in WWI”, and the annual Fall Exhibit. A copy of each permit and the
Public Art and Display policy is included in your packet.
C. Reschedule August 22nd meeting to an earlier August date to allow time to
plan Fall Exhibit – Historically the August meeting has been moved to an
earlier date to ensure adequate time to plan logistics for the Fall Exhibit. No
packet documents.
6. For Your Information – Attendance Report – A copy of the Southlake Arts Council
attendance report is included in your packet.
7. June 28, 2017 Joint City Council meeting with Southlake Arts Council,
Community Enhancement Development Corporation, Library Board, Pla nning
& Zoning Commission and the Parks & Recreation Board – Just a reminder the
joint meeting will be held at 5:30 p.m. at The Marq Southlake to discuss the Carillon
Development.

8. July 25, 2017 Southlake Arts Council Meeting Canceled – In line with City
Council and the other City-appointed boards and commissions action to cancel their
regular July meetings, the July 25th Southlake Arts Council meeting has been
administratively canceled.

3. DISCUSSION
3A. SOUTHLAKE SENIOR FUNDING, INC., SENIOR ART EVENT
Southlake Arts Council member Miriam Murray spoke about the applications that
have been received and other aspects of the senior art exhibit event to be held
on June 23, 2017 at The Marq Southlake.
3B. SOUTHLAKE HISTORICAL SOCIETY “SHARED STORIES” RECEPTION
JULY 9, 2017 AND ART EXHIBIT JULY 10, 2017 – AUGUST 28, 2017
Community Relations Manager Jenni Lanier informed members about Southlake
Historical Society’s (SHS) request to move the “Shared Stories” reception from
July 9 to July 16. The date change was discussed and the reception date was
changed to July 16, 5:00-6:30 p.m.
Southlake Historical Society and Arts Council member Tamara McMillan shared
SHS plans next year to do a celebration on the end of WWI, and the following
year to do a community event for the 100 Year Anniversary of the Carroll School
building.
3C. SEPTEMBER 2017 ART GALLERY EVENT
Community Relations Manager Jenni Lanier presented the item and was
available for questions.
At the next Arts Council meeting, the Arts Council will have assessed the
dimensions and feasibility of the senior art pieces at the art event on June 23,
2017 and will be ready to make a decision to select an exhibit for the September
2017 art gallery event, if desired. The Art Council was also interested in works by
artists Deanna Kienast, Trish Biddle or Beatriz Terrazas for the September 10,
2017 art gallery event.
An item will be placed on the next meeting agenda for the Arts Council to
consider approval of a permit for the September 10, 2017 reception and
subsequent exhibit in the Town Hall lobby.
3D. FORT WORTH SYMPHONY ORCHESTRA UPDATE
Community Relations Manager Jenni Lanier facilitated the discussion and was
available for questions.

The Arts Council expressed positive feedback on the Fort Worth Symphony
Orchestra event on May 7, 2017 at The Marq Southlake Aria that was well
attended by over 280 citizens.
The next Fort W orth Symphony Orchestra event, “Concert in the Garden,” will be
held May 26, 2017 at White Chapel United Methodist Church.
The Arts Council reviewed the “Flying Together” sculpture dedication ceremony
held May 19, 2017 at the roundabout at Dove Road/Peytonville-Sam School
Road. A suggestion was made to have an informal meeting/lunch with artist(s) of
future art commission projects.
Item 3E was presented out of the regular agenda sequence.
3E. LYMAN WHITAKER KINETIC ART UPDATE
Community Relations Manager Jenni Lanier and Community Services
Department Director Chris Tribble informed the Arts Council of City Council’s
vote on May 16, 2017 to deny (6-0) a contract with Whitaker Studio in the amount
of $70,126 to provide public art to be installed at Frank Edgar Cornish, IV Park.
The denial stemmed from City Council’s desire to have public art placed in pa rks
and public areas that do not have artistic amenities; whereas, Frank Edgar
Cornish, IV Park already includes several artistic features. Other City Council
concerns were related to cost and revisions to the Public Art Master Plan
regarding placement of art in the community. Staff responded to questions from
Arts Council.
The Arts Council discussed possible sites for the Whitaker sculpture including the
perimeter of The Marq Southlake Champions Club building and the upper
parking lot pathway; two future roundabouts (White Chapel & Highland and the
roundabout proposed on Zena Rucker Road); and City entry points. Other
locations mentioned during the discussion were the hill across from Trader Joe’s
and The Ginger Man patio, if public property; area near Café Express;
McPherson Park pond area; behind the Hilton Hotel; and in the Winding Creek
subdivision.
Arts Council will discuss a variety of possible locations for the sculpture at the
next meeting and will select 2-3 options for City Council preview and feedback
prior to the Arts Council making a formal recommendation on a location.
The Arts Council inquired about having a brief meeting with City Council at the
June 28th joint meeting.
3F. FISCAL YEAR 2018 PROJECTS

