1. Agenda Item No. 2A. Consent: Approval of the minutes from the Southlake Arts
Council meeting held May 23, 2016. Please make any corrections to the minutes

2. Aaenda Item No. 3A. Consider: Approve permit for fall art aallery reception
September 17. 2016 and art exhibit September 16 — November 4. 2016 in Town Hall
— The purpose of this item is to receive Arts Council's approval of a permit to hold a
fall art gallery reception Saturday, September 17, 2016, 6:00-7:30 p.m., and the
corresponding art exhibit September 16 — November 4, 2016 in the Town Hall lobby.
The exhibit will feature art work by Pulitzer Prize photographer Beatriz Terrazas. The
events are sponsored by the Southlake Arts Council and Apex Arts League. Your
packet memo contains details of the request and a copy of the permit for your
review.
3. Agenda Item No. 3B. Consider: Recommendation on proposed FY 2017 Public Art
Fund Budget — As part of the City's annual budget process, the proposed FY 2017
Public Art Fund Budget has been developed and is being presented for Southlake
Arts Council consideration.
4. Agenda Item No. 4A. Discussion: Southlake Senior Funding, Inc. Art Program
Request — Phyllis Fletcher, a representative of Southlake Senior Funding, Inc.
(SSFI), will be present at the meeting to present a request from SSFI to partner with
the Southlake Arts Council on a potential art program in FY 2017. There are no
packet documents for this item.
5. Agenda Item No. 4B. Discussion: Frank Edgar Cornish, IV Park Art Selection Update
— Staff will update Arts Council on the art selection process for the Frank Edgar
Cornish, IV Park art project. There are no packet documents for this item.

3A. REVIEW MARK WHITE'S PROPOSAL AND SELECT ART FOR FRANK
EDGAR CORNISH, IV PARK
Deputy Director Candice Edmondson presented a video from artist Mark White of
the proposed art piece, "Swan," for Southlake Arts Council's consideration. The
Arts Council discussed the movement of the piece and decided it was not what
they had envisioned. They would like to consider kinetic art pieces from alternate
artist Lyman Whitaker.

A motion was made to not approve the "Swan" concept provided by artist Mark
White for public art at Frank Edgar Cornish, IV Park, but to consult with artist
Lyman Whitaker for art piece options.

options and finalized the artist, reception date and time, and the art exhibit dates.
The theme of the event will be determined.

A motion was made to approve Beatriz Terrazas as the featured artist, to hold
the reception on September 17, 2016 from 6:00-7:30 p.m., and hold the art
exhibit September 16 — November 4, 2016.

Deputy Director Candice Edmondson presented this item for Southlake Arts
Council to consider cancelling and/or rescheduling the July 26 regular meeting, if
desired. The Arts Council agreed to combine the regular July and August
meetings and to hold a meeting on August 15, 2016.

A motion was made to combine the July 26 and August 23, 2016 meetings and to
host a meeting on Monday, August 15, 2016.

the inaugural event and would like to continue the event next year.

Action
Requested: Southlake Arts Council approval of a permit to allow an art gallery
reception on Saturday, September 17, 2016 and an art exhibit
September 16 — November 4, 2016 in the Town Hall lobby
Background
Information: The art exhibit will feature a display of art work from Pulitzer Prize
winning photographer and local resident Beatriz Terrazas. The Arts
Council will work with Ms. Terrazas on the selection of pieces to be
included in the exhibit. The artwork will not exceed 30% of the
lobby wall space and will be hung on wall panels using the same
gallery display system used for previous displays. The pieces will
be placed based on size and aesthetic concerns related to color
and composition.
The art gallery reception on September 17th will be held in the
Town Hall lobby. The reception will require 100% of the lobby area
and will include a program, refreshments and entertainment.
Sponsors of the reception and exhibit are Southlake Arts Council
and Apex Arts League.
The permit for the exhibit and reception complies with provisions of
the Public Art Display and Performance Policy. A copy of the permit
is attached for your review.
Financial
Considerations: The City may contribute up to $2,000 for the reception, including
refreshments and entertainment. Funding is available in the FY
2016 Public Art Budget.
Strategic Link: This permit is linked to the City Council Focus Area of Partnerships
and Volunteerism. The permit also addresses the corporate
objectives of providing opportunities for partnerships and volunteer

Budget
Action Requested: Southlake Arts Council recommendation on the proposed FY
2017 Public Art Fund Budget
Background
Information: For the past several months, City staff has been developing
the FY 2017 Community Services Department Operating
Budget. Each year, as part of the annual budget process,
staff presents the Public Art Fund Budget to the Southlake
Arts Council for consideration.
Within the proposed budget are items such as continued
funding for Contract Services ($47,000) and Public Art
Program administration and maintenance costs ($17,000).
Also included is funding to continue Phase 1 of the Public
Sculpture Program ($75,000), and an allocation for potential
public art matching funds requests ($50,000).
The proposed budget remains subject to final review by the
City Manager. The City Council will consider the Public Art
Fund Budget as part of the annual budget process, with final
approval being made in September.
Financial
Considerations: Approved budget allocations for FY 2017 will be effective
October 1, 2016.
