dedication ceremony and reception for Kathleen Caricof’s “Southlake Constellation”
sculpture at 5:30 p.m.

1. Agenda Item No. 2A. Consent: Approval of the minutes from the Southlake Arts
Council meeting held April 26, 2016. Please make any corrections to the minutes
part of the motion for consideration.
2. Agenda Item No. 3A. Consider: Review Mark White’s proposal and select art for
Frank Edgar Cornish, IV Park – At the last meeting, two proposals of kinetic art
concepts by artist Mark White, “Swan” and “Blooming Lily,” were presented for
consideration for public art in Frank Edgar Cornish, IV Park. The Arts Council
selected “Swan” as the preferred public art piece, subject to receiving a video
demonstrating the movement of the art piece prior to the City Council consideration
and final approval. Staff has received the video and it will be presented at the
meeting for your review and consideration. City Council is tentatively scheduled to
consider the art piece at their June 21, 2016 meeting.
3. Agenda Item No. 3B. Consider: Select artist and date for the annual September art
gallery exhibit – This item is a continuation of the discussion at the last meeting
where the Southlake Arts Council discussed possible artists to be featured at the
exhibit and dates for the reception and exhibit to be held in September 2016. The
Arts Council expressed interest in works by local photographer Beatriz Terrazas in
partnership with the NatureReach organization that promotes environment and
nature programs.
The purpose of this agenda item is to allow the Arts Council to make a decision
about the featured artist, duration of the exhibit and date of the reception.

4. Agenda Item No. 3C. Consider: Southlake Arts Council July 26, 2016 Meeting – The
purpose of this item is to allow Southlake Arts Council an opportunity to discuss and
consider cancelling and/or rescheduling the July 26 regular meeting, if desired.
Historically the City Council and several City Boards and Commissions have taken a
break during the month of July. There are no packet documents for this item.
5. Agenda Item No. 4A. Discussion: Apex Film Day – The purpose of this item is to
allow the Southlake Arts Council to recap the Apex Film Day held May 7, 2016 at
The Marq Southlake. There are no packet documents for this item.
6. Agenda Item No. 5. Public Forum
This is the public's opportunity to address the Arts Council about non-agenda items.
During Public Forum, the Arts Council will not discuss or take action on any item

3. CONSIDER
3A. RECOMMENDATION TO APPROVE THE CONCEPT PROVIDED BY ARTIST
MARK WHITE TO PROVIDE PUBLIC ART TO BE INSTALLED AT FRANK
EDGAR CORNISH, IV PARK
Assistant to the Director Cassie Tucker presented two proposals of kinetic art
concepts recommended by artist Mark White for public art at Frank Edgar
Cornish, IV Park. The two proposals are “Swan” and “Blooming Lily” in stainless
finish. Southlake Arts Council discussed the two proposals and favored the
“Swan” concept. A video to demonstrate the art piece’s movement will be
requested of the artist.

A motion was made to approve the “Swan” concept provided by artist Mark White
for public art at Frank Edgar Cornish, IV Park, subject to receipt of a video before
the concept goes to City Council.

4. DISCUSSION
4A. STROKES OF ART IN THE SQUARE RECEPTION WRAP UP
Southlake Arts Council shared positive comments about the success of this
year’s Art in the Square event.
4B. APEX FILM DAY (MAY 7, 2016)
Terri Messing updated the Council on plans for the Apex Film Day to be held
May 7, 2016.
4C. FORT WORTH SYMPHONY ORCHESTRA OPPORTUNITIES
Terri Messing provided a brief update. There may be opportunities for the Fort
Worth Brass or Percussion orchestras to perform at The Marq Southlake instead
of the full Fort Worth Symphony Orchestra.

