Agenda Item No. 2A. Consent: Approval of the minutes from the Southlake Arts Council meeting held August 15, 2016. Please make any corrections to the minutes part of the motion for consideration. 2. Agenda Item No. 3A. Consider: Consideration of artist Lyman Whitaker’s proposal and recommendation of public art for Frank Edgar Cornish, IV Park – At the April 26, 2016 Southlake Arts Council meeting, staff was directed by the Arts Council to consult with kinetic artist Lyman Whitaker for art piece options for Frank Edgar Cornish, IV Park. Mr. Whitaker and his project engineer, John Whitaker, will conduct a site visit on September 27 prior to the Arts Council meeting to finalize his concept for an art piece that will complement the park environment. His proposal will be presented for your recommendation at the meeting. If the proposal is approved by the Arts Council, the recommendation on the final concept and personal services agreement to provide public art for Frank Edgar Cornish, IV Park will be presented to City Council October 18, 2016. Funding in the amount of $75,000 for the design and installation of artwork is approved in FY 2016 Public Art budget for Phase I of the Public Sculpture Program. Funding has been approved to carry over in the FY 2017 budget. 3. Agenda Item No. 3B. Consider: Approval of a permit for an art gallery reception February 19, 2017 and Strokes of Art in the Square art exhibit February 17 -- April 21, 2017 in Town Hall lobby – The purpose of this item is to receive Arts Council’s approval of a permit to hold an art gallery reception Sunday, February 19, 2017, 5:00-6:00 p.m., and the corresponding Strokes of Art in the Square art exhibit February 17 – April 21, 2017 in the Town Hall lobby. This event is held annually to kick-off the Art in the Square festival. The art exhibit will showcase artwork from the 2017 Art in the Square Featured Artists. The events are sponsored by the Southlake Arts Council and Apex Arts League and Art in the Square. Your packet memo contains details of the request and a copy of the permit for your review. See Item 4 for comments. 3. DISCUSSION 3A. SEPTEMBER 2016 ART EXHIBIT AND RECEPTION The Arts Council discussed assignments for the September 9th reception to be held in the Town Hall lobby. 3B. SOUTHLAKE SENIOR FUNDING, INC. ART PROGRAM UPDATE Director Chris Tribble opened the discussion and was available to answer questions. A meeting was held July 12 with SSFI and Arts Council subcommittee members (Miriam Murray, Tamara McMillan and Leslie Bartlett) to discuss a possible SSFI senior art showcase event to be held in May 2017 on either Thursday or Friday, 1-3:00 p.m. at The Marq Southlake. SSFI suggested the showcase would be open to seniors 55+ and include photography, quilting, drawings, ceramics and jewelry art mediums. SSFI will provide food and beverages and will contact area senior centers to invite their members to participate. SSFI seeks Arts Council help to promote the event, solicit senior center artists, judging art pieces, and set up of the exhibit. The following points were offered:  Use easels and panels for display options  The SSFI invitation to area senior centers should include: an artist application; timeline showing submittal, set up & removal time and dates; the art piece category of the submittal; and a reminder hanging art should be submitted with a wire attached to the back  SSFI should require a photo of the entries by a certain deadline so Arts Council set up members can anticipate the volume of entries to expect and plan room reservations and display options accordingly before the event The Arts Council subcommittee will attend the next SSFI meeting and provide an update to the Arts Council about the project. 3C. FRANK EDGAR CORNISH, IV PARK ART SELECTION UPDATE 2A - 2 Minutes of the August 15, 2016 Southlake Arts Council Meeting Page 3 of 4 City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork Director Chris Tribble updated the Arts Council on the art selection for Frank Edgar Cornish, IV Park and was available to answer questions. Kinetic artist Lyman Whitaker is planning an on-site visit in mid-September and will present a proposal at the Southlake Arts Council meeting for consideration. The Arts Council directed staff an optional proposal by artist Mark White was not needed. 4. PUBLIC FORUM Chairman Bartlett opened the Public Forum at 6:04 p.m. Stanley Walter, 1907 Water Lily Drive, Southlake, requested information about approval of the proposed Public Arts Matching Funds FY2017 budget. Director Chris Tribble explained the approval steps for FY2017 budget and procedures to request a proposed matching funds project. $50,000 is proposed for matching funds for the FY2017 budget, contingent upon City Council approval. Mr. Walter may contact Assistant to the Director Cassie Tucker to obtain a copy of the Public Arts Matching Funds Policy and matching funds application form. There being no one else to speak, Public Forum was closed. Other Information Arts Council member Terri Messing shared photocopies of art work that could be possibly considered for a future park. 5. Background Information: The 2030 Public Art Master Plan recommends commissioning and installing public art pieces throughout Town Square to create a walkable public sculpture exhibit through some of the square’s most vibrant retail and dining areas. Frank Edgar Cornish, IV Park was identified as one of the preferred locations to install a public art piece. At the April 26, 2016 meeting, staff was directed by the Arts Council to consult with kinetic artist Lyman Whitaker for art piece options for Frank Edgar Cornish, IV Park. Mr. Whitaker and his project engineer, John Whitaker will conduct a site visit on September 27 prior to the Arts Council meeting, and then will present his proposal for Art Council’s consideration at the meeting. Strategic Link: Selection of Public Art is linked to the City’s Strategy Map related to the focus area of Quality Development and meets the corporate objective to provide attractive and unique spaces for the enjoyment of personal interests. It also addresses Critical Business Outcome CB01, to implement Southlake 2030 Plan by focusing on short-term initiatives. Citizen Input/ Board Review: Southlake Arts Council reviewed the concept and corresponding video provided by artist Mark White May 23, 2016 and voted (6-0) not proceed with the art piece provided by Mark White, and to explore possible art from artist Lyman Whitaker. Southlake Arts Council will review the concept proposal provided by artist Lyman Whitaker and make a recommendation to City Council.
