This process will encourage and promote opportunities for public art by means of matching funds and resources. The proposed Public Art Matching Funds Policy has been developed for your consideration and recommendation to City Council. A copy of the proposed policy is included with your packet memo. 3. Agenda Item No. 3B. Consider: Recommendation on finalists from Call to Artists for public art to be installed at Frank Edgar Cornish, IV Park – The purpose of this item is for the Southlake Arts Council to make a recommendation on finalists from the Call to Artists for public art to be installed at Frank Edgar Cornish, IV Park. The City of Southlake released a national Call to Artists for the project in December 2015 and a total of 16 responses were received. Funding in the amount of $75,000 for the design and installation of artwork is approved in FY 2016 Public Art budget for Phase I of the Public Sculpture Program. Artists chosen as the finalists will be granted a $500 stipend to complete a 3D mockette/model of their final concept. Copies of the artists’ submittals are included in your packet for review and recommendation. 4. Agenda Item No. 4A. Background Information: The proposed Public Art Matching Funds Policy will provide a process for considering requests by petitioning individuals, organizations and businesses for Public Art Matching Funds projects. Eligible projects include public art at private developments and public art to be installed on public property. This process will encourage and promote opportunities for public art by means of matching funds and resources. The proposed Public Art Matching Funds Policy has been developed for your consideration and recommendation to City Council. On March 20, 2012, the City Council approved the Southlake Parks Development Corporation Matching Funds Policy. The policy has cultivated partnerships between the City, nonprofits, private funders, and community groups. It has aided in the advancement of the 2030 Master Plan and has brought many unique projects to the City of Southlake. The proposed Public Art Matching Funds Policy is anticipated to do the same. Project requirements and project management for eligible projects requesting art to be installed on public property parallels the SPDC matching funds program. Project requirements and management practices for eligible projects to include public art at private developments were established through recommendations by both the City’s Art Consultant, John Kinkade, of the National Sculptures Guild and the City’s attorney. Statement of Purpose The Public Art Matching Funds Policy enables the City to leverage its public art funding to assist with the ongoing advancement of the Public Art Program by implementing recommendations of the Public Art Master Plan. The purpose of this policy is to provide a process for considering requests by petitioning individuals, organizations, or private developments for Public Art Matching Funds projects. Eligible projects include public art at private developments and public art to be installed on public property. The following policy will become effective immediately upon approval of City Council. Proposed Public Art Matching Funds projects will be considered on a project by project basis. The City will determine the percentage match up to 100%. A. Strategic Alignment – This policy is linked to the City’s Strategy Map related to the Focus Areas of Quality Development and Partnerships and Volunteerism, and meets the Corporate Objectives to Invest to Provide and Maintain High Quality Public Assets; Provide Attractive and Unique Spaces for the Enjoyment of Personal Interests; and to Promote Opportunities for Partnerships and Volunteer Involvement. II. Project Application Procedures A. Anyone proposing a Public Art Matching Funds project should submit a proposal in writing to the Public Art Program Manager by March 1st for consideration for the following fiscal year (October 1 – September 30). Other projects may be considered after March 1st as funding is available. A form for this purpose will be available through the Department of Community Services. B. The proposal should include a complete and detailed description of the project and, to the extent applicable, pictures and/or detailed drawings, estimated budgets, location of the project, mechanism of funding the project, maintenance plan, any stipulations that might go along with the project, and a justification for the project. C. The City Council, at its discretion, may grant variances to this policy. III. Project Requirements A. Artwork must be created by an artist. B. Projects should be in locations where there is a high degree of public visibility, accessibility and use. D. Artwork should respond to recommendations in the Southlake Public Art Master Plan. E. Artwork can be integrated into architecture, landscape or streetscape. F. Artwork cannot be commercial expression. G. Indoor artwork does not qualify, unless installed in a public building. H. If artwork is one of a limited edition set, no other copy may be installed within a 50 mile geographical boundary of the proposed artwork site. IV. Project Evaluation Criteria Proposed projects will be considered on a project by project basis on the following criteria: A. Is the project consistent with the overall intent of the Public Art Master Plan? B. Is the project linked to the City’s Strategy Map? C. Is the project linked to the Focus Areas and Objectives of the City’s Strategy Map? D. Does the project benefit Southlake residents? E. Does the project have a useful life of at least (5) years? F. Does the project accelerate the completion of an identified Public Art Master Plan project? The City of Southlake reserves the right to accept or reject any project submitted for approval. The petitioner will receive the City’s decision in writing after the decision is made. V. Project Approval Process A. The Public Art Program Manager will review the proposed project for its consistency with the evaluation criteria listed in Section IV. B. If the Public Art Program Manager determines that the project is consistent with the evaluation criteria, he/she will place the proposal on an agenda for the Southlake Arts Council to consider recommending to the City Council. C. If the Public Art Program Manager determines that the project is not consistent with the evaluation criteria, he/she will inform the petitioning individual or organization in 3A - 4 Public Art Matching Funds Policy Page 3 of 6 City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork 3 writing of the decision and the reasons for the finding. The petitioning individual or organization may appeal the Manager’s decision not to consider the project to the Southlake Arts Council. The Southlake Arts Council will make a recommendation as to whether the project should be considered. D. The Southlake Arts Council will consider the proposed project and make its recommendation to the City Council. The Southlake Arts Council consideration of the proposed project will be based on the extent to which the project is consistent with the evaluation criteria, the overall benefit of the project to Southlake residents, and the funding available for the project. E. Following the Southlake Arts Council’s consideration of the proposed project, the Public Art Program Manager will place the proposed project and the corresponding matching funds request on an agenda for the City Council for final consideration. The decision of the City Council to approve the project and allocate matching funds will be made at its sole discretion and any decision will be final. F. The petitioner (individual or organization) reserves the right to withdraw the proposed project at any time during the approval process. VI. Funding A. Private Developments: If approved, public funds will be allocated to the individual or organization upon completion of the project. Prior