4D. SEPTEMBER 2016 ART GALLERY EVENT
Southlake Arts Council brainstormed ideas for the September art event. They
talked about possible dates for the reception and themes. The Arts Council is
interested in featuring the works by local photographer Beatriz Terrazas in
partnership with NatureReach. Discussion of this item will be continued at the
next meeting.
4E. PROJECT UPDATE
Assistant to the Director Cassie Tucker presented an update on the Kathleen
Caricof piece to be installed at The Marq Southlake, and the Dream Big piece to
be installed at the Dove/Peytonville/Sam School Road roundabout .
The Arts Council discussed potential dates to hold the dedication of the sculpture
at The Marq Southlake. Staff will check the calendar for May 23, May 19 and
May 18 for schedule conflicts.
4F. FISCAL YEAR 2017 PROJECTS
Assistant to the Director Cassie Tucker reviewed expenditures to date of the
Public Art Fund Budget and recommendations for the FY 2017 budget.
Recommendations included allocation of $2,500 toward the Apex Film event,
$2,000 for advertising, and $30-50,000 allocation for the Public Art Matching
Funds budget. The Arts Council was in favor of including an additional project in
FY 2017 to continue to implement the Town Square Sculpture Program. Staff
reviewed the 2030 Plan Recommendations, Town Square Sculpture Program
and Wayfinding Destinations.
Southlake Arts Council members were interested in advertising the art events in
the City’s event signs that are located on various street corners in Southlake.
4G. LOCAL GOVERNMENT OFFICER CONFLICTS DISCLOSURE STATEMENT
Assistant to the Director Cassie Tucker gave an overview of the Disclosure
requirements and procedures to comply with Texas Local Government Code 176
to disclose relationships with existing City vendors. Please contact the City

Requested: Southlake Arts Council consideration of Mark White’s proposal and
recommendation of public art for Frank Edgar Cornish, IV Park
following review of the artist’s video demonstrating the art piece’s
movement.
Background
Information: The 2030 Public Art Master Plan recommends commissioning and
installing public art pieces throughout Town Square to create a
walkable public sculpture exhibit through some of the square’s most
vibrant retail and dining areas. Frank Edgar Cornish, IV Park was
identified as one of the preferred locations to install a public art
piece.
At the April 26, 2016 Southlake Arts Council meeting, two
proposals of kinetic art concepts by artist Mark White, “Swan” and
“Blooming Lily,” were presented as potential public art pieces for
Frank Edgar Cornish, IV Park. The Arts Council recommended (7-
0) to approve the “Swan” concept for public art in the park, subject
to receipt of a video from the artist demonstrating the movement of
the art piece before the concept is presented for final approval by
City Council. The Arts Council wanted the opportunity to see the art
piece in motion and then approve the art based off the result of the
video. Staff has received the video and it will be presented at the
meeting for your review and consideration.
If approved, the Arts Council’s recommendation on the final
concept and personal services agreement to provide public art for
Frank Edgar Cornish, IV Park will be presented to City Council
June 21, 2016.

Considerations: Funding in the amount of $75,000 for the design and installation of
artwork was approved in the FY 2016 Public Art budget for Phase 1

of the Public Sculpture Program. Artist(s) chosen as the finalist will
be granted a $500 stipend to complete a model of their final
concept.
The Call to Artists identified the maximum project budget as
$70,000, with $5,000 being set aside for installation expenses
incurred by the City.
Strategic Link: Selection of Public Art is linked to the City’s Strategy Map related to
the focus area of Quality Development and meets the corporate
objective to provide attractive and unique spaces for the enjoyment
of personal interests. It also addresses Critical Business Outcome
CB01, to implement Southlake 2030 Plan by focusing on short-term
initiatives.

Background
Information: This item was discussed at the April 26, 2016 Southlake Arts
Council meeting. The Southlake Arts Council brainstormed possible
artists to feature at the event and were interested in works by local
photographer and Pulitzer Prize Winner Beatriz Terrazas in
partnership with NatureReach. The date for the reception and
exhibit duration were also briefly discussed but no dates were
determined.
The purpose of this agenda item is to allow the Arts Council to
discuss and make a decision about the featured artist, duration of
the exhibit and date of reception. Once these items are determined,
the Arts Council can formally approve the permit for the September
2016 art gallery reception and exhibit at the June 28, 2016 meeting.
Financial
Considerations: The City may contribute up to $2,000 for the art gallery reception,
including refreshments and entertainment. Funding is available in
the FY 2016 Public Art Budget.
Strategic Link: Selection of a featured artist and event dates is linked to the City’s
Strategy Map related to the focus area of Partnerships and
Volunteerism. It also addresses the corporate objectives of
providing opportunities for partnerships and volunteer involvement
and enhancing the sense of community providing excellent
