Agenda Item 2A. Consent: Approval of the minutes from the August 4, 2015 regular Southlake Arts Council meeting – Please make any corrections to the minutes part of the motion. 2. Agenda Item No. 3A. Consider: Election of Southlake Arts Council Officers for 2016 – With the recent appointments to the Arts Council to fill expired terms, th e Arts Council may now elect a Chair, Vice Chair and Secretary to serve a one-year term. Any sitting member may be considered for the officer positions. Below is a current roster of the Arts Council for your consideration. T he Arts Council may wish to cancel, reschedule or combine the meetings that are scheduled for November 24 and December 22. There are no packet documents for this item. 4. Agenda Item No. 4A. Discussion: Amendment to Public Art and/or Performance Policy regarding posting of prices on art pieces during exhibits – This item has been added to the agenda at the request of Terri Messing. Members have expressed a desire to revisit this policy and see if City Council would be willing to a llow pricing along with the description. There are other cities that allow this (Keller being one) and they have a much better response to calls for art exhibits. There are no packet documents for this item. 5. Agenda Item No. 4B. Discussion: Art work for Frank Edgar Cornish IV Park – Staff will lead a discussion to receive ideas for the type, style and medium of art for Frank Edgar Cornish IV Park. There are no packet documents for this item. 6. Agenda Item No. 4C. Discussion: Wrap up and discussion of Septem ber Art Event, A Walk Through Time: Historical Photographs of Southlake” – This item will allow the Arts Council to discuss the September art event. There are no packet documents for this item. 7. Agenda Item No. 4D. Discussion: Future Public Art Opportunities – This is a standing item that allows the Southlake Arts Council to discuss and brainstorm upcoming opportunities for public art. Items to be discussed at this meeting include the Arts Council/Apex event at The Marq Southlake, an Apex Film Da y, and the Strokes of Art in the Square Reception and Exhibit. Other future public art opportunities may also be discussed at this time. There are no packet documents for this item. 8. Agenda Item No. 5. PUBLIC FORUM: This is the public's opportunity to address the Arts Council about non-agenda items. During this proceeding the Arts Council will not discuss or take action on any item brought up at this time. 9. For Your Information – Attendance Report – A copy of the Southlake Arts Council attendance log is included in your packet. OTHER ITEMS OF INTEREST 10. 2015 Citizens Survey – Southlake strives to be the best in service delivery, and in order to monitor its progress in meeting residents’ needs, the City engages in a biennial citizen survey. The City will be conducting its 2015 Citizen Satisfaction Survey from October 12, 2015 to November 6, 2015. The survey results and analyses will provide City Council and City staff with information that can be used to make sound, strategic decisions in a variety of areas, including service improvements and enhancements, measuring and tracking internal performance, budgeting, policy, and planning. To assist in this effort, the City has contracted with Decision Analyst, Inc., to Southlake Arts Council Meeting Date – October 27, 2015 Page 3 of 3 City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork conduct this internet study during the months of October and November of 2015. The project is designed to address the following objectives:  Assess quality of life, identification with Southlake and Citizen Engagement;  Assess Southlake's strategic focus areas  Experience and satisfaction with City Services  Identify and prioritize unmet needs in City services  Assess experience with City employees  Assess experience and preference with City communication tools Once the survey results are in, Decision Analyst Inc. will generate a report and the City will make the results available to the public. CONSIDER 3A. RECOMMENDATION ON RENEWAL OF COMMUNITY SERVICES AGREEMENT WITH APEX ARTS LEAGUE FOR THE TERM OCTOBER 1, 2015 – SEPTEMBER 30, 2018 3B. RECOMMENDATION ON RENEWAL OF COMMUNITY SERVICES AGREEMENT WITH ARTS COUNCIL NORTHEAST FOR THE TERM OCTOBER 1, 2015 – SEPTEMBER 30, 2018 Assistant to the Director Cassie Tucker presented information on the community services agreements with Apex Arts League and Arts Council Northeast for renewal. The agreements were discussed and staff responded to questions from the board. The Agreements are for three year terms to expire September 30, 2018. In consideration for the services rendered by Apex Arts League and Arts Council Northeast on behalf of Southlake citizens, the City agrees to an annual payment to Apex Arts League of $5,000 and an additional $3,000 for cultural arts programming, and an annual payment to Arts Council Northeast of $22,000, subject to City Council approval. City Council will consider the community services agreements at their meeting on September 15, 2015. APPROVED A motion was made to recommend City Council approve the community services agreements with Apex Arts League and Arts Council Northeast as presented. The permit was discussed and staff responded to questions from the board. APPROVED A motion was made to recommend City Council approve the permit to allow Sister Cities International Young Artists and Authors Showcase exhibit January 4, 2016 through February 12, 2016 in Southlake Town Hall lobby. FUTURE PUBLIC ART OPPORTUNITIES The Arts Council made plans and assignments for the upcoming public art events including the fall, “A Walk Through Time: Historical Photographs of Southlake” Town Hall Art Exhibit September 10, 2015 – October 23, 2015; the Arts Council/Apex Event at The Marq on January 23, 2016; potential juried art exhibit February 2016; and an Arts Council and Apex sponsored film day May 7, 2016. 5. PUBLIC FORUM Wendi Bernau, representative of White’s Chapel United Methodist Church, spoke about the church’s efforts to develop and present the arts in the church and in the community for adults. A VIP Grand Opening cocktail reception for The Marq Southlake is being planned for December 11, 2015. Staff will investigate the process to change the meeting time for the Arts Council from 6pm to 6:30 pm if that is the desire of the Arts Council. 6. Background Information: On October 20, 2015 City Council considered Resolution No. 15-051, making appointments to various City boards, commissions and committees. City Council appointments to Southlake Arts Council were Devika Seth to Place 5 and Kelly Trager to Alternate No. 1. Reappointments were Leslie Bartlett (Place 1), Jesika Cook (Place 3) and Tamara McMillan (Place 7). The Arts Council may now wish to consider election of its officers for 2016 at the Tuesday meeting.
