Agenda Item 2A. Consent: Approval of the minutes from the May 26, 2015 regular Southlake Arts Council meeting — Please make any corrections to the minutes part of the motion. 2. Agenda Item 3A. Consider: Recommendation on final concepts and selection of public art for The Marq Southlake — The purpose of this item is for the Arts Council to review revised concepts of the Dream Big Sculpture "Celebrate" and Kathleen Caricof's "Texas Sky — Constellation" for public at The Marq Southlake. Recall at the May 26t" meeting, the Arts Council reviewed final concepts from Dream Big, Kathleen Caricof and Mark Leichliter and selected "Celebrate" (Dream Big) and "Texas Sky — Constellation" (Kathleen Caricof) as potential public art pieces for The Marq Southlake. However, the Arts Council requested revisions be made to both of the final concepts. A recommendation was made to table the selection of public art for The Marq until the June 23rd meeting in order to review the revised concepts. Copies of the revised concepts for The Marq sculptures are included in your packet for review and recommendation. 3. Agenda Item 3B. Consider: Recommendation of proposed FY 2016 Public Art Fund Budget — As part of the City's annual budget process, the proposed FY 2016 Public Art Fund Budget has been developed and is presented for Southlake Arts Council consideration. 4. Agenda Item No. 4A. Discussion: Future Public Art Opportunities — This is a standing item that allows the Southlake Arts Council to discuss and brainstorm upcoming opportunities for public art. Items to be discussed at this meeting include future Town Hall Art Exhibits, an Arts Council/Apex event at The Marq Southlake, a potential juried art exhibit, and an Arts Council and Apex sponsored film festival. RECOMMENDATION ON FINAL CONCEPTS AND SELECTION OF PUBLIC ART FOR THE ROUNDABOUT AT DOVE ROAD AND PEYTONVILLE AVENUE/SAM SCHOOL ROAD Assistant to the Director Cassie Tucker presented the concepts for the roundabout at Dove Road and Peytonville Avenue/Sam School Road and The Marq Southlake. The concepts presented for the roundabout were: "Flying Together" (Dream Big Sculpture), "Texas Sky," "Texas Sky — Constellation," "Texas Sky — Lone Star" (Kathleen Caricof), and "Prairie Winds" (Seth Vandable). The Arts Council discussed the concepts for the roundabout and selected "Flying Together," with the original silver basing and the bird design as presented. APPROVED A motion was made to select "Flying Together" (Dream Big Sculpture) with revisions as discussed. RECOMMENDATION ON FINAL CONCEPTS AND SELECTION OF PUBLIC ART FOR THE MARQ SOUTHLAKE The concepts presented for The Marq Southlake were: "Celebrate" (Dream Big Sculpture), "The Musicians: Cello," "The Musicians: Violin," "The Musicians: Flute" (Kathleen Caricof), and "High Note" (Mark Leichliter). The Arts Council discussed the concepts for The Marq Southlake and selected "Celebrate" along with one of the roundabout concepts "Texas Sky - Constellation." The board recommended the "Texas Sky - Constellation" sculpture be the three star option; have more variation in height; thinner stars, closer together; and no color. Background Information: A Call to Artists was released in March 2015 to local, regional and national artists requesting proposals for public art to be placed at The Marq Southlake. The Arts Council reviewed submittals April 28, 2015, and selected Dream Big Sculpture, Kathleen Caricof, and Mark Leichliter as finalists for The Marq Southlake. The three artists' final concepts were presented to the Arts Council on May 26t". Strategic Link: Selection of the public art is linked to the City's Strategy Map related to the focus area of Quality Development and meets the corporate objective to provide attractive and unique spaces for the enjoyment of personal interests. It also addresses Critical Business Outcome CB01, to implement Southlake 2030 Plan by focusing on short-term initiatives. Citizen Input/ Board Review: The selection of public art complies with provisions of the Public Art Policy and the Southlake 2030 Public Art Master Plan. Southlake Arts Council reviewed responses and selected finalists April 28, 2015. Southlake Arts Council reviewed final concepts and selection of public art May 26, 2015 and selected concepts from Dream Big Sculpture "Celebrate" and Kathleen Caricof "Texas Sky - Constellation". However, because revisions were requested for both concepts, Arts Council tabled (7-0) the item to the June meeting to allow artists to make the requested revisions to the concepts. We are happy to be able to provide you more details about "Celebrate". • The major framework of the top piece of "Celebrate" is created by two stainless steel "ribbons" that are abstracted treble