to payment, the individual or organization must complete required payment paperwork made available by the Finance Department. B. Public Property: The petitioner must complete any fundraising requirements, if necessary, and deliver their portion of the matching funds to the City before the City will purchase or install the project. The petitioner must deliver their portion of the matching funds to the City within six (6) months of the final approval date unless additional time is granted at the time of approval. If the petitioner fails to meet this requirement, the petitioner will be required to reapply for matching funds. All approved projects will be managed by the City, will become the property of the City once completed or received, and will be used at the sole discretion of the City. VII. Ownership and Maintenance A. Ownership of all artworks incorporated into private developments shall be vested in the property owner who shall retain title of said artwork. As a condition of payment from the City, the property owner must agree by contract to maintain the artwork and prevent its removal from the property. The contract will be considered concurrently with the City Council’s approval of the artwork project and allocation of matching funds. The contract will be recorded in the real property records of Tarrant County and shall be deemed a covenant that runs with the land and will be binding on all heirs, successors, assigns, grantees, vendors, trustees, representatives of the property owner and all others holding any interest in the future. After the artwork has been completed and the property is subsequently to be sold, the seller or buyer of the property, in lieu of honoring the obligations in the contract, may either: (1) 3A - 5 Public Art Matching Funds Policy Page 4 of 6 City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork 4 transfer ownership of the artwork by donation to the City of Southlake to be maintained as a public artwork on public property; or (2) remove the artwork and reimburse the City for the matching funds value amount, not to exceed the current appraised value of the artwork. The artwork cannot be altered, modified, relocated or removed other than as provided herein without the prior recommendation of the Southlake Arts Council and approval of the Southlake City Council. B. All contracts described in this policy must be reviewed and approved by the City’s legal counsel. C. In addition to any contractual obligations, property owners will be required to maintain the artwork in good condition in the approved location, as required by law or other applicable guidelines including but not limited to normal code enforcement rules, to ensure that proper maintenance is provided. D. The owner may request that the artwork be removed from the site due to hardship with the recommendation of the Southlake Arts Council and approval of the Southlake City Council. In addition, in the event there is a condition that occurs outside the reasonable control of the owner, such as an Act of God, then this provision may be implemented with the recommendation of the Southlake Arts Council and approval of the Southlake City Council. VIII. Recognition of Matching Funds Projects A. A permanent plaque or equivalent must be designated in recognition of the project to include the name of the project, its contributor(s), date of the project, and reference that the project was completed with funding through the Public Art Matching Funds Program. IX. Definitions ARTIST: A practitioner in the visual arts generally recognized by critics and peers as a professional of serious intent and recognized ability who produces artworks. The members of the architectural, engineering, design, or landscaping firms retained for the design and construction of a development project covered by this definition shall not be considered Artists for the purposes of this definition. ARTWORK: A work of visual art created by or under the direction of one or more artists including a painting, drawing, print, sculpture, photographic image, or multimedia work whether two- or three- dimensional existing in a single copy or in a limited edition of 50 or fewer copies that are consecutively numbered by the artists and bear the signature or other identifying mark of the artist. GOOD CONDITION: Clean and free from damage. PUBLIC ART: Works of art in any media that have been planned and executed with the specific intention of being sited or staged in the public domain. 3A - 6 Public Art Matching Funds Policy Page 5 of 6 City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork 5 PUBLIC ART MASTER PLAN: The public art planning document endorsed by the Southlake Arts Council and adopted by the City Council as part of the City’s comprehensive planning process. PUBLIC ART POLICY: The public art policy as adopted by the City Council including any future additions, deletions, or revisions thereto. PUBLIC ART PROGRAM MANAGER: A City of Southlake staff member designated as the lead staff to implement the public art initiative, with a range of responsibilities in project planning, outreach and project management. PUBLIC ART PROJECT: A commission, acquisition, loan or donation of artwork to the City pursuant to this policy including the process by which such event is initiated, developed, evaluated, conducted, and completed. QUALIFIED APPRAISER – A Qualified Appraiser is an individual who has earned an appraisal designation from a recognized professional appraiser organization or has otherwise met minimum educational and experience requirements set forth in regulations prescribed by the IRS. The minimum education and requirements are met if the appraiser has successfully completed college or professional level course work that is relevant to the property being valued; obtained at least two years of experience in the trade or business of buying, selling or valuing the type of property being valued; regularly performs appraisals for which the individual receives compensation; and meets such other requirements as may be prescribed by the IRS in regulations or other guidance. Frank Edgar Cornish, IV Park has been identified as the ideal location for the first installment of the Public Sculpture Program. A Call to Artists was released in December 2015 to local, regional and national artists requesting proposals for public art for the Frank Edgar Cornish, IV Park in Town Square. The City received 16 responses from the call. Copies of the proposals are attached for your review and recommendation. Financial Considerations: Funding in the amount of $75,000 for the design and installation of artwork is approved in FY 2016 Public Art budget for Phase 1 of the Public Sculpture Program. Artists chosen as the finalists will be granted a $500 stipend to complete a 3D mockette/model of their final concept. The Call to Artists identifies the maximum project budget as $70,000. $5,000 has been set aside for expenses incurred by the City for installation. I place a great deal of importance in ‘the gathering’ for mutual support and as a collective celebration of life. Public art is exciting to me because of its shared impact through a convergence of diverse people where new ideas take place. Sites that incorporate public artwork are spirited and iconic places, which is a quality I instill in my artwork. A background as a commercial designer turned sculptor shows in my approach to each project. I begin with the question, “What is the best solution for this space?” Whether that is a stand-alone sculpture, wall relief or suspended work, I ensure the artwork fits its space – fueling community involvement and enriching their environment. My interest in sculpture developed from a design background, having earned a bachelor’s degree in Industrial Design from the Art Center College of Design in Pasadena, CA. Professional projects include working with Buckminster Fuller in product design