Community Relations Manager Jenni Lanier presented proposed FY 2018
(October 1, 2017 – September 30, 2018) projects, the revision of the Public Arts
Master Plan and selection of an art piece for the White Chapel Boulevard &
Highland Street roundabout. Also presented for a FY 2019 project is an art piece
for the roundabout to be constructed on Zena Rucker Road (exact intersection to
be shared at the next meeting). The Arts Council generally favored the proposed
FY 2018 and 2019 projects. Ms. Lanier responded to questions.
Regarding the White Chapel Boulevard & Highland Street roundabout art project,
it was suggested the art piece be something related to horses due to the
roundabout’s proximity to the cutting horse farm.
A photo of a miniature sculptured mock-up of a man walking a horse, obtained by
the City years ago as a possibility for an art piece to be located near the log
cabin in Bicentennial Park, may be available at the next Arts Council meeting for
a future art project discussion.
Public Forum was considered out of the regular agenda sequence.
4. PUBLIC FORUM
Chair Leslie Bartlett opened the Public Forum at 6:41 p.m.
Parvez Malik, Southlake resident and businessman, expressed interest in the
City of Southlake obtaining art wraps for street corner electrical boxes. He also
spoke regarding the preservation of and recognition of the City’s many remaining
historical sites.
Arts Council member Tamara McMillan, also a member of Southlake Historical
Society, will contact Mr. Malik concerning Southlake Historical Society meetings
and activities.
There being no one else to address Arts Council, Public Forum was closed.
The Arts Council expressed interest in a future art wraps project for Southlake.
One suggestion was for a wrap project for the 100th Year Anniversary of the
Carroll School building project involving the high school art students.

Background
Information: Each year the Southlake Arts Council partners with select partners
and community groups to bring art to the community. The purpose
of this item is to approve the permits allowing for the FY17 Fall Art
exhibit and reception (exhibit, September 8, 2017 – November 3,
2017; reception, September 10, 2017) and all FY18 exhibits and
receptions, including:
Sister Cities International Young Authors & Artists (January
2018 – mid-February 2018)
Art in the Square (exhibit, February 15, 2018 – April 26, 2018;
reception, February 18, 2018)
The Great War: Southlake Sacrifices in WWI (exhibit, July 6,
2018 – August 31, 2018; reception, July 15, 2018)
Fall Art Exhibit (exhibit, September 7, 2018 – November 2,
2018; reception, September 9, 2018)
For each exhibit the artwork will not exceed 30% of the lobby wall
space and will be hung on wall panels using the same gallery
display system used for previous displays. The pieces will be
placed based on size and aesthetic concerns related to color and
composition.
The art gallery receptions will be held in the Town Hall lobby on
Sundays from 5:00 – 6:30pm. The receptions will require 100% of
the lobby area and will include a program, refreshments and
entertainment.

The permits for the exhibits and receptions comply with provisions
of the Public Art Display and Performance Policy. A copy of each
permit is attached for your review.
Financial
Considerations: The City may contribute up to $2000 for the FY17 and up to $6,500
for all FY18 receptions, including refreshments and entertainment.
Funding is available in the FY17 Public Art budget and upon City
Council approval of the FY18 Public Art budget.
Strategic Link: This permit is linked to the City Council Focus Area of Partnerships
and Volunteerism. The permit also addresses the corporate
objectives of providing opportunities for partnerships and volunteer
involvement and enhancing the sense of community by providing
excellent customer service and citizen engagement opportunities.

planned activities and/or equipment/special needs required:
1) Art Exhibit - The exhibit will include ten (10) award-winning art pieces and four (4) easels with
poem displays from the annual Sister Cities International Young Artists and Authors Showcase.
The exhibit will be displayed on the walls, and will not exceed 30% of the lobby wall space. The
artwork will be hung on wall panels using the same gallery display suspension system used for
previously approved wall displays. The easels will be placed on the lobby floor, utilizing the space

area in Town Hall. The reception will include a program and will feature brief speeches by event

managed and arranged the same as previously approved events.

maintained by City of Southlake staff. The exhibit is sponsored by the Southlake Arts Council,
APEX Arts League and Art in the Square. Publicity for the exhibit and the reception will be
provided by the City of Southlake, APEX Arts League and Art in the Square.