and base clefs. • Not easily visible in the drawings, the middle of the central spirals are to be pushed in towards the center, and the center of the top spirals are to be pushed outwards. This will result in a multidimensional top piece that is interesting and beautiful from all angles. • Transparent colored thick acrylic circles flow though the stainless steel ribbons as notes flow through music. Colored shadows will be cast as the light comes through the acrylic circles. • The multiple colors represent the palette of the visual arts, and at the same time, the circles represent musical notes. • The figure represents the performing arts • To create additional dimension and interest, a few symbols of celebration and of the arts are added into the mix. The symbols will be welded to the major framework and the colored circles will be inset into the holes cut for them. 3A-3 0 m 3A-4 zo zq` 0 3A-5 We have included adjustments to the design to indicate a leotard on the figure without interfering with the graceful lines of the design. Safety is always a high priority for us. We will employ a structural engineer who is licensed in Texas will make sure the sculpture will withstand all the challenges that it may encounter from high winds to rambunctious teenagers. Once we get those stamped plans, we will begin sculpting. As an option to consider, we can include some subtly changing colored LED lighting within the top piece of "Celebrate". During evening activities, this would further enhance the celebratory mood and the feeling of movement within the sculpture. Please let us know if you have other questions or concerns. We are excited to work with you to create a beautiful and engaging sculpture for the Marq Southlake! 3A-6 S C U L PTO R S' G U I L D "SOUTHLAKE CONSTELLATION- THE MARQ/AMPHITHEATER-City of South Iake,TX,2015 6-12-2015 3A-7 sculpture/design NATIONAL SCULPTORS' GUILD "SOUTHLAKE CONSTELLATION" This design is based on your Arts Council's feedback and your preference of more elegant sculptural approach toward stars with "thinner, more fluid lines". In response,) have created a celestial -inspired artwork that is more similar in construction to the placement "Stars & Stripes" that I designed for the City of Little Rock. "Southlake Constellation" uses the same curved stainless steel tubing but, due to budgetary and site constraints, it is smaller in scale and the three stars are not connected to one another. "Stars & Stripes" is an exclusive design with a budget 7 times greater. Even so, I believe this proposed artwork will become an iconic sculptural statement for TheMarq Southlake. This placement consists of three fabricated stainless steel stars, each measuring roughly seven (7) to ten (10) feet tall. The stars will vary slightly from one other. The individual stars will have a tall 'leg' securing them to poured concrete cylindrical pedestals of differing heights. The varying lengths of the 'legs' and heights of the concrete pedestals will stagger the total height of each star, creating greater visual interest. Enclosed are variations of possibilities. At this point, we don't have enough information to determine the best scale and I will work with your design team to make those decisions. The various heights of each star will be partially determined by the views from the inside of The Marq building as well as from the pedestrian walkway so the installation will be engaging from both the interior as well as the exterior. NOTE: These are conceptual sketches only... additional site information may alter the finished design. I would be happy to develop the design with more site information and architectural input. The enclosed model is to scale but photographs do not represent actual viewing point. Therefore the stars appear a bit heavy. Thank you. I look forward to working with you in developing this design. Each year, as part of the annual budget process, staff presents the Public Art Fund Budget to the Southlake Arts Council for consideration. Within the proposed budget are such items as continued funding for Contract Services ($41,000), which includes funding for APEX ($5,000) Arts Council Northeast ($22,000), public art events ($6,500) and art consultant fees ($7,500). Also included is funding for office supplies ($2,000), printing/program materials ($500), advertising ($5,000), annual maintenance ($12,000), and Phase 1 of the Public Sculpture Program ($75,000). The proposed budget remains subject to final review by the City Manager. The City Council will consider the Public Art Fund Budget as part of the annual budget process, with final approval being made in September. Financial Considerations: Approved budget allocations for FY 2016 will be effective October 1, 2015.