and with PPG Glass in developing a new generation of products. Currently, my sculptural work is directed toward mixed media applications. As an artist, I thrive on experimentation, seeking out new directions, techniques and materials for continued growth. My work is designed to be relevant, welcoming and approachable for a broad audience as well as be interactive whenever possible. The primary objective for all of my work is to successfully create engaging and thoughtful placements. Artwork concepts for Frank Edgar Cornish, IV Park should convey vitality and interest while maintaining sophistication through stylish line and bold form, complementing the area and its architecture. All proposed artwork will be unique, providing a site-specific installation for the Park and the City of Southlake. I look forward to exploring many possibilities with your art committee to meet site and community needs. Past placements have ranged from $30,000 to $625,000. My most significant placement to date is ‘Stars and Stripes’ a 36ft x 40ft stainless steel intertwining sculpture for the Veteran’s Memorial at War Memorial Stadium, Little Rock, AR. Other public placements are with the cities of Burbank, CA; Cerritos, CA; Long Beach, CA; City of Paramount, CA; Broomfield, CO; and Greeley, CO; and multiple sites on the campus of the University of Denver [partially carved on-site], and achieved in coordination with an architectural design team. Recently I installed “Standing Tall”, a tribute to the police, firefighters and emergency personnel who lost their lives on 9/11. The installation also included a steel I-beam from the Ground Zero site, which was placed horizontally, as if lying in state. Since 1996, I have placed a majority of my public artwork in partnership with the National Sculptors’ Guild. I approach each project development as a design team with myself as lead designer/artist. The Guild assists me with administrative needs for all of my large-scale projects. Over the past 20+ years, they have successfully installed over 400 significant public placements across the country. As a Fellow member of the Guild, I have access to the expertise of nationally recognized professionals including structural engineers, architects, lighting designers, landscape architects and subcontractors for each project that I’m involved in. This sculpture memorializes the 1986 mid-air collision of Aeromexico Flight 498 with Piper PA-28 Archer which killed 67 people. Falling debris also killed 15 Cerritos residents on the ground. This sculpture lists the names of the dead and a polished granite bench offers a place for the viewer to sit and pay somber tribute to this tragedy and its victims. The simple sculpting methods that I employ allow the viewer to reflect and apply these visual narratives to their own life experiences. Many of my artworks depict interaction between individuals. The inspiration for much of my work comes from a poem by Pablo Neruda in which he writes – “No hablar es morir entre los seres” or, “Not to speak is to die among human beings”. I have used this recurrent theme of communion in my work for years. We are bound as a civilization by means of contact with each other. By interacting with those around us, communities grow and prosper through their ideas, thoughts and stories, both personal and allegorical. Many public art locations, and especially parks, serve their communities as gathering places. I believe that my work would be a perfect complement in this respect. Artwork for public places should be inclusive and approachable, adding a sense of welcome and identity while also complementing the area’s natural and man-made surroundings. If fortunate enough to be chosen to enhance Frank Edgar Cornish, IV Park I will work closely with project managers and local community members to ensure a successful and well-integrated art placement. As a member of the National Sculptors’ Guild, I am fortunate to be able to draw upon their expertise in the placement of several large-scale installations of my work. The Guild assists me in the administration and logistics of my public art commissions, working closely with cities, corporations and private institutions across the country. Functioning as a team, members of these projects have included architects, landscape architects, structural engineers, designers and city staffs. The common threads that weave through all of the Guild artists’ projects are creative design solutions, attention to detail and the maximization of available funding to ensure client satisfaction. I have a great deal of experience placing my work publicly thanks to the expertise of the National Sculptors’ Guild. In 2004, a monumental version of my joyful sculpture Fiesta was placed at the pedestrian entry to the William Jefferson Clinton Presidential Library. This placement was the culmination of a three year design team effort that placed six monuments in Little Rock, AR. A year ago, I helped to install Time, a 12 foot tall bronze and stainless steel sculpture at North Central Michigan College in Petoskey, MI. It has already become a favorite “photo op” destination for students and visitors to the campus. All of these placements promote a sense of pride and community cohesion. This past February, I completed Belle, a larger-than-life sized Holstein cow commissioned by the City of Bellflower, CA as a nod to their start as a dairy-producing town. I am currently working on a 13-foot tall sculpture titled Infinite Dance for the Town of Pittsfield, MA. When finished, this sculpture will be placed in the town’s central common, the heart of the community. I am grateful to the City of Southlake’s Arts Council for this opportunity to create artwork to enhance the Frank Edgar Cornish, IV Park. PUBLIC ART APPROACH A meaningful work of art enriches the people who encounter it, viewing it only once or seeing it repeatedly. It can make a statement, evoke a feeling, raise a question, create a sense of place, or give rise to reflection. Strong art can also underline and illustrate the mission and vision of a company or institution or community. I am very excited by the possibility of working with your art committee in its public art search for Southlake’s Frank Edgar Cornish IV Park. I envision my work complementing the park design and architecture well, as well as reflect the park’s role of community gathering, family connections and quality of life. In many instances I have utilized columns and other architectural elements with my figures to create impactful statements beyond simply placing a single sculpture, I see this site being a great space for such design. My creativity flourishes best within the design team approach involved with public commissions. I begin the conceptual phase compiling ideas and sketches and dreaming of what is possible, which material will best represent the artwork and integrate with the surroundings, and how that medium can be pushed and stretched to its potential. My intent is to clearly express ideas in original, innovative ways. It is important that my artwork from concept to completion is created with integrity, so I incorporate multiple layers of meaning whenever possible. The result is a placement that can be shared for generations which instills pride in the community. Born and raised in Tennessee, my history in the arts began early on with my experiences at the Governor's School for the Fine Arts before earning a BFA from Wheaton College in Illinois. Public commissions include works for the Arkansas Children’s Hospital; the Wetlands Conservancy Center: City of Little Rock, AR; The Country Place, Moscow, TN; First Congregational Church, Greeley, CO; Evangelical Christian School, Cordova, TN; Fort Collins Country Club, CO; and Portraits for Lipscomb Pitts Insurance Company, Memphis, TN. Because of the variety of the commissions I have completed, I have gained experience with bronze, wood, forton, and