7. Agenda Item No. 3F. Consider: Cancelation of July Southlake Arts Council Meeting
– The purpose of this item is to allow Arts Council an opportunity to discuss and
consider cancelling and/or rescheduling the July 28 regular Southlake Arts Council
meeting, if desired.
8. Agenda Item No. 4A. Discussion: Future Public Art Opportunities – This is a
standing item that allows the Southlake Arts Council to discuss and brainstorm
upcoming opportunities for public art. Items to be discussed at this meeting include a
fall art exhibit, holiday art exhibit, an Arts Council/Apex event at The Marq
Southlake, a potential juried art exhibit, and an Arts Council and Apex sponsored
film festival. Other future public art opportunities may also be discussed at this time.

Requested: Southlake Arts Council review of final concepts and selection of
public art for the roundabout at the intersection of Dove Road and
Peytonville Avenue/Sam School Road.
Background
Information: A Call to Artists was released in March 2015 to local, regional and
national artists requesting proposals for public art to be placed in
the City’s fifth roundabout. The submittals were reviewed at the
April 28, 2015 Arts Council meeting, where the Arts Council
selected Dream Big, Kathleen Caricof, and Seth Vandable as
finalists for the roundabout.
The next step in the process to secure art for the project is the
presentation of the artists’ final concepts for the Art s Council’s
recommendation. Copies of the final concepts are attached for your
review. The Southlake Arts Council is being asked to select one
concept for recommendation to City Council and an alternate
concept. City Council will consider the selected art piece (and
alternate art piece if necessary) at their June 16, 2015 meeting.
Financial
Considerations: Funding in the amount of $90,000 has been allocated for the design
and installation of a public art piece for the roundabout project.
Strategic Link: Selection of the public art is linked to the City’s Strategy Map
related to the focus area of Quality Development and meets the
corporate objective to provide attractive and unique spaces for the
enjoyment of personal interests. It also addresses Critical Business

“Flying Together”.
Southlake Roundabout Proposal
Dream Big Sculpture
“Flying Together” features two bronze eagles soaring majestically into the sky
symbolizing the great heights that have been achieved through the spirit of community
in Southlake.
The eagles, birds native to the Texas area, represent the ideas of freedom and
innovation while reflecting Southlake’s traditional, small town charm. The pair of eagles
will be flying across a stainless steel mobius circle as they move into the future.
The circle integrates a timeless, contemporary element to this cast bronze sculpture,
and will have a surface treatment that will be ‘brushed’, leaving it luminescent yet non-
reflective, eliminating any possibility of glare for motorists.
Knowing that roundabouts serve as portals into the city, we were struck by the need
for a sculpture that not only compliments the design elements of these exceptional
neighborhoods, but rises above the roundabout so that it can be better seen and
appreciated by all the residents and visitors to Southlake.
The two eagles, (similar to the one pictured below fig.1) are unique in design and
will be held aloft by two stainless steel pillars mounted in a granite base.
”Flying together” will be interesting and engaging from all angles, and will be cast
from the highest quality silicon bronze and stainless steel, which are materials well
known to be both durable and low maintenance.

To the Southlake Arts Council
We are excited to be finalists for The Marq Southlake call for sculpture. The comments of the
committee were very helpful, and in fact, inspired us to a higher degree of creativity as we considered
your thoughts on our original proposal.
Everything about The Marq Southlake is a celebration. There is a celebration of the arts every time
you have a performance there, and it is a celebration of life and community each time people come
together or to use the other facilities at the Marq.
One of the elements you like about the “Peace” sculpture is that it has the feel of someone
dancing. Perfect for a sculpture placed next to an amphitheater, we took this element a bit further in
“Celebrate” as we kicked back one leg of the sculpture creating even more motion.
Again taking into account the ideas that came out of the Arts Council, we replaced the folded
cranes for something more appropriate to the intent of The Marq. Now spiral ribbons with colored
circles create a feeling of celebration. Within this celebratory element will also be abstracted symbols
of the perfor ming arts. Different symbols will be visible from different viewing locations creating
interest from each viewpoint of the sculpture.
One option for community involvement would be to invite the community to submit ideas for the
symbols to be included in the sculpture.
As far as color, we decided to keep some splashes, and to simplify our pallette. There will be just
a few randomly placed colors, enough to be bright and cheerful, but we’ll refrain from using the entire
spectrum of the rainbow.
“Celebrate’s” unique composition and exuberant nature will serve to welcome residents and
visitors of all ages to T he Marq Southlake. ”Celebrate” is beautiful and engaging from all angles. At
over 20 feet tall ( 24 ft. tall with the base), it will be large enough to be seen and appreciated from
both the ampitheatre and the nearby street.
A sculpture in this prominent location speaks volumes about Southlake’s commitment to enrich
the quality of life for the community. “Celebrate” will serve to inspire and delight people for years to
come.