resin, sculpture in the round as well as reliefs on flat surfaces or on curved surfaces. In all of this, I learned early that asking the right questions to the right people is the key. My father is an architect, to which I attribute a sense for design as well as a collaborative approach to executing my artistic ideas. As a Fellow of the National Sculptors’ Guild I approach all of my larger projects in a design team mode in which I serve as lead artist working with JK Designs’ designers. Shared resources saves me time, energy and money that can better be spent on the artwork itself, and our team works closely with me and the client to ensure my vision is actualized and is a sound placement that all are proud of. Depending on the scope of the project the team grows to include architects, landscape architects, structural engineers, contractors and other specialists. Working with JK Designs affords me access to the expertise of nationally recognized professionals that have proven accountability and experience, allowing me to focus my energy on the artwork. With over 20 years of experience placing over 450 significant public artworks with cities, municipalities, corporations and private institutions across the country within budgets ranging from $25,000 to $2.8 million they maintain comprehensive insurance covering $2 million on each project. Since induction as a member in 2010 we have designed and placed 7 large-scale figurative sculptures, several of which have been significant site-specific placements. 3B - 36 I will look forward to working with representatives from your committee to further develop the design and placement within the site so that all involved can be proud of this work. I can imagine sculptures that will pay homage to the area’s activities and tie in well with the Frank Cornish Park architectural elements and design. Artwork for this location should act as a beacon, greeting visitors as they enter the space. If fortunate enough to be chosen as a finalist, I look forward to further development of an art plan which would best enhance this location. Though primarily a wildlife artist, I have sculpted figurative works, and have placed three-dimensional and relief portraiture for a wide range of public art projects. My expertise in designing and placing large-scale artworks that are both contextually relevant and approachable make me well suited for this task I knew at age 15 that I wanted to be a sculptor after visiting the South Carolina’s Brookgreen Sculpture Garden. I studied art as an undergraduate at the University of Texas at Arlington, and took graduate classes in landscape architecture also at the University of Texas. My background in landscape architecture also influences the form and composition of my sculptural work. I tend to research my subjects wherever I am, whether at the zoo or while sport fishing with friends. Over the last few years, my work has been included in the National Sculpture Society’s Annual Exhibition, the Society of Animal Artists’ “Art and the Animal” tour, the Leigh Yawkey Woodson Art Museum’s “Birds in Art Show and an ongoing exhibition at the National Geographic Society in Washington, D.C.. I have also shown with the American Society of Marine Artists and am an Associate Member of the National Sculpture Society as well as the National Sculptors’ Guild, an organization that assists me in the placement of my large-scale public art commissions. The strength of my work ascends from the Spirit of the people portrayed — Native Americans, Mayans, friends, children, people of the Great Plains and West. This same Spirit connects each of us with the harmony of nature and one’s relationship to another. I am looking forward to working with Southlake in its public art search for the Frank Cornish Park. I can envision my work complementing the park design and architecture well, as well as reflect the park’s role of community gathering, family connections and quality of life. I point up all of my own work in my studio in Loveland, CO. I’ve created over 25 monumental works there since 1985. Working with a team of associates, I cast bronze, fabricate other metals and create stone works that when assembled together create an iconic site, uniquely designed for its community. Since 1992 I have worked with the National Sculptors’ Guild to place my monumental public works. Shared resources saves me time, energy and money that can better be spent on the artwork itself, and the Guild’s designers work closely with me to ensure my vision is actualized. The National Sculptors’ Guild also maintains comprehensive insurance of $2 million for the duration of each project including up to 5 years post-installation. Working as a team with executive director, John W. Kinkade, the National Sculptors’ Guild artists have worked closely together with cities, municipalities, corporations and private institutions across the country to successfully enhance both indoor and outdoor venues with creative design and innovative artwork. The NSG has placed over 450 significant sculptures in 20 years, 10% of those placements have included my sculptures. Our design teams have enhanced public spaces in a timely fashion within budgets ranging from $25,000 to over $2million. When appropriate the team grows to include architects, landscape architects, structural engineers, designers and contractors, city volunteers and city staffs from around the nation. Dependent on the nature of each project the NSG draws upon this knowledgeable group of professionals with proven accountability in past projects. Thank you for your time and consideration. Having spent numerous years as a guide and ski instructor, Denny has learned to love the rivers and mountains of the western states of Arizona, Colorado, Idaho, Oregon, and Utah. After moving to Loveland, a hub of successful working sculptors, he wasted no time in getting monumental sculpture experience through working with renowned sculptors including Fritz White and Kent Ullberg N.A. Since 1987, Denny has created and placed dozens of monumental compositions; spanning the full spectrum of the figurative genre As a member of the Potawatomi Citizen Nation, it is only natural for his artwork to follow the Native American culture. His art has not been limited to Native American and southwestern subjects, however, as he frequently explores abstract forms placing emphasis on the qualities of the metal and stone used. Adam spent much of his early career doing all of his own metal work in various foundries where he became an expert in all phases of the bronze casting process, including the creation and installation of many monumental sculptures in locations across America. Lorri has worked as a teacher for over 20 years and has degrees in art and human psychology. During this time, she also worked to become internationally renowned as a sculptor selling her artwork through galleries and public venues as well as teaching sculpting workshops in America, Italy, and Switzerland. As a team, we have amassed a wide range of artistic and engineering skill sets that allow us to work well with design teams, communities, and project managers to help insure the smooth and speedy completion of each installation. We are looking forward to working with your team to create a powerful 'art experience' that will help enhance the architecture, elevate the community, and become something beautiful, educational, and meaningful for Southlake. We have both had experience working with multiple design teams in the past, and take pride in our ability to work well with people. Most recently, Adam teamed up with engineers, architects and city planners to create both the Pathways Hospice sculpture, and the Parker Police Station monument in Colorado. Lorri recently installed her 12ft “Peace” in Little Rock, Arkansas, and her 11ft “Conversation with Myself” at the Museum of Discovery in Fort Collins, CO. Our expertise with the bronze casting industry over the years proved to be of great value to the design teams and construction workers involved in these projects and served to help insure the success and smooth completion of these installations. Proposal: FRANK EDGAR CORNISH, IV PARK The idea of creating a kinetic sculpture for Frank Edgar Cornish, IV Park is delightful to me. For years I have been playing with the idea of combining my figures with kinetic art, and now I have come up with several designs that I’m excited to create. The vertical upward reaching style of my work combined with kinesthetic elements will be elegant, yet fresh and unique; perfect for the beautiful park in the center of Southlake. As I read about the life of Frank Edgar Cornish, IV, I understand that although his years were cut short, he continues to inspire. Using this theme, I’d like to create a sculpture using one or two of my figures reaching upward and touching the kinesthetic element of the sculpture which will represent the cosmos, or the stars. The inspiring theme of reaching for one’s hopes and dreams reflect the values of the city of Southlake, the life of Mr. Cornish, and will enrich the quality of life for the citizens of Southlake. A 10-15 foot tall sculpture will be large enough to be seen in the park, and will keep the kinesthetic element high enough in the air so as not to be disturbed by viewers. A couple of illustrations of my ideas are on the following page: 3B - 99 This sculpture is similar to the one that was a finalist for the Marq 1. The elements at the top would be more celestial rather than confetti like, and of course they would move. At his point I’m planning on them being wind driven, but it can easily be attached to a small solar powered motor. This image can give you an idea of what I am thinking. A second idea that I have involves two figures instead of one, both reaching for the stars. Only one would be touching the ground with the two being figures attached to each other, so it looks 3B - 100 like they are jumping and reaching for the stars together. Both of these pieces would be a unique and engaging addition to the sculpture collection in Southlake. I want my sculpture to manifest the spiraled connection between the universal source of energy and my hands, present this to the world and affect people in a profoundly positive way. I strive to create sculpture that makes people think, that challenges their concept of reality and helps create a conscious connection between them and the Earth. Creating art that is site/person/story-specific is where I find my source of energy and inspiration. I try to always make the connection between an individual sculpture and the much larger story of our collective place here on this planet. Each of my projects begins with careful design programming, listening to all ideals and challenges, and confirming a solid understanding of the project goals with commissioner and collaborators before starting to design. I work from the very general to the very specific. This approach includes initial design meetings, concept designs (including models and/or maquettes), working drawings and then all the many stages of the art creation itself. As part of the design process, creating a budget and developing an accurate cost estimate is critical to the project. Scheduling and deadlines are just as important to the successful placement of my public artworks. I also take the necessary time for close and regular communication between all parties involved in the project from the client to collaborators to sub-contractors. I use the same approach to managing a sculpture installation as I have with managing the construction of large and complex buildings. I have a long and happy experience in working collaboratively with clients, other designers and sub-contractors. My experience as a public artist includes several placements on top of my experience as an architect and builder [since 1977]. I’ve worked closely with other disciplines on a large number of projects from buildings to monumental sculptures. As an Associate of the National Sculptors' Guild since 2010 having participated in art projects with budgets ranging from $15,000 to over $500,000, my connection with NSG saves me the time, energy and money to obtain administrative and professional services that are instead shared by the membership. Their expertise and experience in the placements of over 450 monumental public art placements since 1992 serves as a reassurance that the artwork I design and fabricate is beautifully integrated into the site and safely placed. NSG maintains a comprehensive insurance policy, for each project and oversees the project management from site design to installation. Over the course of my working life, I’ve realized that the most powerful sculpture comes from collaboration. I’ve learned to check my ego at the door and embrace the spirit of cooperation while at the same time bringing my own ideas and energy to bear on every project with which I’m involved. This contradicts the myth of the artist as the isolated genius. Life is collaboration, and art which reflects life must also reflect that reality. West Basin Preserve Entry 2005 limestone 9ft x 2ft x 3ft $65,000 West Basin Preserve - Galisteo, NM: This sculpture is an entryway monument for a neighborhood development. It denotes the different seasons as well as time of day and helps create a relationship between the site and the mountain range in the background. 5. Twin Moons 2007 limestone 10ft x 4ft x 3ft $65,000 Commonweal Conservancy, New Moon Overlook – Lamy, NM: This sculpture represents the movement of the full moon setting on the Spring Equinox and rising on the Autumn Equinox when viewed from the two main approaches. The two moons are aligned on a solar north-south axis so they also mark the mid- day/meridian point. 6. Southern Crescent 2007 limestone 10ft x 4ft x 2.5ft $30,000 Galisteo Basin Preserve – Lamy, NM: This sculpture takes the form of a sun-bowl which collects sunlight at different levels depending on the season, showing the cyclical movement of the sun. 7. Moon in Hand 2006 limestone 10ft x 4ft x 3ft $35,000 Commonweal Conservancy, New Moon Overlook - Lamy, NM: Oriented with the western sky in the background, this sculpture celebrates the crescent moon as it rests in an outstretched hand. The open hemisphere tracks the sun from dawn to solar noon and on a clear evening the crescent moon is visible just above the sculpture. 8. I can envision my work complementing the park design and architecture well, as well as reflect the park’s role of community gathering, family connections and quality of life. Much of my past artwork fits an Americana theme and my focus is on the relationships of figures often covering multiple generations. Health and Vitality are a common thread throughout my portfolio. In addition to my cast bronze I’ve recently been incorporating silhouette forms fabricated from sheet metal. This opens me to utilizing multiple metals combined with natural stone which can provide more site integration or serve as seating depending on design. The central theme of my work is celebrating the gift of life. Most of my work in the last few years has been commissioned. I enjoy the challenge of combining the client’s vision and needs with my own ideas to create lasting depictions of significant memories in their lives. Although I am open to considering many concepts involving the human figure, I am particularly drawn to capturing subjects in motion. Movement, after all, is what captures our attention. Children at play and athletes in motion are my favorite subjects because of the passion for life they demonstrate. It is a constant challenge to capture these qualities in bronze and pass that on to the viewer. When developing each new sculpture my primary concern is artistic integrity. Among my most significant public works are the