I designed this artwork for the Marq Southlake Phase 1 location and its nearby amphitheatre in mind. “The Musicians” consists of
three separate site-specific sculptures that speak to music, Southlake’s new amphitheater and the importance of community. My
interest in this opportunity comes from my role as a public artist and my interest in creating artwork for public places.
CONCEPT
This open and airy design features a trio of abstracted musicians; a cello player, a flute player and a violinist. These instuments are
used in a wide variety of music, from classical to rock as well as bluegrass and jazz. The trio’s whimsical design has a cubist,
“Picasso-esque” feel to it and will appeal to visitors of all ages. “Picasso-esque” feel to it and will appeal to visitors of all ages.
The sculptures will be unique fabrications of multiple materials, making them visually interesting from all angles. Each sculpture’s
design uses both positive & negative space built upon in layers. Some layers are solid, while others are represented by open linear
elements. Made predominantly out of durable stainless steel and limestone, each sculpture will also include special accents of bronze,
copper, brass and stone as details in the instruments themselves. I have designed this placement with the cello, violin & flute in mind,
however I would be open to other instrumentation if desired.
As designed, the sculptures are 9 to 10 feet tall.As designed, the sculptures are 9 to 10 feet tall. This scale is significant, but not imposing within a public space. Because of the
sculptures’ scale, they will be noticeable from a great distance, attracting viewers for a closer look. This sculpture is a playful visual
reference to the Southlake community and entertainment options that will be available at The Marq Southlake Phase 1.
ARTWORK INSTALLATION
The sculpture’s site preparation and installation will be coordinated with the City of Southlake. The anticipated installation of the
artwork will consist of a crane or forklift hoisting the sculptures into place, then securely bolting them to the artwork site. At this stage
in the process, main the process, many aspects of the artwork location and installation are not known, so it is difficult to give an accurate description.
All aspects of the sculpture fabrication and installation will follow the strict guidelines of the structural engineering requirements.
I have worked with the National Sculptors’ Guild on all of my large-scale installations and this project for the City of Southlakewill be
no exception. The Guild has 20+ years of experience in the placement of public art, and has already placed several sculptures in the
City of Southlake. Their expertise in the placement of large-scale artwork combined with their working relationship with your City will
guaguarantee a successful installation.

Proposed Public Artwork for The Marq Southlake Phase 1 Public Art Project
I am honored to have been selected as a finalist for The Marq Southlake Phase 1 Public Art
Project. Thank you for this opportunity to present my proposed artwork “HighNote” to your
Arts Council.
“HighNote” is inspired by The Marq Southlake Phase 1 and Aria Amphitheatre in theme and
form. This sculpture will serve to identify its location and the cultural offerings it presents. The
sculpture takes the form of a monumental scale Treble Clef – instantly recognizable as a
symbol of music in its many forms. This elegantly curving artwork is crafted from stainless steel
and translucent colored acrylic which are engaging and durable materials, proven for use in
public artwork.
Thematically, this sculpture is a visual reference to the Marq Southlake Phase 1’s adjacent
outdoor amphitheater, Aria, as well as the Southlake community as a whole. In music
notation, the Treble Clef is used to signify the higher end of musical register. I gravitated
toward this recognizable symbol as a metaphorical representation of The Marq development
signifying the “high notes” of the Southlake community experience. Additionally, the
sculpture’s five windows of translucent acrylic - each a unique color - represent the Arts:
Music, Theatre, Dance, Visual Art and Writing. They also refer to the cultural diversity of
Southlake’s population.
In designing an artwork to complement this multipurpose community facility, I focused on the
attractive sweeping designs found within the Marq’s architecture as well as the roofline of the
Aria Amphitheatre and the undulating paths that wind through the Bicentennial Park. The
primary material for "Wellspring" is stainless steel finished in a hand-crafted brushed pattern
which will shimmer in the Texas sun and ambient nighttime lighting. This finish allows for easy
touch-ups should any damage occur. The colorful acrylic elements will be securely set within a
stainless steel frame.
Overall artwork dimensions will be approximately 14ft tall, 4ft wide and 2ft deep. At this scale,
the sculpture will become an iconic presence for its location near the Aria Amphitheatre.
Structurally, “HighNote” includes a sturdy integrated base, avoiding the need for any extensive
site work beyond poured concrete footings. As with any of my public placements, all aspects
of the design, fabrication and installation of this artwork will meet exacting structural
engineering requirements.
I firmly believe that the creation of artwork for public spaces demands the consideration of
multiple points of view, diverse inputs, and compromise. In my 20-year career as a public
artist, I have worked with administrators, citizens and other design/construction professionals
on large-scale artworks across the country. I’m grateful to the Southlake Arts Council for this
opportunity and I hope to discuss “HighNote” with you further.

The art exhibit, September 10 – October 23, 2015, will feature a
display of historical photographs. The theme was selected to help
promote the City of Southlake’s history and culture. The artwork will
not exceed 30% of the lobby wall space and will be hung on wall
panels using the same gallery display system used for previous
displays. The pieces will be placed based on size and aesthetic
concerns related to color and composition.
The art gallery reception on September 10th will be held in the
Town Hall lobby. The reception will require 100% of the lobby area
and will include a program, refreshments and entertainment.

Background
Information: City Council has previously approved permits for CISD artwork
exhibits in Town Hall for the annual Art in the Square festival since
2011.
The current display permit was submitted by the Southlake Public
Library for an exhibit in Town Hall to feature over 200 art pieces
selected by CISD art teachers from grades K-12 art classes. The
exhibit will consist of both floor and wall displays. Freestanding,
portable floor panels will be used to display the art pieces in the
main Town Hall lobby, in the courtroom lobby area and in the lobby
area outside the library. The display area in the Town Hall main
lobby area will not exceed 30% of the floor space. Artwork will also
be displayed in 3rd floor training rooms in combination wall and floor
displays.
The CISD exhibit will be managed and maintained by City of
Southlake Library staff and CISD art teachers who will monitor the
displays during the Art in the Square event. Coordination of set up
and tear down of the artwork will be handled by City staff. Proposed
exhibit schedule (hours of operation) will be determined closer to
the event date. The exhibition is not a fundraising event, but is held
concurrently with Art in the Square.