full-figure bronze portrait of Ralph L. Carr for the new Judical Center in Denver ($100,000); “Harmony" a site specific bronze composition of two figures fly-fishing for the interior lobby of American Stores Inc in Salt Lake City (250,000); and the Appalachian Dancers, comprised of six limited edition bronze figures depicting dancers and musicians placed on the city plaza in Asheville, NC. ($132,000); and a whimsical bronze sculpture of the fable Jack and the Beanstalk, towering 16 ft high, placed in the botanical gardens in Hawaii. ($300,000) For public placements I work with the National Sculptors’ Guild based in Loveland, CO, their extensive knowledge and expertise in this field has been established with over 450 significant placements in 20 years. The Guild's nationally-recognized design team coordinates with cities, corporations and private institutions to successfully enhance both indoor and outdoor venues with creative design and innovative artwork. Through my work with the Guild I have participated in projects with budgets from $20,000 to over $1,000,000 and my monumental bronzes have been placed in city parks, public gardens and corporate buildings across the US. Since 1992, the National Sculptors’ Guild has maintained insurance and verifies ‘Certificate of Liability Insurance’ for each project that its artists undertake. Major past NSG design team projects that I have been part of include: city of Little Rock, AR [$1 million], city of Brighton, CO [$1.8 million]; American Stores, Inc. [$2.6 million] My approach is to work with John Kinkade, Executive Director of the National Sculptors’ Guild and representatives from your committee, in a team design format to further develop the design and placement within the site so that all involved can be proud of this artwork. To accomplish this, an artist must be skilled in truth and metaphor, feeling and sensing, curiosity and serenity. A sculptor must convey movement with materials that may never move, convey emotion with base metals, convey knowledge using no words and allow unblinking analysis from any angle. As an artist/engineer, I have a deep appreciation of the imaginative spirit as I work daily to capture the essence of movement through my work. My hope is that as someone sees the piece, connects with it, and is drawn to it again and again. Collaboration starts with a team and ends with a creation that everyone can stand behind proudly. As an artist, my job is to hear needs, communicate clearly, and contribute art that truly shines. Working collaboratively with the stakeholders and design team the group will capture the spirit of the community in art that would be both complimentary to the space, but also so striking that people will be drawn to interact with the sculpture. I bring over thirty years of artistic and engineering experience to the project and understand how to work within a group setting to accomplish a common goal on a large scale such as this project. I have supervised multi-million dollar budget projects and understand how to meet goals and timelines. As a member of the National Sculptors Guild we work as a team to successfully enhance public sites. Shared resources saves me time, energy and money that can better be spent on the artwork itself, and our team works closely with me and the client to ensure my vision is actualized and is a sound placement that all are proud of. Depending on the scope of the project the team grows to include architects, landscape architects, structural engineers, contractors and other specialists. Working with NSG affords me access to the expertise of nationally recognized professionals that have proven accountability and experience, allowing me to focus my energy on the artwork. The name Novus Grande comes from Latin words for new and big. This piece takes the form of an arabesque and subtracts the detail, the color, the texture and the volume from a traditional representative sculpture, leaving only the pure dance gesture. The finish on the piece creates an illusion of blue skies, even on a cloudy day. 6. From Eden, Bronze, 40”x 12”x 32”, year created: 2007, $8,000. Are they taking the apple….or trying to return the apple to the Tree of Knowledge of Good and Evil? The couple lunges together towards the future, but hopes to somehow take hold of the present. 7. Public art opens community dialogue and creates channels for reflection. It is my hope that my artwork will echo the identity of this culturally rich and pulsating community. My approach to figurative sculpture is diversified into representational Americana or abstract Expressionist. Figurative sculpture can bring to life the best of mankind’s character, spirit of compassion and integrity. Many of my new works tell stories about heroes, role models and ourselves. I am so fortunate and honored to sculpt issues that describe our deepest values of family, simple freedoms and people who inspire us. Proposed designs for the Frank Edgar Cornish IV Park will reflect on the setting and activities of the site. Focusing on Health, Vitality, Family and Community, each passing of the sculpture shall fuel and regenerate the viewer The art shall emphasize positive interaction for families and friends and speak to multiple generations with universal appeal. It is my desire to work with the public art committee as a team to ensure a desirable addition to the site and its broader community. I have a long and successful history of public art placements across the nation. Recent projects are three unique placements for the Arkansas Children’s Hospital including a memorial portrait; multiple placements for roundabouts in the City of Southlake, Texas; "Dawn & Dusk" for Tamarac, Florida; "On the Count of Three" for Grand Junction and "Shadows Passing" for Anchorage, Alaska. I personally sculpt my work; the sculptures are then cast into museum-quality silicon bronze or aluminum. I utilize Madd Castings in Berthoud, Colorado and all other work involved for the sculpture is done in my Loveland, Colorado studio. Vibrant color is integrated when appropriate for site design needs. I have worked with the National Sculptors’ Guild as a Fellow for public art placements since 1994. Participating in projects with budgets ranging from $25,000 to $2.8 million. The team members on these projects have included architects, landscape architects, structural engineers, designers, city volunteers and staff. My affiliation with NSG affords me access to the expertise of nationally recognized professionals including structural engineers, architects and contractors for each project I am involved in. We coordinate with cities, municipalities, corporations and private institutions across the country to successfully enhance both indoor and outdoor venues with innovative artwork. Since 1992, the National Sculptors’ Guild has maintained a comprehensive insurance policy, and verifies ‘Certificate of Liability Insurance’ for each project that its artists undertake. Since 1992, NSG has placed over 450 significant public art 3B - 162 statements. Among the most significant was in November of 2004, when we were honored with the placement of three monumental bronzes along the Riverfront Park district of Little Rock, Arkansas, leading to the William Jefferson Clinton Presidential Center. Selected for their ability to fit the surrounding themes and landscape of the downtown area as well as complement the new Library and President Clinton's ideals of family, cultural diversity and looking to the future. Another significant commission was the creation the "Element Series Fountain" that depicts four female figures symbolizing Earth, Air, Water and Fire standing on the surface of a reflecting pool, for the City of Cerritos, California’s public sculpture garden. My goal is to create a welcoming aesthetic that will identify the new park and serve as a testament to its namesake, while forming a cohesive relationship with the existing architecture and urban environment of the surrounding neighborhood. My expertise in designing artworks for public places that are contextually relevant and approachable make me well suited for this task. For this project, I envision the creation of an iconic design to enhance this unique space and pay tribute to the legacy of Frank Edgar Cornish IV. Art elements should be simple yet bold, making them easy to recognize both physically and psychologically. Three-dimensional sculptural work will act to identify the park and welcome visitors with an approachable design that could also act as seating or a gathering place. This plan strikes a balance between the monuments of tradition and an environmentally-encompassing approach that will be ideal to address this project and enrich the surrounding downtown setting. With all of my work, I seek to unite the sculptural elements with the environment into which they are placed, creating an overall sense of cohesiveness within the project site. Many of my art placements are focused on the conveyance of metaphorical meanings that express natural themes, the human condition and interconnections between the two. I employ modern technologies and seek to use environmentally consistent materials and processes in the creation of my public artworks. These sustainable and technological aspects are important within the realm of artwork for public places, both in theme & practice. Computer aided design and rendering feature prominently in my work, facilitating the communication and refinement of design ideas with others. Each of my public art commissions has involved multiple disciplines and input from administrators, citizens, and other design/construction professionals. I have broad experience in working with design teams on large-scale municipal and corporate works. I firmly believe that public artworks demand the consideration of multiple points of view, diverse inputs, and compromise. I will work closely with the Southlake Arts Council and project planners to augment the vision of all involved in this ambitious project. Thank you for your consideration. I am interested in creating a distinctive, original sculpture that engages the public imagination and is thoughtfully integrated within the surroundings. My broad ranging experience in historical and experiential public art, university consulting and figurative sculpture uniquely qualify me for this public art project. The common threads that weave through all of these projects are creative design solutions, attention to detail and maximizing available funding and ensuring client satisfaction. My credentials within the realm of public art are diverse, spanning over two decades in the public schools, parks, libraries, neighborhood associations, university buildings, corporate settings and national parks. Two recent public art concept commissions that I have developed are for the University of Arkansas at Little Rock and a local neighborhood association in partnership with the City of Little Rock. I also have extensive collaborative experience in creating aesthetic solutions for public spaces. The Dr. Martin Luther King, Jr. Drive Gateway and Streetscape Proposal were design team efforts between myself and landscape architect John Beneke of Little Rock. This project produced conceptual designs for five gateway intersections and a two-mile long streetscape. Concepts for the project included sidewalks, intersections, benches, lighting, bus stops/shelters, electronic kiosks, sculpture and fountains. Other examples of team efforts include the creation of the National Park Service’s Central High Commemorative Garden in Little Rock, dedicated in 2001. Intimately tied to the community and architectural history of its site, Transcendence appropriates designs from the historic school building, located across the street, to provide unity and continuity. This civil rights monument is regularly visited by guests to our community and national tour groups. As a Fellow of the National Sculptors' Guild since 2008 having participated in art projects with budgets ranging from $15,000 to over $500,000, my connection with NSG saves me the time, energy and money to obtain administrative and professional services that are instead shared by the membership. Their expertise and experience in the placements of over 450 monumental public art placements since 1992 serves as a reassurance that the artwork I design and fabricate is beautifully integrated into the site and safely placed. Utilizing such design elements respectfully honor history in a contemporary context is precisely my interest in this placement. I love to incorporate old-world elements with my bronze sculptures. I can envision my work complementing the park design and architecture well, as well as reflect the park’s role of the community’s quality of life. My work features a loose and impressionistic style, which captures my subjects’ dynamic sense of motion. I believe this is what gives my sculptures their beauty while still retaining their wild character. My specialty and expertise is the creation bronze wildlife sculptures. I spend a great deal of time in the field observing and studying each of the subjects that I sculpt with the majority of my subjects being indigenous to North America. Among professional accolades, I have been honored to be elected to the Board of Trustees of Brookgreen Gardens in Murrells Inlet, South Carolina. Brookgreen Gardens is a National Historic Landmark with the most significant collection of American figurative sculpture in an outdoor setting; The Briscoe Western Art Museum, honored me this Spring, with the Briscoe Legacy Award for lifetime achievement in recognition of contributions to the art of the west. In 1998, a book about my work, artistic philosophy and sculpting methods entitled “Spirit of the Wild Things” was published and the Gilcrease Museum in Tulsa, Oklahoma honored me with a major retrospective exhibition during their Rendezvous '98. As a Fellow of the National Sculptors’ Guild I approach all of my larger projects in a design team mode in which I serve as lead artist working with JK Designs’ designers. Shared resources saves me time, energy and money that can better be spent on the artwork itself, and our team works closely with me and the client to ensure my vision is actualized and is a sound placement that all are proud of. Calling upon each commission for direction of subject and message, I utilize clay sketches and drawings to explore and share concepts for critique and refinement. Each project includes consideration of the subject, site, scale, material, engineering and patina. As a result we rely upon architects, landscape architects, structural engineers and project representatives for their input. NSG assists in the coordination of this information as project manager. Working with JK Designs affords me access to the expertise of nationally recognized professionals that have proven accountability and experience, allowing me to focus my energy on the artwork. Through the National Sculptors’ Guild, I have completed many larger-than- life monuments for public placement with budgets ranging from $30,000 to $2.8 million. Each have included design team efforts, with the teams being made up of members including architects and landscape architects, structural engineers, designers, contractors and community members. With over 20 years of experience placing over 450 significant public artworks with cities, municipalities, corporations and private institutions across the country within budgets ranging from $25,000 to $2.8 million they maintain comprehensive insurance covering $2 million on each project. 3B - 210 Among my significant public placements, I was commissioned to create a monumental placement of a bald eagle for the entrance of a mixed-use district in Brighton, Colorado. The bronze sculpture, Noble Eagle, Spirit of America features a 19-foot wingspan and was placed atop a huge earthen berm. The overall budget for this project was $1.7 million and includes rock outcropping, stone walls, waterfalls, streams and pools. The eagle can be seen from miles away including from airplanes landing at DIA. In 2004, two of my larger-than-life sculptures were placed in Little Rock, Arkansas. The River Market Pig has become a mascot for the newly renovated market area in downtown Little Rock and Eagle of the Rock serves as an impressive and inspirational greeting to drivers and pedestrians as they approach the Clinton Presidential Center and Library. Shachtman Statement of Intent: Frank Edgar Cornish IV, Park As a person I’m an explorer, constantly seeking to find something new and stimulating in either a physical or cerebral sense. The sculptures I create circulate in aesthetics in contemporary forms with influences from, science and architecture. These inspirations inform me in creating series’ with specific dialogue due to process‘, dimensions and material usage. Depending on the sculptural forms and concepts, a few primary materials employed are; copper, glass, and steel. I love the idea of placing my sculpture in Cornish Park as I believe it will simultaneously juxtapose and synthesize with the park’s surrounding architectural elements. I envision placing a number of pieces that will create a larger art statement and represent community vitality and gathering. The monoliths will quietly request interaction and change as people walk around each element. I am open to exploring all possibilities with the committee. Some of the different ways I treat the primary elements in my work range from; hammered surfaces that seem to have an organic aesthetic, to more of a minimalistic approach yet are monolithic in presence, while some are almost lacy, large-scale filigree that allows a viewer to see through the form. The glass elements are usually stacked to create positive and negative space. All pieces use light to unveil the personality of the piece, as shadows and reflection merge to produce an element of surprise. Public Art Approach: My public art approach for sculptural inspiration and design varies based on geographical site location, history of the site, current and future purpose of site, vehicle/pedestrian traffic, community / selection panel input, and whatever my current design aesthetic might be. In public art, an artist is never going to satisfy everyone with approved creations but still one must be mindful of the audience. I aim to understand all perspectives and opinions while maintaining the integrity of the artwork. I try my best to follow the rules and to work with others to make the project(s) move as efficiently and positively as possible. I earned my MFA in jewelry design and metalsmithing from Rochester Institute of Technology and though I teach jewelry design at Metro State University of Denver I very rarely make jewelry other than gifts for family members. That being said I do draw many of my designs and or techniques from metalsmithing and apply them to large scale sculpture ie. heavy use of textures from either forging, hammer forming , cutting and piercing, non-traditional use of welding to create textures, as well as straight forward fabrication and sheet work, to patinas and finishes. My approach to design on a large scale is; simple, monolithic, and architectural forms. I have strong design sense for creating gateway/ entryway sculptures and or free standing stoic forms. I am drawn to materials that are very low maintenance and high durability, I use Cor ten (A606 ) steel for this very reason as I never get a call back because of the finish coming of as the rust is the finish . Also concrete, stone, copper, bronze as well as glass (though not as durable) are all other materials I have used to create pieces or concepts with. I have worked on budgets from a few thousand dollars to half a million dollar projects. I have also assisted other artists with their fabrication and installation of their work. For my own work, I have fabricated works from start to finish in every phase with little to no assistance other than from engineers and crane operators. I clearly think through aspects of projects in my mind’s eye prior to ever lifting a finger as I like to problem solve prior to having a problem in the field or in the shop. As a member of the National Sculptors Guild we work as a team to successfully enhance public sites using novel approaches. The Guild is an experienced public sculpture team with over 450 placements in 20 years. NSG director, John Kinkade has told me from the start, "Sculpture is a team sport". We understand the enormous personality it takes to realize large projects through constant problem solving and a shared vision of completion. The Guild affords me access to the expertise of nationally recognized professionals that also understand this goal. Those who participate throughout the process are just as important as the finished product. We may never have the opportunity to meet our audience in person, but I believe our teamwork, ideas and collaborative talent touches many and remains intact within the finished work of art. Painting, sculpting and graphic arts have always been paramount in formulating my style as I have experimented with a wide variety of media in each discipline. Elements of old and new meld to create my own recognizable style of the figure and animals. Bronze work affords me the freedom to go as thin as I like or as massive as I choose in three-dimensions while maintaining a durable and low-maintenance installation. A signature design style has been evident in my art work from early years even in acrylic paintings, graphics and stone sculpture. Even though it is recognizable, it is not easy to label or describe. Regarding my sculptural work, sometimes the terminology stylized, modern or contemporary is used. I would say that in general my work falls somewhere between realism and abstraction. I always enjoy comments about my work especially at shows. What I find most interesting is that children most often catch the essence of my sculpture more quickly while adults sometimes take longer. Because of the strong design elements inherent in my artwork, such as repetition of form and structural lines my work complements architectural sites as well as botanical settings. The immediacy of the human form and incorporation of whimsy and humor translates into the public realm with ease and universal appeal. I am not concerned about anatomical realism in my animal or human forms. Instead, I want to depict an attitude or a feeling using body language, shape and lines to get my desired effect. I prefer not to describe any piece in detail; instead, I want the viewers to take an integral role in viewing and touching the sculpture to stimulate their imagination. I am eager to work with the Southlake Arts Council in the design and creation of artwork that will best accentuate Frank Edgar Cornish, IV Park and speak to the memory of this celebrated Southlake resident, serving as a tribute for generations. As an elected Associate Member of the National Sculptors’ Guild I work with an established design team that has over 17 years of experience and 450 public art placements with budgets ranging from $20,000 to $2 million. This organization also affords me access to knowledgeable professionals with proven accountability including architects, landscape architects, structural engineers, designers and contractors. Public art truly is a team effort and the NSG’s experience guarantees a smooth and successful project from start to finish. Using a design team approach along with members of the Park Project Team and interested stakeholders, I look forward to working with representatives from the Southlake Arts Council to further develop the design of artistic enhancements to the Frank Edgar Cornish IV Park.
